The meeting was called to order at 5:00 P.M. by Chairman Joseph Veno in the presence of members Thomas Clough, Sharon Angstrom, Nancy Heffernan, Louis E. deBrigard, Jr., and Board Administrators, Colleen Loughlin and Rebecca Furilla. MINUTES • Minutes from the October 27, 2015 regular session meeting were signed by all board members. • Minutes from the November 10, 2015 special session meeting were signed by all board members. • Minutes from the November 17, 2015 special session meeting were signed by all board members, except Thomas Clough who was not present. • Minutes from the November 24, 2015 regular session meeting were signed by all board members, except Nancy Heffernan who was not present. • Minutes from the December 22, 2015 regular session meeting were signed by all board members, except Sharon Angstrom who was not able to attend. • Minutes from the February 18, 2016 special session were signed by all board members. The Board has determined that only: Chief Segalla's Grade M step 6 (base), his so-called "holiday" pay and his education incentive pay conform to and comply with the definition of regular compensation. With respect to Chief Segalla's so-called vacation buyback, the Division of Administrative Law Appeals (DALA) recently ruled that vacation buyback payments are not regular compensation. With regards to clothing allowance and', taxes allowance, retirement deductions should not be withheld from clothing and taxes allowance because it is clear that this payment is not for any "services" being provided to the Town of Reading and thus the taxes component is similarly excluded from the definition of regular compensation. • A transfer amount of $9,348.17dated 4/29/16 was received from Arlington Retirement Board for Philip Cannif£ Arlington Retirement System will accept liability for 2 years and 1 month of creditable service. • A transfer amount of $3,325.47 dated 5/6/16 was received from the State Retirement Board for Robert Deane. The State Retirement System will accept liability for 11 months and 27 days of creditable service. • Joseph Cormier who worked for the Police Department and retired on March 1, 1983, passed away on May 16, 2016. He chose Option B at his retirement, but there are no funds remaining. • Frederick Kirkland who worked for the School Department and retired on September 4, 1998, passed away on May 7, 2016. He chose Option B at his retirement, but there are no funds remaining. • A check was received from the following Boards for full payment of its Section 3(8)(c) reimbursement. - Essex Regional Retirement Board - State Retirement Board • Copies of the following Reading Retirement Board reports were emailed for review: The PRIT fund's monthly statement & fund performance for period ending April 30, 2016. Bank Reconciliation for the month ending April 30, 2016. Reading Co-op Bank Statement for the month ending April 30, 2016. MMDT Bank Statement for the month ending April 30, 2016. • The next board meeting is scheduled for Tuesday, June 21, 2016 at 5:00 pm in the Conference Room at 2 Haven Street, Unit 307, Reading.
