HomeMy WebLinkAbout1980 Reading Housing Authority Annual ReportREADING HOUSING AUTHORITY ANML REPORT - 1980 Following is a report of the management activities of the Reading Housing Authority for the year 1980. The Reading Housing Authority consists of a five - member board, four Elected by the Town and one State appointed member. They meet on the second Monday of each month, with the Annual Meeting in April. The Board is currently composed of the following members: Chairman Vice- Chairman Treasurer Asst. Treasurer Asst. Secretary Richard S. Dempster 633 Summer Avenue - Reading Frank J. Johnson, Jr. 15 Pratt Street - Reading Richard J. Ogden 6 Arnold Avenue - Reading Term expires 1984 Term expires 1981 Re- appointment d May 1981 Leonard F. Westra Term expires 1983 11 Copeland Avenue - Reading Philip R. White, Jr. Term expires 1985 97 Prospect Street - Reading At the Annual Meeting in April of 1980, the above members were elected to tl respective positions on the Board, and Mrs. Janet Pierce was appointed Execi Director, and therefore Secretary of the Authority, in accordance with the i Currently under the jurisdiction of the Housing Authority is an 80 -w Mousing for the elderly Project #667 -C, at Frank D. Tanner Drive which was 4 pleted in 1970 and is funded through the Commonwealth of Massachusetts. Nei eligibility requirements for admission to this Project, effective April 1, state that a person must be 65 years of age or older, or in the case of a cl one of the two persons must be at least 65. Also the net income limit for i single person is $8,680 and for a couple it is $9,920. The asset limit is $15,000. ti.ve y -law it om- 980, uple, The Authority is also providing rental assistance with federal fund through the HUD Section 8 Program, to 33 families and 22 elderly in scattered apartments throughout the Town. This Program has been in effect since 197 and the Authority has applied for an additional allocation from HUD of fund for 50 more units in 1981 to assist those on the waiting list. The eligibility requirements for families on this Program are as follows: One Person Two Persons Three Persons Four Persons Five Persons Six Persons $12,200 $13,950 $15,700 $17,450 $18,550 $,9,600 There is no asset limit`.for this Program, but the interest on any savings must be added to the income of a participant, and that figure cannot exceed Ithe income level requirement. Financial statements showing the assets and liab lities of each of the above named Programs are available for inspection at the Hou ing Authority office. She tad and came highly qualifiedland The Modernization improvements for which funds were awarded last year the State for Project #667 -C were completed in the latter part of 1980. Cur for the handicapped were installed at the Frank D. Tanner Drive walk -ways; contracts for additional attic insulation in all buildings and caulking arou; windows in the older 40 units for energy conservation, were completed. Ina; as the bids for these work projects were lower than anticipated, the Authori- requested permission from the State to use the money left over from the orig:. Modernization Grant to retain their Architect, Envirodesign, for further stuc and drawings to correct structural deficiencies which were recently discover4 in the buildings, and ultimately, to request additional money through the Moc tion Program for completion of this ikork. During the last few months of 1980, the Authority met on several occas with a representative from the Metropolitan Area Planning Council, members of Town government, and other interested parties concerning the future of housin, planning in the Town of Reading. There are various Programs available fir wh the Authority can apply for funds, and the question is what direction should ' taken that would be best for the Town, and be of the most assistance to people with housing needs. The group plans to continue meeting throughout the coming months for further study and input into this matter. The Reading Housing Authority looks forward to a new year, and continue progress in the field of housing assistance.
