HomeMy WebLinkAbout1980-02-11 Reading Housing Authority MinutesREADING HOUSING AUTHORITY Minutes of the Regular Meeting February 11, 1980 (W The members of the Reading Housing Authority met in regular session at �00 P.M. on Monday, Februrary 11, 1980 at 22 Frank D. Tanner Drive in the Town of Reading, Massachusetts. The meeting was called to order by the Chairman, Mr. White. Those members also present were Mr. Dempster, Mr. Westra and Mr. Ogden, forming a quorum. M e. Pierce, the Executive Director, was also present. Before going into the regular order of business, the Board met with repres- entatives from D.S.I., Consultants on the Authority's Section 8 Program, - Mr. Arthur Brady, Mr. Arnold Salvucci and Mr. Ron Fanion. It was noted that Mr. Fanion is no longer with the Reading Program, going to another assignment for D.S.I., and Mi. Nils Bonde - Hendriksen will be taking over again with its administration. Mr. Brady gave the members an update of the on -going Program in Reading, pointing out that the Authority still has not been able to fill their allotted 55 units for various reasons -but mostly due to the fact that the Fair Market Rents allowed by HUD are not high enough to satisfy landlords at this time. Not only are those applicants with cer- tificates having difficulty in finding apartments, but also some landlords currently under the Program are refusing to renew with their tenants when the Lease is up be- cause we cannot allow them a sufficient increase. Mr. White asked that a letter be written to HUD reiterating their position that a 209 increase across the board on all rents be allowed. In the meantime, we are over - issuing certificates which is allowable, in order to move along faster through the waiting list, bearing in d ;hat many who have certificates will be unable to find a unit, and hoping to able to pick up some of the applicants who are "in place" and can be signed up immediately. Also, it was reported that no word has been received from.HUD to date on the application for addtional Section 8 funding. Mr. Brady also explained to the members, the difference between the vakious programs which HUD funds - that is, Moderate Rehabilitation, Substantial Reha lita- tion which is done through the Turnkey method, and also new construction under Turnkey. At this time, Mrs. Pierce interjected information received from Massachusetts ea Planning Council concerning the Area Housing Opportunity Plan (AHOP) which R ing had participated in recently, and learned that representatives from that group would be meeting with the Authority soon to discuss their housing needs and goals for the future, and under which sources funding could be obtained. Mr. White asked that D.S.I. people be present at such a meeting, and Mr. Brady said they would be ppy to attend at any time. Mr. White thanked the men for coming, and they left th meeting at this point. Mr. Andreys Strikis from Pnvirodesign, architects for the upcoming Mofi- zation Program entered the meeting and presented to the Board updated drawingd the Project Manual for their review. He pointed out that the time schedule onally set for the completion of this Project was running behind due to various comet ation delays with E.O.C.D. At this time, they were awaiting some bidding informati from Mr. Messaros of P.O.C.D. The date for return of bids has not been set - but three week period for bidding is planned Xter advertisement for bids. A few questi s were asked of Mr. Strikis concerning the drawings which he explained to their sati action, and then he left the meeting. The Board then returned to the regular order of business, and upon a motion made by Mr. Dempster and seconded by Mr. Westra, it was unanimously: 1. VOTED: To accept the Secretary's Report for the regular meeting held tv :nuary 1 , 1980, copies of which had previously been mailed to all members. The Chairman} thereupon declared said motion carried and said vote in effect. Upon a motion made by Mr. Ogden and seconded by Mr. Westra, it was unanimously: VOTED: To approve and pay checks and bills, a list of which is attac hereto and made a part of these Minutes in the amount of $9,259.46 for 667 -C. The Chairman thereupon declared said motion carried and said vote in effect. Mrs. Fierce reported that the balance in the BayBank Middlesex checking account for 667 -C was $326.80 as of January 31, 1980. As of the date of this meeting, with the payment of the above checks, the account would show a deficit balance of ,824.66. Accordingly, a motion was made by Mr. Ogden and seconded by Mr. Westra, and unanimously: VOTED: To withdraw $3,000 from the M.M.D.T. account to be deposited int� the checking account to cover the current expenses. The Chairman thereupon declared said motion carried and said vote in effect. It was also noted that the balance in the M.M.D.T. savings account as of this date is $34,581.19 plus interest, and that all rents for the month of February bad been collected in the amount of $6, 108.00 for 667 -C. (W Upon a motion made by Mr. Dempster and seconded by Mr. Ogden, it was Vim: To accept the Financial Report as read. The Chairman thereupon declared said motion carried and said vote in effect. A letter from the Reading Board of Assessors was reed in which they aga favorably replied to the Housing Authority's request for tax exemption for the Fiscal Year. lirs. Pierce read a letter from E.O.C.D. in which they directed all Housing Authorities to explore the possibility of obtaining some form of burglar alarm system for their projects. This is a result of the recent rash of break -ins among over 50 housing authorities throughout the area during recent months. This sub ect of course, had been discussed at previous meetings, and two bids were being con- sidered. A further letter from E.O.C.D. also named a type of system which they recommend and the names of firms who supply them. They requested that authorities obtain three bids and said they would allow up to $800.100 for installation of s ch a system. Inasmuch as both bids already being considered were under $600, the Board advised Mrs. Pierce to call one of the companies which E.O.C.D. listed, namely, ADT Security Systems of Cambridge, to obtain a third bid. Of the two companies whose bids were submitted, it was agreed that North East Alarm Company's bid cWLe the closest to the type of system suggested by E.O.C.D., for a total of $591.00 Therefore, upon a motion made by Mr. Westra and seconded by Mr. Dempster, it was unanimously: VOTED: To accept the bid of North East Alarm Company if the bid obtained from ADT was higher than $591.00 and directed Mrs. Pierce to enter into a Contract with them before the next meeting. 2.
