Tanner Drive in the Town of Reading, Massachusetts on Monday, March 14, 1977 at 7:30 P.M. The i„eeting was called to order by the Chairman, Mr. White. Those also present were ivir. Stratton, Mr. Dube, Mr, Dempster and A1r. Johnson, forming a quorum. Mrs. Pierce, the Executive Director, was also present. Upon a motion made by Mr. Stratton and seconded by Mr. Dube, it was unani- mously; VOTED: To accept for the record, the Secretaryts Report for the meeting held February 14p 1977, copies of which had been mailed to all members prior to the meeting. The Chairman thereupon declared said motion carried and said vote in effect. Upon a motion made by mrr.`Dempster and seconded by Mr. Johnson, it was' unanimously a + VOTED: To approve and pay checks and bills, a list of which is attached hereto and made a part of these minutes and sent previously to all members, in the y amount of $6,.409.85 for #667 -C. g� The Chairman thereupon declared said motion carried and said vote in effect. - During the month,. Mrs. Pierce had received a letter from DCA concerning -the phasing out of the State 707 Rental Assistance Program into the Section g Program for funding. She was requested to send back to the State, a check in the amount of $842.55 which represented the balance in that account for this Program. h' Upon a motion made by Mr..Dempater and and seconded by Mr. Johnson, it was unanimously; VOTED: To ratify the signing of a check in the amount of $842,55 made out to DCA, to close out the 707 Rental Assistance Account, The Chairman thereupon declared said motion carried and said vote in effect. Mrs. Pierce reported that the balance in the BayBank Middlesex Account for 667-0 as of February 28, 1977 was $862.56, As of March 14p 1977 if all the bills due at this time were to be paid, there would be a deficit balance of $409.54 in this account. The balance in the-Charlestown Savings account was $33,953.95 plus interest. Nlrs, Pierce also reported that all rents had been collected for the month of March, totaling $5,105.50. 1. Upon a motion made by Mr. Stratton and seconded by Mr. Dube, it was unani- mously: VO`I Z: That an amount of $2 #000 be withdrawn from the Charlestown Savings Bank to cover this month's expenses. 11he Chairman thereupon declared said motion carried and said vote in effect. Upon a motion made by Mr. Johnson and seconded by Mr. Dube, it was unanimously: VOTED: That the Financial Report be accepted as read. The Chairman thereupon declared said motion carried and said vote in effect. h1rs. Pierce brought before the meeting a report from Mr. John Agnew, Reading's Executive Secretary, concerning the Section 8 Program which was requested of him after last month's meeting. The Authority felt it had a better picture as a result of this report of the tenants involved in the Program and their various locations in the Town, as well as the landlords of the property and the share of rents paid by H.U.D. However, there was still a lack of information on the cost of administering the Program and the individual salaries of personnel involved, operating expenses, etc. Frs. Pierce was asked to write again to Mr. Agnew requesting copies of all Operating statements dating back to the beginning of this Program in the Town$ as well as the Annual Budget with all attachments. These should be easily accessible for review.V the Board at any time according to the Contract the Authority has with the`T6&. This matter will be taken up again at the next meeting and followed through until the Board feels that they are satisfied that they have a complete knowledge of the administration of this Program. / ? The subject of the proposed additional Fire Alarm Equipment as approved in the Budget, was again the subject for discussion. Mrs. Pierce explained that she has been unable to obtain the three bids for this job as required by DCA. Two bids were received from the following companies: Westland Electric Company - Middleboro $1,766.00 msµ. Donald xichelini'- Reading $1,746.32 1 The above figures are for the combined job of installing 11 heat detectors- in the Office and Recreation Building,.and supplying and installing 10 alarm bells inside each apartment building, The two companies who did not respond to our invi- tation to bid were William Davenport Co. in Reading and Quirk Electric of Wakefield. Lipon a motion made by Mr. Johnson and seconded by 'Mir. Dempster, it was unanLaously: VOTED: To accept the bid of Donald Michelini of Reading if he will guar - antee the equipment for a reasonable period of time, and that the quality is equal to what is currently in the Project# subject to the approval of DCA. The Chairman thereupon declared said motion carried and said vote in effect. 2. Mrs. Pierce reported that she has been in contact with Mr. Thomas South — worth of McNeil & Associates of Westwood who propose to build a housing for the elderly complex on North Main Street in the Town. yr. Southworthts feelings ',were that the Housing Authority was in favor of his project on the basis that it would greatly relieve the Town of the burden of finding suitable housing for many low and moderate income elderly, Inasmuch as a hearing with the Reading Board of Appeals was forthcoming, he requested that the Board "back" him on this project with a letter stating their approval. It was the unanimous opinion of the members that there was certainly 'a need for this type of housing in the Town, as evidenced by the Authority's applicant list and numerous inquiries Mrs. Pierce receives from the moderate income level elderly, Therefore, Mrs. Pierce was asked to write to Mr. Southworth to this effect, Stating also that the authority was in favor "in concept" of a development of this type.
