HomeMy WebLinkAbout1990-10-22 Reading Housing Authority MinutesREADING HOUSING AUTHORITY Minutes of the Meeting of October 22, 1990 A regular business meeting of the members of the Reading Housing Authority was held on October 22, 1990 at the office of the Authority, 22 Frank D. Tanner Drive, Reading, Massachusetts. The meeting was called to order at 8:00 P.M. Richard S. Dempster, Chairman, presided. Other members present and forming a quorum were: Mr. Sweet, Mr. Mcisaac, Mr. Reynolds and Ms. Galvin. The Executive Director was also in attendance. Minutes Upon a motion duly made by Mr. McIsaac and seconded by Mr. Reynolds, it was unanimously VOTED: To accept for the record the minutes of the Meeting of Se'tember 24, 1990 as presented. Copies of these minutes had been previousl; distributed to the Board for their review. The Chairman then declared said motion carried and said vote in effect. Pi nanrrmc The Board reviewed the checkroll /billroll for the period check #2949 through 3003. Copies of these checks had been presented to the Board for their review prior to the meeting. Upon a motion duly made by Mr. McIsaac and seconded by Ms. Galvin it was unanimously VOTED: To approve and sign the checkroll /billroll from check #2949 through check #3003 as submitted. The Chairman then declared said motion carried and said vote in effect. The Board reviewed the two proposals to install water heaters in the 667 development. Upon a motion duly made by Mr. Reynolds and seconded by Mr. McIsaajc, it was unanimously VOTED: To authorize the Executive Director to State lifetime guaranteed water heaters in the per the proposal from William Brogan (see atta, on this job. Housing Initiatives Ms. Lucie Cripps from EMARC /EMRPMR, the vendor for the 689 development at 74 Bancroft Avenue, met with the Board to discuss the possibility of proceeding forward on the long- standing commitment that the Board had with EMRPMR for an additional 689 development. Ms. Cripps reviewed the current programs and needs for her organization and client population. As presented, Ms. Cripps would like the Board to proceed with an application for funding to relocate the North Reading development into permanent housing. They currently have a lease for the client in North Reading. The housing is not up to standards and EMRPMR would like to find a permanent, decent and safe housing alternative for this program. Minutes 10/22/90 Page 2 Housing for People with Aids - Ms. Betty Inco from Eastern Middlesex Visiting Nurse Association, Ms. Kathy Galley from New England Memorial Hospital and Reverend Steven GAtz from First Baptist Church /Interfaith Aids Committee were present to discuss the current housing status and need for this population. Ms. Inco stated that her organization would be very interested in: providing services for such a facility. She highlighted the possible problems and social service and medical need for these clients. 1�s. Inco asked what parameters for admission would be used; what stag would be served; who would be the primary care giver; where would' the severely ill person be moved; and what would be the funding source. Ms. Galley gave an overview of the HIV /AIDS population currently in the area: active drug addicts, homosexual single males; prostitutes and single women with children. The problems of dementia, respiratory failure, chronic infection and other medical problems would have to be assessed when locating appropriate housing for this population.', Transportation and supportive services would have to be a very stri�ng component of the program. Reading is not located close to a hospiltal, full service clinic or other medical facility that could be easily, reached. How would such people get to the services and medical care they need? Where would this population move when hey were in need of full care? In order to qualify for Medicare, 4erson would have to be disabled for 2 years; Medicaid is experiencing severe cutbacks and such funding at present would not be easy to obtain. How would the supportive services necessary for these clients to remain independent be paid for? The Board's discussion focused on: - current need in the community - needs assessment for the area; - a vendor -based housing program similar to a 689 as the preferred model; - survey of programs that currently exist and how they operate. Reverend Steven Gretz from the First Baptist Church in Reading said that the Interfaith Aids Action Committee would be very supportive of such a program in Reading. The Boston AIDS Action Committee ha not been as responsive to people outside the Route 128 belt as wash hoped, which is how the Interfaith project started. The Reading C�ergy Association would also lend its support to such a program. There are currently over 14 volunteers in Reading that could assist with supportive assistance. Upon a motion duly made by Mr. Sweet and seconded by Mr. Reynolds, it was unanimously VOTED: To send a letter of intent to proceed with an initiative for a 689 housing application with EMRPMR as the vendor agency, for either new construction or rehabilitation for up to eight clients. The Chairman then declared said motion carried and said vote in efJ The Board then reviewed the proposal from Mustang for a 1050 psi w� jetter to clean the plumbing lines. I Upon a motion duly made by Mr. Reynolds and seconded by Mr. McIsaa� it was unanimously VOTED: To authorize the purchase of a Mustang water jetter to cle� the plumbing lines not to exceed $2,000. The Chairman then declared said motion carried and said vote in eft Budgets .ect . iter in sect. Budget guidelines for FY91 are still not available. The proposed guidelines will include a 5% cut in the Authority's bottom line budget; consolidation of all State budgets; recapture of excess operating reserves; and required line item cuts. The Board will review the impact such cuts will have when the accountant receives the guidelines and presents the proposed budgets.
