Tanner Drive in the Town of Reading, Massachusetts. The meeting was called to order by the Chairman, Mr. Dempster. Those - members also present Were Mr. Westra and Mr. Ogden, farming a quorum. Mrs. Pierce, the Executive Director, was also present. Upon a motion made by Mr. Westra and seconded by Mr. Ogden, it was unanimouslys VOTEDs To accept for the record, the Minutes of the regular meeting held July 1?, 1980 and the special meeting of July 21, 1980, copies of which had previously been mailed to all members. The Chairman thereupon declared said motion carried and said vote in effect. Upon a motion made by Mr. Ogden and seconded by Mr. Westra, it was unanimously: VOTED: To approve and pay checks and bills, a list of which is attached hereto and made a part of these Minutes and previously mailed to all members, in the amount of $5,684.85 for 667 -C. Also to ratify a check in the amount of $9,000 of July 21st to M.M.D.T. savings account, from a $10,597 State Subsidy heck . The Chairman thereupon declared said motion carried and said vote in effect. Mrs. Pierce reported that the balance in the BayBank Checking Account as of July 31, 1980 was $1,700.89 for 667-0. As of the date of this meeting, with payment of the above checks due at this time, the balance was $2,307.04. On that day, a deposit of $6,007 was made to the BayBank, $5928 of which was the balance of the State Subsidy for Fiscal 1980, making a balance in this ac- count of $8,314.04. At this time, a motion was made by Mr. Ogden and seoonded by Mr. Westra, and unanimously: Vas To draw a check in the amount of $7,000 from the BayBank Checking Account to be deposited into the M.M.D.T. savings account for 667 -C. The Chairman thereupon declared said motion carried and said vote in effect. Mrs. Pierce reported that the balance in the M.M.D.T. account before the above deposit was $21,110.74 plus interest. Also, that all rents for the month of August were collected in the amount of $6,291.00. Upon a motion made by Mr. Westra and seconded by Mr. Ogden, it was unanimously: (, VOTED: To accept the Financial Report as read. The Chairman thereupon declared said motion carried and said vote in effect. WE Copies of a report on the Section 8 Mobility Program put together by Patricia Renzello, newly assigned consultant for the Authority, were distributed among the members for review. Mrs. Renzello had attended a conference in Framingham on August 5, 1980 which was held for the purpose of efficiently and effectively promoting and expediting this Program. Mr. Kenneth Salk from HUD was guest speaker and spoke of the benefits of such a Mobility Program to the PHA's. Future allocations for Section 8 funding will go to those authorities who participate in the Program, for one thing. The packet of forms and data prepared by Mrs. Renzello was very lengthy and Mrs. Pierce asked that the members read it over during the coming month and Mrs. Renzello will be on hand at the next meeting to answer questions and discuss this matter further. Since a funding round was upcoming in November, it was important that the Authority decide whether or not they want to become involved in the Program very soon. Also concerning the Section 8 Program, Mrs. Pierce told the members that the semi - annual Independent Audit which HUD requires is forthcoming. Letters have already gone out to a number of accounting firms requesting their bid on the Reading Housing Authority's Section 8 financial records. The results of this solicitation will be discussed at the next meeting also. A Memo from E.O.C.D. was read to the members concerning funding for the implementation of an Energy Audit and Energy Conservation Improvement Program available to Housing Authorities throughout the Commonwealth. The Program is a supplement to on -going modernization programs and offers funds for various conservation meassres. In addition to the current Modernization Project which the Authority is currently engaged in, for attic insulation and caulking windows, they expressed interest in furthering their energy conservation efforts in the area of an "energy management system" for their "all- electric " 667 -C Project, and adding storm windows to the existing picture windows in each partment. There was discussion concerning the deadline for the application which was August 18th and it was doubtful that Mrs. Pierce would have time to complete it by then. She was asked to contact Mr. Kehoe as indicated on the Memo to obtain an application form, and see if there was any extension of time for submission. Therefore, a motion was made by Mr. Westra and seconded by Mr. Ogden, and unanimously: VOTED: To make application, if feasible in the time limit involved, for funds under this Energy Conservation Program, and authorize the Chairman to sign any necessary papers for the Authority. The Chairman thereupon declared said motion carried and said vote in effect. Mrs. Pierce advised the Board that the new rents had finally been set for September after many uncertainties on the part of E.O.C.D. on the implemen- tation of the new Rent Determination Regulations. Now, the Authorities are advised that they cannot pick up the Social Security increase of July 1980 until next rent determination. Mrs. Pierce said she had calculated the rents correctly in April after all, and as a result of the mixup, the Authority had lost two months in rent increases. 2. Inasmuch as the 1981 Budgeted Rental Income figure was based on picking up the 14.3% Social Security increase which the tenants would receive, the annual deficit figure would be way off. Therefore, she would get together a Revised Budget reflecting the proper figures for approval of the Board at the next meeting. A letter was read from the Patrons for Older Adults, Inc. of Reading in which they expressed their appreciation for the continued use of the Recreation Hall for their meetings during the year.
