MINUTES OF THE SPECIAL MI.ETING HELD DEC O,J, 3j! lag 197
The mcmbers of the Reading Housing Authority held a, special meeting at �2
Frank D. Tanner Drive in the Town of Reading, Massachusetts at 7;30 P.M. on
Thursday, December 18, 1975 for the purpose of signing certain checks and forms
on the Section 8 and Modernization Programs, and to take up any other matter in
connection with the administration, management and fiscal control of the Flousi
Project. Notice of this meeting was posted at the Town Hall prior to the meeti.n,
as required by the General Laws. I
In the absence of the Chairman, Mr. White, who was expected shortly, the
weeting was called to order by the Vice - Chairman, Mr, Dube. Those members present
were Mr. Dempster, Mr. Stratton and Mr. Johnson, forming a quorum, I,irs. Pierce, the
Executive Director, was also present,
The Contractorfs release form and Periodical Estimate in the amount of
W,374.25 for the Maintenance Room addition under the Modernization Program was
brought to the attention of the meeting. These forms had been submitted by the
Contractor, C & E Construction Cormpany to the Architect, John Carr who had appr ved_ �
it initially. ;Mr. Dube told the Hoard that he had met with Mr. Carr and I+Ir. Be harao �
the.Ovpsr.,�rand was satisfied that the job was performed according to the specif ca-
tions'. recommended that the release form be signed by the Chairman.
Upon a- motion made by Mr. Dempster and seconded by Mr, Stratton, "it was

for the Authority subject to the final. approval of the Department of Community �ffairs.
By this time 13r. White had entered the meeting and assumed his position as Chbd n
and thereupon declared said motion carried and said vote in effect and the forms ere
signed.
j%Ir, White reported that since last meeting of December 8th, and subsegir t to
the discussion with Mr. Agnew and Ws, Kalish of December 10th, a new Contract. as -
drawn up by Town Counsel containing the stipulations that the Housing Authority felt
should be included in the Contract before entering into it with the Town of Rea ing.
Iiaving been satisfied v.-.th its contents, Mr. White signed this Contract 3Lt
the Selectmen's meeting of December 15th and a copy of this Contract is attache
hereto and made a ;art of these minutes.
Upon a motion made by Mr Dempster and seconded by I4r. Dube, it was unan:iously.
VOTED: To ratify the signing of the Contract with the Town of Reading 4 Mar.
White on the Section 8 Program.,
The Chairman thereupon declared said motion carried and said vote in effect.

of Reading for its administration. A check in the amount. of $7,616.47 had been wn

directly deposited by HUD into the Xiddlesex Bank checking account opened for this
purpose, and now that the Contract was signed by the Authority and the Selectmen.,
I�irs. Fierce drew a. check in the amount of $7,610.00 for the Town of Reading, 'Leaving
a. small balance in th,a account to hold it open.
Upon a motion made by ;dr. Dempster and seconded by 1,1r. Stratton, it was
unanimously:
VOTED: To sign a check in the amount of $7,610 to the Town of Reading for
administration of the Section 6 Program.
The Chairman thereupon declared said motion carried and said vote in effect.
At this point in the meeting, a motion was made by Mr. Johnson and sec nded
by i41r. Dempster, that the meeting to into EIxecutive Session.
A lengthy review of the eligible, applicants for housing wasmade by the mem-
bers and much discussion followed to deterndne which of the many applicants should
be given offers of apartments for the next several vacancies. Finally a list was
selected based on the various needs of those involved„
Mr. Johnson had to leave at this point to attend another meeting,

CONTRACT FOR ADMINISTRATION OF SECTION 8
i ANNUAL, CONTRIBUTIONS CONTRACT NO. MA 06 -E075 -001. �
This contract is entered into on the 15th day of Dec. 1975
by and between the Reading Housing Authority (Authority) and the Town
of Reading (Town) by its Board of Selectmen. In consideration of the
mutual covenants hereinafter set forth, the parties hereto agree as
follows:
1. The Authority agrees to assign to the Town all sums of
money payable by the United'States of America under the "U.S. Depart-
ment of Housing and Urban Development Section 8, Housing Assistance
Payments Program Master Section,8 Annu, al Contributions Contract No. �,
MA, 06 -E075- 001" (Annual Contributions Contract), dated October 2�9, 1975. G
2. The Town agrees to- administer all functions of the Section
8 Housing Assistance�,Payments�,Program (Program) as outlined•by_slaid
Annual Contributions Contract and in consideration therefore shall be
renumerated' from �alhwances. for costs of administration assigner under
paragraph 1 'above.`

3 The Town agrees to consult with the Authority in connectioi .
with its= administrationof; the Program,to report to the Authority
periodically on its administration of said Program and to keep its
records open for inspection by the Authority.

4. Both the Authority an(l theTown agree that either one may
cancel this agreement by gi'ingtwritten notice to the other of cancella-
tion thirty days prior to said cancellation. Notice will be de med
given by mailing postage prepaid to the official address of the .office
' of either being notified.

5. In the event this agreement shall be cancelled, the `I` wn
