Minutes of the Meeting of March 9, 1987
The Reading Housing Authority met in regular session on Monday, March ,
1987 at 7:30 P.M. at 22 Frank D. Tanner Drive. Notice of this meeeting h d
been properly posted in accordance with the Open Meeting Law.
Chairman Dempster called the meeting to order at 7:30 P.M. with Ms.
Swain, Mr. Mclsaac, Mr. Westra, and Mr. White in attendance and forming a
quorum. The Executive Director, Ms. Plansky, was also present.
Minutes
Upon a motion duly made by Ms. Swain and seconded by Mr. Mclsaac, it was
unanimously
Voted: To accept for the record the minutes of the meeting of February 23,
1987. Copies of these minutes had been previously distributed to the
members for their review.
The Chairman then declared said motion carried and said vote in effect.
Finances
Upon a motion duly made by Ms. Swain and seconded by Mr. Mclsaac, it was
unanimously
Voted: To accept and sign the bill roll /payroll for the period. To accept the
financial statement dated March 9, 1987 for the record.
The Chairman then declared said motion carried and said vote in effect.
The Board then considered the fees for services provided to residents a
Tanner Drive and the possibility of adjusting the fee schedule. The Boa
decided to leave the washer /dryer fee at fifty ($0.50) cents for each use

and to raise the fee for air conditioning service as follows:
Installation - Fifteen ($15.00) Dollars; Removal - Fifteen ($15.00) Dollars.
Cost per month when air condition is installed will be Fifteen ($15.00)
Dollars.
705 (Family Housin t) Program
Groundbreaking ceremonies for construction of the six units of family
housing will take place on Saturday, March 28, 1987 at II A.M. A brief
reception will be held at the Girls' Gymnasium at Reading Memorial High
School immediately following the ceremony. Fr. Flynn from St. Agnes'
Church will give the invocation. The rest of the program has not been set
as we are still awaiting responses from State and local officials.
1987 Annual Town Meeting Warrant
Chairman Dempster reported on the Authority's article, which was placed
on the 1987 warrant. According to State law, all elderly developments
subsequent to the first development within a town must have Town
Meeting approval. The Authority is considering the possibility of
developing a congregate elderly development within the town. The
possible reuse of the lower school of St. Agnes' parish is being conside E
for this and meetings with their Finance Committee and the Authority h v
been ongoing since late last Fall.
The Chairman suggested that a mailing explaining the warrant article to
Town Meeting members is an effective way to present the Board's
proposal. Also a meeting to discuss the reuse possibility with neighbori
residents will be scheduled. Future meetings with the Council on Aging
and Board of Selectmen will also be arranged.

A brief report on the status of the following programs was presented:
689 Program - 74 Bancroft Avenue: An addendum to the lease will be
signed soon which will provide for a ten (10 %) per cent raise in the rental
fee, which will increase the monthly rent to $660 from the $600 charge
which has been effect since inception of the lease agreement in Novem er
1985.
667 Program - Frank D. Tanner Drive: We are awaiting the signing of tr
Modernization contract back from EOCD before we can proceed with an
work scheduling on the necessary improvements at the complex.
The Board discussed the problems with the current office system and upon
a motion duly made by Mr. White and seconded by Ms. Swain, it was
unanimously
Voted: To include the cost of a computer for the office to help improve the
efficiency of the office procedure.
The Chairman then declared said motion carried and said vote in effect.
707 Program - State Housing Certificate program: Under the new Stat
regulations, Emergency Cases must have priority placement on our wailing
list and the Authority is also authorized to draw down a housing
certificate from the State pool of certificates for qualified applicants.
This Authority has had a tremendous upsurge in emergency applicants.
There have been many problems with the application procedures, verifying
and documenting each emergency, and determining eligibility; all of which
is extremely time - consuming. After doing all the necessary work to
declare an applicant eligible, we have found that some of the applicant
have made application to other authorities and have received a certificate
from the other authority when we were about to offer a certificate from
our authority. All this work proves to be useless and is not compensate

from the State in any way. The Director has been in touch with the 707
Program Administrator at EOCD and she sympathizes with our problem, but
there is nothing that she can do about it. It is the right of each applicant
to make application to as many authorities as they desire. Applicants d
not need to tell an authority if they have made application to other
authorities and oftentimes do not so that they increase their chances of
obtaining housing as quickly as possible by assuring that the authority
that processes their claim will get them as a client. All the other
authorities process the application and even when they determine the
applicant eligible, if the applicant has found a certificate from another
authority has come quicker, will find that their work has been in vain and
will receive no credit or compensation for their work. As our authority
has such a small staff, the wasted time and effort has had an adverse
impact and has increased our workload tremendously.
Section 8 - Federal Housing Certificate Program: The Authority is having
some difficulty with the new policy from HUD whereby they do not
transfer money from the Federal account to our account until the first day
of each month. Housing assistance payments made to landlords are
written for the first day of the month and if there is any mishap between
HUD and the bank, the account will be overdrawn as we do not have
sufficient reserves to cover a full monthly HAP payment.
Eviction Procedure - The Authority has received a judgment against the
tenant that is causing undue stress and anxiety to the elderly tenants i
Building 36 Frank D. Tanner Drive. The date of eviction is May I, 1987. This
tenant has also filed an appeal to the Mass. Commission Against
Discrimination (MCAD) regarding their dismissal of his case for lack of
probable cause. A hearing on this matter has been scheduled for March 18,
1987 at MCAD's offices.
There being no further business before the Board, it was unanimously
voted to adjourn at 9:30 P.M.

Over the weekend the water heater in the main building.let go.
Jim has installed a new water hea.ter (from Avon Supply) at a
cost of $500.00+ materials for installation. We will have to
get permission to charge this against operating reserves.
