HomeMy WebLinkAbout1980-04-15 Reading Housing Authority MinutesREADING HOUSING AUTHORITY Minutes of the Regular Meeting - April 15, 1980 The members of the Reading Housing Authority met in regular session at 7 :30 P.M. on Tuesday, April 15, 1980, at 22 Frank D. Tanner Drive in the Town of Reading, Massachusetts. The meeting was called to order by the Chairman, Mr. White. Those members also present were Mr. Dempster, Mr. Johnson, Mr. Ogden and Mr. Westr�, forming a quorum. Mrs. Pierce, the Executive Director, was also present. A motion made by Mr. Dempster and seconded by Mr. Johnson was unanimouslys VOTEDt That the Secretary's Report for the meeting held March 110 1980 be accepted as read. The Chairman thereupon declared said motion carried and said vote in effect.! A motion was made by Mr. Johnson and seconded by Mr. Dempster, and unanimously: VOTED: To approve and pay checks and bills, a list of which is attached hereto and made a part of these Minutes, in the amount of $9,247.85' for 667 -C. The Chairman thereupon declared said motion carried and said vote in effect,', and the checks were signed. At this time, the Board reviewed the Quarterly Operating Statement for the period ended March 31, 1980, and all line items seemed to be in line with the budgeted figures for this particular time period. Mrs. Pierce them reported that the balance in the BayBank M jdlesecchecking account as of March 31st was $802.78, for 667 -C. As of the date of thh meeting, with all of the above checks to be paid, the balance in this account would be a deficit of $2,181.07. Mrs. Pierce reminded the members that as of April 1st, the new forward funding regulation was going into effect, and the Authority should be receiving a portion of the annual deficit soon. However, in the meantime, in order to cover expenses, a motion was made by Mr. Johnson and seconded by Mr. Westra, and unanimouslys VOTED: To withdraw $3,000 from the M.M.D.T. account for current payments. The Chairman thereupon declared said motion carried and said vote in effect. It was also reported that the balance in the M.M.D.T. account was $22,984.70 and that all rents for the month of April had been paid in the amount of $6,264.00. The Board felt that it may be that an individual per- son who may work with Section 8 in some other Town might be interested in taking on Reading on a part time basis in a private consulting capacity. Mrs. Fierce was asked to check into this among other Directors to see if such a person might be available, and the matter will be taken up again at the meeting next month. Mrs. Pierce announced that H.U.D. was increasing the Fair Market Rents in May and that would help new people looking for apartments to obtain them. However, the problem is also on renewals, where landlords are only allowed a certain increase from year to year, and many of them will not renew unless they can get their requested increases. One situation that has occurred in our Prol- gram involves a landlord who would not renew with our tenant as HUD would not', allow the proper increase, but he is going to rent the apartment to another person on E.O.C.D.'s Section 8 Program who can pay the higher amount because she is a new tenant. The Authority agreed that this is certainly a conflict in HUD's regulations, and they asked Mrs. Pierce to write them concerning their feelings about this subject. The lawsuit of Carol Wood, formerly Carol Kalish, against the Town of Reading and the Housing Authority was again brought before the Board. A letter' was read from Mr. Wagner of Latham k Latham with arrangement& for the Plaintiff's lawyer, Mr. Paml to view the Authority's records on April 23rd. Mr. Waigne noted that the k theritjr-hsd'_previously objected to Mr. Manoff's request to view the tenants and applicants files, but Mr. Wagner suggested that the Board make these files available to him, since the Authority could be required to do so in (W the long run through a Court Order. There was also a Second Request for Produc- tion of Documents which the Authority had not objection to Mr. Manoff's review since they were of a general nature. However, the members still felt strongly that it was an invasion of privacy to allow someone other than Authority personnel to go through tenant files, and they asked Mrs. Pierce to write to Mr. Wagner reiterating their objection on this particular matter. Since this was the Annual Meeting of the Authority, the next item to be discussed was the election of officers for the ensuing year. Mr. White made it clear that after serving ten years as the Authority's Chairman, he felt it was time for someone else to take on this position and would refuse the nomination as Chairman. Accordingly, a motion was made by Mr. Johnson and seconded by Mr. Ogden, and unanimously: VOTED: That positions on the Board be filled as follows for the coming year. Chairman Richard S. Upon a motion made by Mr. White and seconded by Mr. Westra, it was unanimously: 3• VOTED: That Janet Pierce be appointed Executive Director for the ensuing (W year and is therefore, ex officio, also the Secretary of the Authority in accordance with the By- Latins, Article I, Section 5. The Chairman thereupon declared said motion carried and said vote in effect. There was some discussion about the Chapter 689 Program for Non - Elderly Handicapped Housing. A letter explaining funding availability was read, but the deadline for application was too soon to get anything together. A brochure explaining the Program was included and Mrs. Pierce was asked to obtain more of them from DCA in order that the members may read the material and possibly con- sider it for some future project. Mrs. Pierce talked about buying a new riding lawn mower as the current one had an accidental fire in the motor last year and it hasn't worked properly. since. She had explored the various possibilities of paying for such an expert- sive item before the next Budget, and found that the Reserve in the Section 8', Administrative fund can be used, according to the Manual, "by the Focal Housing Authority for projects other than HAP Projects and for other enterprises of the LHA ". She checked with HUD in Boston to be sure it was possible to use this money in this case, and they said it was, and this fact had been verified in the past by a letter from Washington. However, on consideration, it was felt that perhaps it would be better to keep this money for some future use which would be more involved with the Section 8 Program itself. Mrs. Pierce was instructed to include this item in the new Bridget 4W and to obtain the necessary prices for review at the next meeting. There being no further business to come before the meeting, and upon a motion duly made and seconded, it was unanimously voted to adjourn, and the newly- elected Chairman, Mr. Dempster, adjourned the meeting at 10 P.M.
