HomeMy WebLinkAbout1980-05-21 Reading Housing Authority MinutesREADING HOUSING AUTHORITY Minutes of the Special Meeting - May 21. 1980 The members of the Reading Housing Authority met in special session at 7 :30 P.M. on Wednesday, May 21, 1980 at 22 Frank D. Tanner Drive in the Town Reading, Massachusetts. Proper notice of this meeting was posted by the Zxec tive Director in accordance with the provisions of Chapter 39 of the General as amended by Section 3, Chapter 303, Acts of 1975• The meeting was called to order by the Chairman, Mr. Dempster. Those members also present were Mr. Westra, Mr. Johnson, Mr. White and Mr. Ogden, forming a quorum. Mrs. Pierce, the Executive Director, was also present. The main purpose of this meeting was to interview Mrs. Patricia Renzell for a position administering the Section 8 Program, and to adopt the Affirmati• Action Plan for the Authority. However, before going into this business, Mrs Pierce presented an invoice from Latham & Latham in the amount of $710 for ser to date in the hoods vs. the Town of Reading and Housing Authority suit. A ch, for signatures was written on the Sectim 8 Checking Account and upon a motion rm by Mr. Johnson and seconded by Mr. White, it was VOTED: To pay this bill as submitted, by a 4 to 0 vote, Mrs. Ogden ha abstained from voting on this particular bill. The Chairman thereupon declared said motion carried and said vote in effect. Mrs. Pierce then read a letter from the Woburn Council of Social Concern in which they requested the Authority's cooperation in a mailing for the Home - ,,Sharing Program which they have formed. They would get this letter together and requested that Mrs. Pierce mail it to those on the applicant list for housing. While the members felt that the concept of this Program was a good one, that is, matching up people who have homes to share with those looking for places to li e, they hesitated to become involved in a project that would be, in ,a way, an inv ion of the applicant's privacy. They, therefore, asked Mrs. Pierce to write to th concerning their feelings in this matter. Mrs. Renzello then entered the meeting and was introduced to the member. by Mrs. Pierce. She had previously submitted a resume of her background and qualifications and brought with her some personal and business letters of reference. She has been working for the past two years on the Section 8 Program in Melrose but is interested in making a move due to personnel changes at Melrose Housing The Board reviewed her papers and asked various questions concerning her experience and availability for work on the Reading Section 8 Program. After Mrs. Renzello left the meeting, the members discussed her interview and all agreed that she certainly had the requirements to administer the Program and seemed to have the ability to handle the types of problems related to it. However, there was a general feeling that the Authority should seek out some more candidates by advertising in some of the local papers and at least one Boston paper, giving equal opportunity to anyone qualified for the position. Mrs. Pierce was instructed to handle the matter accordingly. I 1. The final decision on the adoption of an Affirmative Action Plan was the next item on the Agenda. The Board has read and re -read throughout the past year the Instructional Handbook on Affirmative Action Implementation as written by the Department of Community Affairs. This book contained a sample Affirmative Action Plan which contained a lengthy list of "actions" which should be taken by the Authority in all cases of 1, employment, purchasing, tenant vacancies, etc. to strive toward equal opportunity and a minority ratio which reflects that of the Town where the Authority exists. The size of the Reading Housing Authority's project and the limited staff makes it difficult to fully implement all requirements contained in this Plan, and therefore, a motion was made by Mr. Ogden and seconded by Mr. Johnson and unanimously: VOTED: To adopt the Equal Opportunity /Affirmative Action Policy as writ in the Handbook as the Reading Housing Authority's statement on this subject, an� that all action consistent with this policy statement be taken. The Chairman thereupon declared said motion carried and said vote in effect. Upon a motion made by Mr. White and seconded by Mr. Westra, it was unanimously: VOTED: That Janet Pierce, the Executive Director, be appointed Equal Opportunity Officer for the Authority. The Chairman thereupon declared said motion carried and said vote in effect. There being no further business to come before the meeting, and upon a tion duly made and seconded, it was unanimously voted to adjourn the meeting. It is the policy of the Authority that in the process of recruitment for appointment to the work force qualified and /or qualifiable minority groups, candidates and tenants of the Authority will be encouraged to apply. The Authority will not discriminate against any employee or applicant for emp1� ment because of previous psychiatric treatment and /or confinement in a men1 health care facility. Employment will not be denied for such medical Kist unless there is a bona fide occupational qualification which precludes emp ment. Additionall, the Authority will not discriminate against any employ or applicant for employment, because of .physical handicap unless there is all bona fide occupational qualification which precludes employment. The Authority will not discriminate against any employee by requiring d.n employee to remain at work during any day that the employee observes as a religious holiday and who has given ten days notice of intent to observe such religious holiday and whose absence will not cause undue hardship fort the Authority. y y- It is the Authority's policy that equal opportunity efforts include equal economic opportunity. These efforts are to be reflected in activities de- signed to maximally utilize qualified minority owned companies and suppliers.
