HomeMy WebLinkAbout1980-11-19 Reading Housing Authority MinutesREADING HOU4 JFG AUTHORITY (W Minutes of the Special Meeting - November 19, 1980 The Reading Housing Authority met in Special Session at 8 :00 P.M. on Wednesday, November 19, 1980, at 22 Frank D. Tanner Drive in the Tom of Readin Massachusetts. Proper notice of this meeting was posted by the Executive Direc in accordance with the provisions of Chapter 39 of the General Laws as amended. The meeting was called to order by the Chairman, Mr. Dempster. Those m bers also present were Mr. Westra, Mr. Johnson and Mr. Ogden, forming a quorum. Mrs. Pierce, the Executive Director, was also present. Wendy Plotkin of M.A.P.C. was in attendance to provide the follow -up in tion requested from her at the previous Special Meeting of October 21st. Those interested parties also attending were as follows: Maureen O'Brien - Chairman, Reading Selectmen Herbert Converse - Congregational Church Housing Committee Members of the League of Women Voters: Shirley Sweeney, Eleanor Dustin, Harold Wyatt, Russ Stein, Carol Jenney, Barbera Hewitt and Special Guest, Catherin Villers, Chairperson, Concord H.A. First of all, Mr. Dempster addressed the issue of the Community Assista Program which provides up to one year of M.A.P.C. staff time and resources to w on local or subregional projects. The deadline for application of these funds 4043-ic eaber 28th. M.A.P.C. guidelines for this assistance require a contribution funds equal to 10% of the total project cost; unless the project requir less than 8 person weeks of technical assistance, and then there is no cost. However, Wendy pointed out that at this time, housing planning studies not funded under this Program, but there are some funds that could be available a "land -use" study. It was generally agreed that since Reading does not have any particular to submit in a summary at this time, the deadline of November 28th could not be The Programs which are administered by Housing Authorities were then cussed by Wendy. These Programs, involving State and Federal funds were outl at the previous meeting and a copy of this summary is attached hereto. The p pants then talked about the good and bad aspects of each Program, and the pro that would have to be faced concerning the zoning laws and building codes. Next, Wendy Plotkin introduced Ms. Catherine Villers who spoke of the eff of the Concord Housing Authority in the housing field.- She said that Concord wa like Reading in many respects, and they, too, started out with a small housing f the elderly several years back. Since that time, they have gradually expanded t assist families and elderly through the leased housing programs, State 707 and H Section 8. Also they have built a Co#gfr'egate Housing site and are anticipating approval of funds for Chapter 689 Communal Housing for the Handicapped. She sai that all members of her Housing Board are dedicated to telieving the-housing pro 'ms in the Town of Concord and spend much of their time working out the details C q s the various applications, etc. Town meeting in Concord has also appropriated 1.
