Tanner Drive in the Town Notice of this meeting was properly posted in accord. i The meeting was called to order by the Chairman, Mr. present and forming a quorum were: Ms. Swain and Mr. Executive Director was also present. Personnel on Monday, October 27, 19186 of Reading, Massachusetts'. 3nce with the By -laws. Dempster. Those members also White. Ms. Plansky, the Arrangements for interviews of three candidates had been arranged. The Board met with Anne Tello, Lynne Gunderson and Margaret Howe. After careful consider- ation and discussion, Ms. Swain made the motion and Mr. White seconded, and the Board unanimously VOTED: To hire Anne Tello as Administrative Assistant for the Reading Housing Authority at the rate of $8.75 per hour for a 37.5 hour work week. A review will be made within 90 days and upon satisfactory job performance an additional raise up to 3% will be offered commensurate with performance. The Chairman then declared said motion carried and said vote in effect. The Director was requested to offer the position to Ms. Tello. If Ms. Tello was not interested the next candidate would be Ms. Howe. Minutes Upon a motion duly made by Ms. Swain and seconded by Mr. White, it was unanimously VOTED: To accept the Minutes of September 15, 1986, as presented. Copies of the minutes had previously been distributed to all members for their review. The Chairman then declared said motion carried and said vote in effect. Finances Upon a motion duly made by Mr. White and seconded by Ms. Swain, it was unanimously VOTED: To accept and sign the billroll /payroll in the amount of $16,364.93, as presented. The Chairman then declared said motion carried and said vote in effect. The Board accepted the financial report of October 27, 1986 as presentej.. Upon a motion duly made by Mr. White and seconded by Ms. Swain, it was unanimously VOTED: To authorize the Chairman to sign the contract for accounting services with Richard Scott Fenton, C.P.A. for the year from July 1, 1986 to June 30, 1987 for the fee of $370.00 per month, in accordance with EOCD's schedule for Page 2 Minutes 10/27/86 payments to fee accountants. The Chairman then declared said motion carried and said vote in effect. 705 Program Upon a motion duly made by Ms. Swain and seconded by Mr. White, it was unani- mously VOTED: To award the contract for construction of three 2- family houses at Oakland and Waverly Roads, under the State's 705 Program, to Richard J. Murphy Co., Inc., in the amount of $610,827.00, subject to EOCD approval and funding. The Chairman then declared said motion carried and said vote in effect. FY '87 Budgets - State Programs 4W Upon a motion duly made by Ms. Swain and seconded by Mr. White, it was unanimously VOTED: To approve the budgets for the following programs of the Reading Housing Authority for FY '87 commencing July 1, 1986 through June 30, 1987: Program Total Operating Expenditures 689 $ 7,480.00 667 165,857.00 with an operating subsidy of 48,123.00 707 for 13 units The Chairman then declared said motion carried and said vote in effect. HUD - Section 8 Program Upon a motion duly made by Mr. White and seconded by Ms. Swain, it was unanimously VOTED: To approve the addition of five (5) units of housing under the Section 8 Program to our current program, totalling 85 units under the control of the Reading Housing Authority, and to authorize the Chairman to sign any and all documentation necessary for incorporating these units into the current program. The Chairman then declared said motion carried and said vote in effect. Page 3 Minutes 10/27/86 667 Program The Board reviewed the case of withheld information on income from a tenant at Frank D. Tanner Drive. After careful consideration, Ms. Swain moved and Mr. White seconded and the Board unanimously VOTED: To have a payment schedule of Thirty ($30.00) Dollars per month set up for back payment of rent due to the Authority for information falsely', supplied by tenant to the Authority regarding income received on tenant X18 -7, for a period of thirty six months. The Chairman then declared said motion carried and said vote in effect The Executive Director reported on the incident of a purse snatching at Frank D. Tanner Drive on Saturday, October 4, 1986 on walkway at 17 Frank D. Tanner Drive. The assailant pushed Obeline Arsenault after grabbing her bag. When Ms. Arsenault fell, she fractured her hip in 3 places. She was taken to Winchester Hospital by ambulance. There were no witnesses and children playing'on an adjacent street heard Ms. Arsenault's cry for help. A report of this incident will be made to the insurance company. (W Emergency Case Plan Upon a motion-ldiily made by Mr. White and seconded by Ms. Swain, it was unanimously VOTED: To adcept the "EOCD Model Plan for Emergency Case Applicants" dated September 17, 1986 and adopt these regulations as stated with the right to review within the next nine (9) months. Such review will provide the Authority with information as to how the plan affects the standard as well as the emergency case applicant. The Chairman then declared said motion carried and said vote in effect. Mass. Housing Partnership Upon a motion duly made by Mr. White and seconded by Ms. Swain, it was unanimously VOTED: To accept the concept of homeownership program under the Mass. Housing Partnership and to explore with United Church Homes and other interested parties the process for initiating this program within the Town of Reading. The Chairman then declared said-motion carried and said vote in effect Adaptive Reuse - St. Agnes LW The Housing Authority has been invited to meet with St. Agnes to discuss the possibility of reuse for the auditorium building on Woburn Street, currently occupied by Reading Gymnastics Academy. The meeting will be held on Wednesday, October 29, 1986 at 7:30 P.M. at the rectory. Ms. (W- Page 4 1 @/27/86 Minutes Swain, Mr. Dempster and Ms. Plansky will attend and report back to the Board, Personnel The Authority has had an unemployment claim filed by former employee, Patricia Renzello. Under the current system, municipalities have an option to pay on a percentage basis each month or on a dollar- for - dollar claim basis. The Authority currently pays on a case -by -case basis. The Board has authorized the Chairman to appear at the hearing on behalf of the Authority to fight the claim for unemployment as the employee was dismissed for cause and should not be eligible. There being no further business before the Board, it was unanimously voted to adjourn at 9:45 P.M.
