MINUTES OF THE MEETING OF JANUARY 4, 1968
The Reading Housing Authority met in regular session on Monday, January
4, 1988 at 22 Frank D. Tanner Drive in Reading, Massachusetts. Notice of
this meeting had been properly posted in accordance with the Open Meeting
Law.
Chairman Dempster called the meeting to order at 7:00 P.M. with Mr.
i cIsaar_, Ms. Carlson and Mr. Reynolds present and forming a quorum.
Margaret Plansky, the Executive Director, was also present at the meeting.
Minutes
Upon a motion duly made by Mr. Reynolds and seconded by Mr. White, it was
unanimously
VOTED: To accept for the record the minutes of the Meeting of December
14, 1987 as presented.
The Chairman then declared said motion carried and said vote in effect.
Finances
Upon a motion duly made by Mr. Reynolds and seconded by Mr. Mcisaac, it
was unanimously voted to approve the checkroll /biilroli for the month of
December totalling $111,904.92 and to sign the checks. Rents for the month
total I ed 10,098 for 667; 985 for 705 Program.
The acting Chairman then declared said motion carried and said vote in
effer_t.
The budget for the initial operating period for the 705 Program will be
presented by the Accountant at next month's meeting. Due to the change in
units under operation there will be salary adjustments to be made.
Report of Programs
667 Program - The State has awarded the Authority an additional
$495,:30.00 for modernization of the Frank D. Tanner Drive complex.
Included in this modernization proposal will be additional
office /maintenance storage areas, plumbing improvements, alterations to
apartments to accommodate the stoves, paving and other exterior work to
the buildings.
6� 9- Program - Mr. White had reviewed the final proposal for the lease
addendum to the new 669 State lease. The lease contract has been
forwarded to E11RP11R and DMH for their signatures.
705 Program - Units are fully leased and occupied. The Board requested
that new signs be made to state "Parking for Residents Only ". It was also
requested that the construction sign be taken down and brought to the
office.
Rental Assistance Programs - Federal /Section 8; State /707 - To date, the
Authority has 65 certificates with 72 leased on the Section 8 program.
The Authority has 13 available certificates under the 707 program with 12
Leased. The Authority has also leased up 2 certificates under the State's
"Emergency Access" program. To date the Authority has processed 1 1 'EA'
certificates. Two are leased in Reading, one in Everett; the other
certificates were not used and had to be returned to the State. The
workload to issue these certificates is very heavy and very time
consuming. One of the problems with the State's program is the low fair
market rent. The Section 8 program has issued new rent guidelines, which
is still below the actual market rate for apartment rentals in the area.
The Authority has had to utilize the 20% above fair market rate allowable
under the Section 8 program. The State's program does not allow for this
exception.
DMH /707 Proposal
The DMH office has agreed to meet with the Board in February to further
discuss the application for housing chronically mentally ill at 59 -61 Green
Street under the Single Room Occupancy provision in the 707 Program.
Before that time, Ms. Fisher from the Alliance for the Mentally Ill will
review the proposal and an inspection of the premises will be made to see
the house in Reading. Arrangements will be made to also view the
Wakefield program owned by Mr. Beckert and operated under this program.
At 8:15 P.H., the Board adjourned to meet with the Community Planning and
Development Commission at the Board of Selectmen's meeting to discuss,
the Mass. Housing Partnership program.
