Motion to issue by Mr. Flynn, seconded by Mr. Curtis. Vote was 6-0-0 approved
Return bond request 270 — 06462: 1246 Main Street, Ahern
Request to release the bond held on this project.
Motion by Mrs. Scanlon, seconded by Mr. Curtis. 5-0-1 Approved one abstention Mr. Pinette
RDA 2016 -13 194 Van Norden Road, Selvakunmar
Installation of a shed 45 feet from the resource area. The owner stated the shed is going on
existing lawn approximately 45 feet from the resource area. The shed is a wooden 12 foot x 8
shed, no stairs or grading is needed. The contractor will put down four cement blocks and some
p -stone and set the semi-premade shed in place.
Motion to approve by Mr. Flynn seconded by Mrs. Scanlon, Vote 6-0-0
Austin prep Discussion: Dr. Hickey
The administrator received an email from Dr. Hickey who asked about where in the Order of
Conditions is said that the commission needed two reports on the survivability of the wetland
replication area. Mr. Tirone replied with the information and added that the hay bales needed
to be removed in entirety not just spread out from where they sit. Also the Commission has the

authority to request a second reports about the replication area based on the condition of the
grading, plant section and slopes that were observed at the first two site visits.
76 Longwood Road: Mahony
The applicant proposes to construct a new addition, deck and roofed deck with stairs within
200 foot River Front and within 100 feet of a Bordering Vegetated Wetland. The applicant
proposes to remove the existing deck and a concrete patio. The applicant engineer Mr. Sullivan
explained that he want the Commission to think about this project as a "Reading Minor Project"
because the proposed work does not meet the Riverfront performance standards because
proposed work is no closer to the bank and would not exceed the disturbance thresholds. The
project consists of three separate parts explained Mr. Sullivan who explains that two portions
are allowable under the regulations for minor project. The Applicant wanted to change the
configuration of the proposed deck to square it off on the southwest side. There will be no
grading on the site and six sonotubes will be used to support the structure. Final plans have not
been made available to the commission because the owner wanted to understand if the
Conservation Commission would approve the project before additional money was spent. These
was a discussion about the B -series flags needing to be moved up -gradient and about removing
the existing play structure or leaving it in place. The commission asked for roof runoff infiltration
and to find some additional imperviousness on the site to remove. The applicant through her',
engineer suggested a 500 -gallon dry well. Mr. Tirone chapter asked for calculations on existing
imperviousness versus proposed. Updated plans and with infiltration calculations and a new
deck configuration will be sent to the commission before the next meeting.
Motion to continue to July 27 was made by Mrs. Scanlon and seconded by Mr. Flynn, Vote 6+0-
0.
Enforcement order 218 Salem Street:
The owner started a project in the back of his house without a permit and received a stop -work
order in the form of an Enforcement Order and was asked install erosion control and attend the
July 13th Conservation Meeting to discuss the violation. As part of the unauthorized work the
soil was grubbed and removed, trees were cut down and the existing retaining wall was also
removed. A new retaining wall was installed within 3 feet of the resource area. The owners
purchased the house within the last year and the yard was too small for them because they are
thinking of growing their family. The house is built on the 35 foot line according to the 1999
Order of Conditions. Discussion of the regulations and 35 foot no -structure zone. The
commission requested a site restoration plan and discussed the difference between the 1999
wetland line and the new LEC wetland line, creating lawn. The home owners asked how much
area they need to restore. They were advised to hire a wetland professional and return with a'
planting plan or a restoration plan on the July 27th meeting, the Commission agreed.
Mr. Couillard made a motion the continue until July 27th seconded by Mrs. Scannlon, Vote $-
0-1. Mr. Curtis abstained.
Discussion about who on the commission would like paper or electronic copies of all
application material
Discussion of the tree policy
Yearly maintenance plan for the Tennessee Gas pipeline was discussed
Ms. Scanlon made motion to adjourn at 10:03pm. Mr. Curtis seconded. Vote 6-0-0
