MINUTES OF THE REGULAR MEETING JUNE 73, 1977
The members of the Reading Housing Authority met in regular cession at
7 :30 P.M. on Monday, June 13o 1977 at 22 Frank D. Tanner Drive in the Town of
Reading, Massachusetts.
The meeting was called to order by Mr. Stratton# in the absence of thej
Chairman. Thosemembers also present at this time were Mr. Dempster and Mr.
Johnson
,forming a quorum. Mrs. Pierce., the Executive Director# was also pre& at.
Upon a motion made by Mr. Johnson and seconded by Mr. Dempster, it was
unanimously:
VOTTD: To accept for the records the Secretary's Reports-for the re ular
meeting a =l May 10s 1977# and the Special Meeting of May 26# 1977, copies of which
had previously been mailed to all members of the Board prior to the meeting.
The Acting Chairman thereupon declared said motion carried and said vote in effect.
At than point, Mt'# Dube and )Ws White entered the meeting, making a full
'board and Mr. White took over his role as Chairman.

hereto and made a part of these minutes and sent previously to all members, the
amount of $9,183.04 for J667 -C.
The Chairman - thereupon &c1ared said motion carried, and said vote in effect.
Concerning the above checks it should be noted by way of explanation for
these minutes,* the reason for the very substantial total this month. Checks for
Chipman Shade Co. in the amount of $621.50 for new shades in the project, and
for Donald Michelini for additional fire alarm equipment in the amount of $.]., 7602,
were items approved in the 1976-77 Widget to be taken from Operating Reserves in
this fiscal year. Also# the annual appropriation for the Housing Authority t the
Reading Retirement Fund in,the amount of $2,530.00 was also included in the c ecks
for this month.
There remained one more approved item from the Budget which would be com-
pleted during the current month for landscaping work in the project as per co ract
dated May 23# 1977 with Burlington Landscaping Co. The board was informed t at
the men would be#in work during that week and Mrs. Pierce wanted to be sure Uiat
this payment would be made during: the current fiscal year which would end Jun 0 30th.
Therefore, upon a motion made by Mr. Johnson and seoonded by Mr, De ter,
it was unanimously:
VoTkZ: That authorization be given to have a check signed during th
month for the payment to Burlington Landscaping Co, in the amount of $2#140. ,

provided that, in the opinion of Mrs. Pierce and Mrs Smith, the Maintenance Man,
all specifications under the Contract had been adhered to by the landscaping
company.
The Chairman thereupon declared said motion carried and said vote in effect.
Mrs. Pierce also pointed out the fact that Donald Miehelini, in fulfilling
his Contract for additional fire slam equipment, had extended his work to inc ude
the twenty -two heat detectors required by the Fire Department in the Becreatio
and Office Building. The Contract only called for the installation of eleven,', due
to the current lack of funds, but Mr. JLchelini installed the entire 22 units rror
the same contract costs W. Johnson said he thought it would be a nice gestures if
the Housing Authority wrote a letter of pppreeiation to Mr. Michelini for this'un-
precedented "good will". The other members agreed and Mrs. Pierce was asked to
include such a letter with their payment check.
Next on the Agenda, was the current financial situation of the Authority.
As of May 31, 1977s the Middlesex Bank checking account showed a balance of $980.67.
However, the payment of the bills listed herein and the landscaping contract during
the month, would bring this account to a deficit balance of $5,632.42.
There Massa balance in the Charlestown Savings Account of $37,249.39 p us
interest and all rents for the month of June had been paid, totalling $501-101*
In order to meet all current expenses, a motion was made by Xro Stratton
and seconded by Mr. Dempster and unanimously*

the cheo �*ccount, and also to accept the above financial report as read.

diseussid6ly the boards on Juee 2,# 1977, the sbmbers attended the Selo - es
meeting to bring to their attention, certain facts about the administration oneoo,
the Program which had come to the Authority's attention. Mr, Agnew, tine
Secretary for the Town, provided "very ieneral" explanations to justify payt
of salaries from Section 8 funds to certain personnel. Mrs white also advised
the Selectmen that the Authority was considering a Contract with a consulting
firm (Dave Scott, Inc.) for the nanagement of the Section 8 Programs using the
facilities of the Dousing Authority.
Mr. Ogden, Chairman of the Board of Selectmen, aslasd that Mr. Agnew
evaluate the positions of the personnel imolved to be sure that they are bei g
paid for only the portion of their timm which is devoted to the Section 8 Pro am,
since they are ahso.doing some Town work. He requested of the Housing Author ty
that they send thgE Selectmen a copy of the proposed Contract by Mr. Scott for
their review.
In view of the above circunistancei, there was some strong feelings aoong
some of the members that the Housing Authority should be controlling this Pro ramp
through its own office with the professional consulting firm performing the
istrative duties. The Contract submitted by D,S.I. seemed to cover every aspect
of the work,, but Mr, white felt that there were some minor additions which could
be incorporated into its He suggested that he go over the Contract at his of f ice

and make the suggested changes. Then, firs. Pierce could submit it to D.S.I. for
their approval, and if they do so, the Board would again return to the Selectmen
to discuss this changeovers It was agreed to get back to this situation again next
meetings for a final decision./
During the month,, the family of krse Anna Bucchio had been given notic R to
vacate her apartment inasmuch as Mrs. Bucchio had been residing in a nursing h me
for the past six months, and was very content there. The family were relieved that
the responsibility of this move had been made for them by the action of the Au hority,
and cooperated fully in clearing out the apartment. This apartment is located in
Building #32, and the apartment (#'j) will be occupied as of July 1. 1977 by )W .
Katherine Talbot, next on the applicant list.
