(W Minutes of the Meeting of November 24, 1986.
The Reading Housing Authority met in regular session on Monday, November 24,
1986, at 7:30 P.M. at 22 Frank D. Tanner Drive in the Town of Reading,
Massachusetts. Notice of this meeting had been properly posted in accordance
with the By;-;laws.
The meeting was called to order by the Chairman, Mr. Dempster. Those members
also present and forming a quorum were: Ms. Swain and Mr. White. Ms. Plansky,
the Executive Director, was also present.

Upon a motion duly made by Mr. White and seconded by Ms. Swain, it was unanimously
VOTED: To accept for the record, the minutes of the regular meeting of
October 27, 1986, copies of which had been previously distributed to the
members for their review.
The Chairman then declared said motion carried and said vote in effect.
Finances
Upon a motion duly made by Ms. Swain and seconded by Mr. White, it was unanimously
(W VOTED: To approve and pay check /billroll for 667 -C in the amount of $12,030.85.
To accept for the record the monthly financial statement, as presented.
The Chairman then declared said motion carried and said vote in effect.
The Board then reviewed the adjustment factor of 3% as the requested increase
for trash removal as contracted with Robert C. Hiltz contractors. The Authority
is currently paying $151.67 per month for trash removal. The adjustment figures
to be approximately $4.55.
Upon a motion duly made by Ms. Swain and seconded by Mr. White, it was
unanimously
VOTED: To approve a 3% increase in the trash removal contract, effective
July 1, 1986 (in accordance with the original contract with the Town of
Reading) for trash removal service from the Frank D. Tanner Drive development,
The Chairman then declared said motion carried and said vote in effect.
The Board then reviewed the self- insurance portion of unemployment compen-
sation, as currently in effect with the Authority. After some discussion and
upon a motion duly made by Ms. Swain and seconded by Mr. White, it was
unanimously
VOTED: To continue the policy of self- insurance for unemployment compensation
for the Authority. Under these terms, the Authority will be responsible on
a dd.11ar- for - dollar basis for any claims made against the Authority for wages
in compliance with the regulations for unemployment compensation.
The Chairman then declared said motion carried and said vote in effect.

Congregate Housing
The Chairman reported on a meeting which he, Ms. Swain and Ms. Plansky attended
with St. Agnes' sub - committee on financial planning regarding the possible sale
of the former lower school (auditorium /classroom building) on Woburn Street.
Currently there is a lease with Reading Gymnastics Academy which runs until
August 1987. The committee wants the proposed use to be compatible with the
neighborhood. Also of concern was the coordination of parking for church and
private use. The possibility of combining congregate with the Council
on Aging offices and the meal site was reviewed. Subsequently a meeting
was held with the Town Manager to explore the possibility of COA /Meal Site
at Woburn Street. All were favorably disposed to the idea although there
were other options that were being explored also.
Other combinations were briefly discussed: congregate /elderly apartments;
congregate /handicapped (blind).
Certain procedures will have to be followed: appraisal process; approval
by State; linkage with additional 705 (family) housing.; approval from
Town Meeting for subsequent elderly developments; feasibility study.
The Authority is awaiting final approval to proceed from EOCD.
Mass. Housing Partnership
In order to explore the possibility of providing housing for first -time
home buyers in the low -to- moderate income range, the Town of Reading must
first apply to becomel.a Mass. Housing Partnership community. Further
exploration of.this matter will be done with the Town Manager.
Report of Programs
705 (Family).Housiag Development - ..R.J. Murphy, general contractor, has been ....
awarded the contract. The HVAC bid was too high and EOCD had requested that
R.J. Murphy solicit a lower bid for this work. The bid has been obtained
and contract will be ready for the Board's signature.
Upon a motion duly made by Mr. White and seconded by Ms. Swain, it was
unanimously
VOTED: To authorize the Chairman to sign the contract with R.J. Murphy
for construction of three duplex units of housing at Waverly and Oakland
Roads, and any and all other documents necessary in connection with
said contract and construction.
The Board then discussed the problem of encroachment from Chopelas onto
LeAuthority property at this location. Upon a motion duly made by Mr.
White and seconded by Ms. Swain, it was unanimously
VOTED: To grant a revocable license to William Chopelas contingent upon
Mr. Chopelas naming the Housing Authority, individualy and as a body in

a general comprehensive liability policy in the amount of $5,000,000.00.
This license will be null and void if the property is either sold or
transferred or if any major rehabilitation to the pool has to be made.
If Mr. Chopelas does not agree with the licensing provision, the Board
will take the matter to Court for a judgment.
The-Chairman then declared said motion carried and said vote in effect.
667 - Modernization - The Authority has filed all the paperwork necessary
for choosing an architect for the modernization program at Frank D. Tanner
Drive. We are awaiting word on selection from the Designer Selection
Committee.
Section 8 - The Authority has been issued an additional five certificates
under the program. Lease up will not take place until.approval of the
amended Annual Contributions Contract has been approved by HUD. With
the additional units, the Authority will have-to advert.is.e.and reopen
(W the Section 8 waiting list which was closed last February 1986.
There being no further business before the Board, it was unanimously
voted to adjourn at 9:00 P.M.
