HomeMy WebLinkAbout1977-09-28 Reading Housing Authority MinutesiY_- _ r RSADINa HOUSING AUTHORITY Reading, Massachusetts MINUTES OF THE SPECIAL MMM - September 28, 1977 The members of the Reading Housing Authority met in special session a 7 :30 P.M. on Wednesday, September 28, 1977 at 22 Frank D. Tanner Drive in the Town of Reading, Massachusetts, Proper notice of thia meeting was posted in accordance with the provisions of Chapter 39, of the General Laws as amended b Section 3, Chapter 3030 Acts of 1975. The meeting was called to order by the Chairman, Mr. White. Those me - bers present were Xr. Stratton, Mar, Dempster and Mr. Johnson, forming a quorum. Mrs. Pierce, the Executive Director, was also present, The main subject for discussion at this meeting was the H.U,D, funded' Section 8 Housing Assistance Program. Ws. Pierce reported that she was unable to set up a meeting with H.U.D. officials in Boston since they were too busy with the closing of their fiscal year. She did,$ however, speak with a Mr. Nat ins from that office and he indicated that they were not planning an immediate a t as their last letter had stat4idt and that there was nothing new to report. S ak ing,informallyo he told Ids. Pierce that financial reports received for our A hority from the Town were never really satisfactory to them, and frequently had to be re- turned for egrreetions. - Afterzuch discussion again on this subject., it was-the general feeling of the Board that this Program should be more controlled by the Authority since updat- ing and regular reporting from the Town: has not been satisfactory,. Therefore: upon a motions made by Mr. Dempster, and seconded by Mr, Ot atton, it,was unanimously: VOTED; To notify the Reading Town Selectmen that the Housing Authority is terminating the Contract to operate the Section S Programs as of November Is JW7 or earlier. The Chairman thereupon deel8red said motion carried and said vote in effects and a letter to the above effect was dictated to Mrs. Pierce to be hand delivered to the Selectmen's Office, Also a motion was made by Mr..Dempster and seconded by Mr. Stratton,, and unanimousl.yt VOTED: To engage the serv:.ces of pave Scott, Inc. as of such date as the Section 6 Program is offieislly turned over .to the Authority by the Town of Readingv for the administration of p.d Program. The Chairman thereupon declared said motion carried and said vote in effect. Mrs. Pierce chocked with the moubers on the next regular meeting which; falls on a holiday, October 10th, it was decided to change the date to Tuedday, Octpber 11th, and was noted accordingly There being no further business to come before the meeting and upon motion duly wade and seconded,, it was unanimously voted to adjourn the meeti , and the Chairman thereupon declared the meeting adjourned at 9 :00 P.M. Tanner Drive Reading, MA 01867 Dear Mr. White: The Board of Selectmen are in receipt of a communication which describes a vote of the Reading Housing Authority to terminate the agreement between the Housing Authority and the Town of Reading covering administra- tion of the Section 8 Program. The communication bears your name; I how- ever, it is clearly indicated that.it does not have your signature. To complete our files, with proper protection to the Town of Reading, the r ,Board requests . a notice of termination signed by you, or by a majolity - of the Housing Authority, together witji a copy of the minutes of your } meeting at which the vote was taken. { The Board of Selectmen will cooperate fully in turning over all files and necessary information to -the Housing Authority in accordance with the terms of our agreement, and'to',insure a continuity to the progam, John Agnew will advise your.-Executive-Director-,when the files are eady to be picked up. We wish to make it clear that the files will be turned over to the Housing Authority only, not to a third party., The Board also wishes to `advise the Reading Housing Authority of its strong disagreement with the`Authorityls action in turning the administra- tion of this program over to a third party. With the administration of the program in the hands; of Reading officials, the needs of Reading people have been paramount, We see this transition to a non- resident third party as being detrimental to the interests of the Reading needy. We believe it is all too obvious that a third party will have divided interests among many municipalities and cannot work in a manner which Will place the needs of Reading needy first.
