Minutes of the Special Meeting
September 23, 1980
The Reading Housing Authority met in special session at 7 :30 P.M. o
Tuesday, September 23, 1980 at 22 Frank D. Tanner Drive in the Town of Rea,
Massachusetts. Proper notice of tiffs meeting was posted by the Executive D
for in accordance with the provisions of Chapter 39 of the General Laws as
amended by Section 3, Chapter 303, Acts of 1975.
The meeting was called to order by the Chairman, Mr. Dempster. Those
members also present were Mr. White, Mr. Ogden and Mr. Westra, forming a q orum.

The Chairman thereupon declared said notion carried and said vote in effect
Mrs. Pierce presented to the members, a proposal for accounting s ces
from Richard Fenton of Neeham for the Section 8 Program. Mr. Fenton perfo ed
the biennual independent audit of 1978 and was contracted to close the Seat on 8
books at the •ind of the current fiscal year. Mr. Fenton listed all the acc unt-
ing services and reporting procedures required by HUD which he plans to Ora.
He also offered assistance in financial consulting services and preparation of
the Annual Budget for Section 8. His rate is $30 per hour and he estimates
that approximately three hours will be necessary per quarter, plus some &M -
tional time at the end of the fiscal year.
After a brief discussion, a motion was made by Mr. White and
by Mr. Westra, and unanimouslys
VOTED: To contract with Richard Fenton to perform all accounting
vices for h Section 8 Program at the rate of $30 per hour.
The Chairman thereupon declared said notion carried and said vote in effect
Prior to this meeting, Mrs. Pierce had distributed copies of the Sec on 8
Management Review by Thomas Watkins of HUD, for the Board's information. T 's
Report was found to be favorable in all respects, except for one finding co -
cerning an apartment rented at 79 Colonial Drive. Mrs. Henzello had alr
taken care of that matter, the Lease has been cancelled and a letter to tha
effect had been forwarded to HUD. There were a few comments by members of
the Board on some paragraphs in this Report - mostly in the form of clarifi-
cation of some of the facts stated concerning the Program in Reading itself'
Mrs. Pierce was asked to report the comments of the Board to Mr. Watkins in�
the form of a letter, for the record.
At this point in the meeting, Mr. Johnson entered, making the Board

A letter was read to the Board from their Architect, Rick Heym of Rnviro}-
esign concerning the corrective work on Project ,667 -C which has been found to,
necessary during the course of the current Modernization inspections. In it}
he submitted a Contract for services in connection with this work and a letter
giving a detailed summary of the work to be performed.
The Contract fee was in line with the Schedule for Architectural Fee as
approved by E.O.C.D. The estimated cost of the project is $43,000.00. The Ba
intends to apply for further funding for this work if the Architect's Contract
approved.
Since this whole matter has been discussed at past meetings and..the Aut
was in agreement that this work is necessary, a motion was made by Mr. Johnson
seconded by Mr. Westra, and unanimously:
Yom: That the Chairman be authorised to sign for the Authority, a
tract in the amount of $4,700 with Mnvirodesign for architectural services in
connection with certain remedial work projects as proposed.
The Chairman thereupon declared said motion carried and said vote in effect.
Pursuant to last month's meeting with John Zorabedian of the Reading Planmn,
Board, Mrs. Pierce said she had been trying to work out a date for a meeting which
was convenient for Wendy Plotkin of MAPC. Several dates were suggested, but with
the holiday on the 13th of Oct.and other commitments of each of the members, it
was difficult to come up with a date before October 21st. It was decided to hold
`Cv'eise regular meeting on October 7th rather than the 13th. Mrs. Pierce was told o
Mr. Zorabedian and the other Town Board members of the date of October 211ast
if it was found that it was a good date for Wendy Plotkin. i
Last on the Agmda was a review of the Proposed Lease Amendments to the
Regulations for Lease Provisions in State -Aided Public Housing. S.O.C.D. had
requested that Authorites send in written comments before September 30th if
they wished. Copies of the Lease had previously been mailed to all members and
read by them before the meeting.
Although it was generally agreed that Many of these Lease provisions do of
apply in small elderly projects, it was no real problem with the acceptance of
this Lease among the members. Mrs. Pieroe was asked to write T.O.C.D. to this
effect, but to point out that Para. 2.11 under Managment Responsibility was not
clear in its meaning, and should be clarified before final publication of these,
amendments.

There being no further business to come before the meeting, and upon a motion
duly made and seconded, it was unanimously voted to adjourn, and the Chairman ad-
journed the meeting at 9:30 P.M.
