Minutes of the Regular Meeting - November 12. 1980
The Reading Housing Authority met in regular session on Wednesday, Nov ber
12, 1980 at 7x30 P.M. at 22 Frank D. Tanner Drive in the Town of Reading, Mss ch-
usetts. Notice had been properly posted and noted that the date was not cons stent
with the regularly scheduled date of the second Monday of the month.
The meeting was called to order by the Chairman, Xr. Dempster. Those members
also present were Mr. Westra, Mr. Ogden and Mr. Johnson, forming a quorum. Mrs.
Pierce, the Executive Director and Patricia Renzello, Section 8 Administrator were
also present. A representative group from the League of Women Voters was sitting in

VOTED: To accept for the record, the Minutes of the Regular meeting h Id on
October 7th and the Special Meeting of October 21st, copies of which had prev ously
been mailed to all members.
The Chairman thereupon declared said motion carried and said vote in effect.
Upon a motion made by Mr. Westra and seconded by Mr. Ogden, it was
VOTED: To approve and pay checks and bills in the amount of $5,597.30
667 -C and 1,,506.67 for Section 8. Also, to ratify the signing during the.ma
of checks for Section 8 in the amount of $346.74, and the Modernisation Progr
for $1,768.90. A listing of these checks is attached hereto and made a part
these Minutes, and had been previously mailed to all members.
The Chairman thereupon declared said motion carried and said vote in effect.
Mrs. Pierce reported to the members that the balance in the BayBank Middlesex
checking account for 667-C was $1,575.12 as of October 31, 1980. As of the date of
this Meeting, after payment of the checks approved above, the glance in this account
was $6,539.82. This included a deposit of $3,651 which was sent by E.O.C.D. aj, the
forward funded payment on the annual deficit for the current quarter.
At -this time, a motion was made by Mr. Johnson and seconded by Mr.
and unanimously:
VOTED: To deposit $5,000 from the checking account into the M.M.D.T.
account to obtain the interest.
The Chairman thereupon declared said motion carried and std vote in effectf, and a
check was drawn and signed.
The balance in the M.M.D.T. account as of November 1, 1980 was $22,415.2 1.
It was also reported that all rents, in the amount of $6,911.00, were collected
for the month of November.
Therefore, upon a motion made by Mr. Ogden and seconded by Mr. Johnson, it

VOTED: To accept the Financial Report as read.

(W Patricia Renzello spoke to the members and brought them up to date on the
progress of the Section 8 Program. She reported that in the existing Program, 52
of the 55 approved units are under lease, two other units are committed and gust
awaiting final signatures, and one more is in the process of being certified! Of
the 52 units under lease, 31 are family and 21 are elderly.
Richard Fenton, who is being retained as the accountant on this Program
submitted a Balance Sheet and a Computation of Administrative Fee for the qu
ended September 30th, and copies of these were distributed to the members fo
review.
Mrs. Renzello had prepared an application for additional housing assistance
payments for the 1981 allocation by HUD. Inasmuch as the Reading Housing Authority
has taken the necessary steps to be a part of the Mobility Program on Section 8,
it was felt that they would be ellkible for some additional funding in this new
round. The application was for 50 units - 22, 1 bedroom - 25, 2 bedroom and 3
3 bedroom.
Upon a motion made by Mr. Johnson and seconded by Mr. Westra, with Mr.
Dempster assenting, it was
VOTED: To approve the application for 50 units of additional Section
Housing Assistance Payments for submission to HUD. (Let it be noted here t
Mr. Ogden abstained from voting on the basis of his employment by the Feder
Government, and its possible "conflict of interest ".)

A letter from Mr. Wagner of Latham & Latham had been sent to all members
before the meeting, and this was briefly discussed. It concerned the lawsuit of
Wood vs. Agnew .- et al and indicated that the plaintiff, Ms. hood, had filed
motion to amend her complaint wherein the Reading Housing Authority is delet
as a party defendant. Mr. Wagner said that the Court would be hearing the noti
within the next month, and if it is allowed, the Authority will have no furt er
liability under this action.
Mrs. Pierce asked the members to come up with a convenient date for everyon
to meet again with Wendy Plotkin 0 M.A.P.C. and other interested Townspeople
concerning the housing needs and goals in Reading. This will be a follow -up
meeting from October 21st at which time it was decided to have Wendy return with
some specific information on funding sources and the Community Assistance Progra
etc. It was tentatively scheduled for Wednesday November 19th and Mrs. Pi ce
said she would contact Wendy and Mr. Zorabedian of the Planning Board, and advis
everyone of the definite plans over the weekend.
Before closing the meeting, Mr. Dempster asked the members present from the
League of Women Voters if they had any questions they would like to ask the Board..
Mrs. Shirley Sweeney, their housing committee chairman said that a number of their
questions had already been answered throughout the meeting by the Board's di cus-
sion.of their meetings with MAPC concerning housing needs. Mainly, the e
was interested in learning if the Authority felt there was a great need in e
Town for family housing, and what types of Programs they may be planning to enter
(W into to fulfill these needs.

After learning of the meetings which the Housing Authority has had
recently with various Town officials and M.A.P.C. Coordinator, Wendy Plotkin,
the League members asked to be included in the Authority's invitation to at-
tend future meetings, to keep up with the housing progress. Mrs. Pierce said
she would advise them of any such meetings.
There being no further business to come before the meeting, and
motion duly made and seconded, it was unanimously voted to adjourn, and
Chairman thereupon adjourned the meeting at 9 :00 P.M.
