Minutes of the Meeting of July 14, 1986
The °Reading Housing Authority met in regular session on Monday, July.14, 1986
at 7:30 P.M. at 22 Frank D. Tanner Drive in the Town of Reading, Massachusetts
Notice:of this meeting was properly posted in accordance with the By -laws.
The meeting was called to order by the Chairman, Mr. Dempster. Those members
present, forming a quorum were: Mr. Westra and Ms. Swain. Mr. White was detai
and: .J -pined It'he meeting later. Ms. Plansky, the Executive Director, was also
present as well as Ms. Virginia Adams of the Historical Commission /Town Meetin
member.
Minutes
Upon a motion duly made by Mr. Westra and seconded by.Ms. Swain, it was unani-
mously
VOTED*, accept for the record,, the minutes of the regular meeting of June 9
1986; - '.Copies of these minutes had been previously distributed for the Board's
review
The Chairman then.declared said motion carried and said vote in effect.
Finances

disbursement.

Mr. White was requested to review the "Emergency Case Plans" and report back
to the Board at the next meeting so that a decision could be made as to the
wording most appropriate in these emergency situations. .
Department of Mental Health
Ms. Kathy Bovey of the DMH has requested that the Board meet with her and
enter into an understanding to work together to create housing for DMH clients.
The Board recommended that this item be deferred until Fall and that we shoul
research other clients /organization for affiliation before making a decision
to enter into such an agreement.
Affirmative Action Plan
Copies of the Fair Housing Committee's "Affirmative Action Plan" were distrib ted
previously for review by the Board members. The Board found no conflict in t e
wording. The plan will be submitted for approval by the FHC and then to the
Selectmen for their approval before being presented to Massachusetts Commission
Against Discrimination for their approval. At present the.Town of Reading is
classified as "non- concurring ", which means that all discretionary funds from
the State are not available to the town. After compliance is issued and approval
.of the plan is obtained, the Town will be eligible to apply for discretionary)
grants from the State.
705 Program - Comprehensive Permit
As per instructions from EOCD, Riemer and.Braunstein have filed an appeal of
the Zoning Board of Appeals decision.in the 705 Family housing program for
Oakland /Waverly Roads. The problem seems to be one of wording and the Town
Counsel and Mr.- Buckley of Riemer and Braunstein are agreeable to working out
the language. After their.conference, the language will be submitted to the
Authority and the ZBA for their review and approval.
The Board recommended that Mr. Chopelas be sent another letter regarding the
encroachment of his pool /driveway onto RHA property. The Board clearly wants
this matter resolved and the pool moved as well.as the-fence/driveway.
Linkage
Ms.. Adams asked if Fafard Corporation.has approached the Board regarding the
linkage for the Salem Street townhouse development. After the June meeting,
no word has been heard from Fafard.
There being no further business before the Board, it was unanimously voted
