HomeMy WebLinkAbout1986-09-15 Reading Housing Authority Minutes(W READING HOUSING AUTHORITY Minutes of the Meeting of September 16, 1986 The Reading Housing Authority met in regular session on Monday, September 15, 11986 at 7:30 P.M. at 22 Frank D. Tanner Drive in the Town of Reading, Massachusetts. Notice of this meeting had been properly posted in accordance with the By- laws.! The meeting was called to order by the Chairman, Mr. Dempster. Those members a so present and forming a quorum were: Ms. Swain, Mr. Westra and Mr. White. Ms. Pl nsky, the Executive Director, was also present. The Chairman asked that the proposed Executive Session for the purpose of dis- cussing personnel matters be deferred. Notice of the executive session had been given to the Section 8 Administrator /office Administrative Assistant, Ms. Renzello, and the Executive Director, Ms. Plansky, in accordance with the rules governing 'Open Meeting Law ". Minutes Upon a motion duly made by Ms. Swain and seconded by Mr. Westra, 'it was unandmio sly VOTED: To accept for the record the minutes of the regular meeting of August 11, 1986, copies of iahich had been previously distributed to the members for their review. The Chairman then declared said motion carried and said vote in effect. Finances Upon a motion duly made by Mr. Westra and seconded by Ms. Swain, it was unanimously VOTED: to approve and sign the checks and billroll for 667 -C in the amount. of $13,310.21. The Chairman then declared said motion carried and said vote in effect. The Board then reviewed the financial statement and accepted this report as prepared. After some discussion, the Board deferred any action on salary schedule for employees until after the proposed executive session. New Tenant Selection Regulations - Emergency Case Plan No further information for discussion was available for the emergency case plans. The Board deferred action on this matter until a subsequent meeting. I Report of Programs ,A brief summary of progress of programs under the jurisdiction of the Housing Authority was given to the Board members in their packet. The Board briefly discussed the impact that the closing of the Community Center has had on the increase in activities held atl the Authority recreation hall. 9/186 Meeting /Minutes Page 2 Single Audit Act After checking references from the low bidder, Mudarri, for auditing services, the Executive Director reported the findings, which were not favorable, to the Chairman. As authorized, the Chairman then requested that the next bidder, Hurley, Cadogan, be given the contract for the auditing services. The Chairman' signed the contract and forwarded it to EOCD for their approval. Approval was given and the auditors are scheduled to commence work. The State Auditor's Office will be doing an independent audit of the Authority after completion of the Single Audit by Hurley, Cadogan. Due to the absence of Ms. Renzello, the Board requested that the Chairman contact her and ask her to attend another meeting scheduled for Tuesday, September 12, 1986 at 7:30 P.M. for the purpose of discussing personnel matters;. The Board then adjourned until Tuesday, September 12, 1986 at 7:30 P.M. The adjourned meeting of the Authority was called to order by the Chairman at 7:30 P.M. with all members present. Ms. Plansky was,also present. The Chairman then reported that he had contacted Ms. Renzello and she replied that she would) not be attending tonight's meeting. The Board then adjourned to Executive Session upon a motion duly made by Mr. Westra and seconded by Mr. White. The toll call vote was as follows: Chairman Dempster - aye Mr. Westra - aye Mr. White - aye Ms. Swain - aye The Board would convene in regular session to take any action necessary. The Board convenJin regular session at 8:30 P.M. Upon a motion duly made by Mr. White and seconded by Ms. Swain, it was unanimously VOTED: To dismiss the Administrative Assistant for cause. Severance pay would be 4 weeks plus 9 days accrued vacation. Two weeks pay had already been given to Ms. Renzello. The Chairman then declared said motion carried and said vote in effect Salary Reviews Upon a motion duly made by Ms. Swain and seconded by Mr. Westra, it was unanimously VOTED: To grant an additional 6% increase to the administrative salary account',. Additional monies in the Adminstrative Assistant's salary will cover the costs of 9/l/s6 Meeting /Minutes Page 3 any additional contract help for the interim period until a new assistant is hired. The Chairman then declared said motion carried and said vote in effect. The Executive Director and Ms. Swain will serve as a sub - committee to advertise, and interview the qualified candidates. After selecting 2 candidates, they wilh be presented to the Board at the next regular meeting. The Board will interviews and make the final selection at that time. There being no farther business before the Board, it was unanimously voted to adjourn at 9:20 P.M. HUD owes the Authority.$13,451.52 for" actuals spent to year end(6 /30) Authority will have reimbursibles from other programs to help cover the costs of running the Authority. It may be necessary to borrow another $2,000.from 705 until the Section 8 payment comes in tom HUD. HUD will not be able to get to this until of ,,r October lst, then it takes at least 6 weeks to proce check. Will send letter to HUD stating our cash'f$low problems'because of low operating reserves. 689 Account was closed out of development too early. Have written and today was informed that the Authority will be granted an additional $10.,580 t6 close- us out of the initial operating period and into management. This amount includes an additional $1595 for drain work and $850 for truck purchase.
