Board of Selectmen Meeting
Executive Session
May 18,2004
The Executive Session convened at 10:25 p.m. in the Town Hall Conference Room, 16 Lowell
Street, Reading, Massachusetts. Present were Chairman George Hines, Vice Chairman
Richard Schubert, Secretary Gail Wood, Selectmen Camille Anthony and Joseph Duffy,
Town Manager Peter Hechenbleikner and Paula Schena.
Labor Negotiations
The Town Manager noted that the DPW Union is the first to settle. It is a three year contract and
the major highlights are:'Reduce the floating holiday from three to two per year, clarify
language, eliminate sick leave buy back for new employees, change Sick Bank language;
increase o'n call pay by 2.75% for three years, pro-ration of clothing and boot allowance,
reference to Safety Manual, eliminate a side letter, adjust the license schedule, and a 2.75%
salary increase for the next three years.
The Town Manager updated the Board on the Fire, Dispatch and WTP/Engineer negotiations.
Sale of the Landfill
The Town Manager noted that he met with Mark Dickinson, Taryn Warren, Brad Latham and
Joe Delaney.regarding landfill financials. Mark Dickinson is asking for help with post overruns.
CPDC requires traffic monitoring and they don't want to put up cash or a letter of credit.
Dickinson will have the ch6ek for $100,000 for the neighborhood traffic improvements in one
month. He also wants to pay for the MWRA buy-in over.time or use actual flows. The Town
Manager suggested not going with actual flow, and he will have Town Counsel review the
requests before making any decisions.
A motion by Wood seconded by Anthony to adjourn the Executive Session Meeting of MaY
18, 2004 at 11:00 p.m. was approved on a roll call vote with all five members voting in the
affirmative.
