HomeMy WebLinkAbout1990-07-09 Reading Housing Authority MinutesREADING HOUSING AUTHORITY Minutes of the Meeting of July 9, 1990 A regular business meeting of the members of the Reading Housin Authority was held on July 9, 1990 at the office of the Authori 22 Frank D. Tanner Drive, Reading, Massachusetts. The meeting was called to order at 7:30 P.M. The Chairman, Richard S. Demp presided. Other members present and forming a quorum were: Mr. Sweet, Mr. Reynolds, Mr. McIsaac and Ms. Galvin. The Executive Director, Margaret K. Plansky, was also in attendance as well as Ms. Sally Hoyt, Liaison from the Board of Selectmen and Ann O'Hara, Director of Rental Assistance at the Executive Office of Communities and Development. 707 Tenant Selection Regulations Ann O'Hara reviewed the rationale for the new regulations and discussed the current analysis with Board members. Highlights of this discussion included: Y. ;ter, - State has had a problem with homelessness; at height there were 1400 families in shelter and that is now down to about 600; - Legislature and Governor are very supportive of homeless prevention programs; - New regulations equate "at- risk" and homelessness with local preference, affirmative action remaining.the same_as the j . prior - regulation; an addition of veteran's preference and in State residential requirement were added: - Department,,of.Social Services now work with families to resolve problems and verify-issue's. - Regulations -<has full force and effect of law,. Page 2 7/9/90 Minutes Determination of Rents In State -Aided Housing Upon a motion duly made by Mr. McIsaac and seconded by Ms. Galvin, it was unanimously VOTED: To adopt the March 1, 1990 regulations for "Determination of Rents in State -Aided Housing ". The Chairman then declared said motion carried and said vote in effect. Management Checklist - FY91 Upon amotion duly made by Mr. Sweet and seconded by Ms. Galvin it was unanimously VOTED: To ratify all prior votes concerning the regulations and standards of procedures as listed on the Management Checklist. The Chairman then declared said motion carried and said vote in effect. Section 8 Application for 25 Additional Certificates The Board reviewed the current waiting lists for both Section 8 and 707 Rental Assistance programs. As the State is currently not allowing any 707 certificates to be reissued, the Board will make application for an additional 25 certificates from H.U.D. Ms. Hoyt said that she would support this and report favorably to the Board of Selectmen on this matter. Drug -Free Workplace and Anti-Lobbying-Certification U.S. Depart3ment' of- Housing and Urban m .Developent require that all units assisted by HUD must conform to the Drug -Free Workplace and Anti - Lobbying Requirements. Upon a motion duly made by Mr. Sweet and seconded by Ms. Galvin it was unanimously VOTED: To adopt`tho brug- free Workplace statement (see attached) as presented.
