HomeMy WebLinkAbout1988-11-21 Reading Housing Authority MinutesREADING HOUSING AUTHORITY Minutes of the Regular Business Meeting_ November 21, ]988 The Reading Housing Authority met in regular session on Monday, November 21, 1988 at 6:30 P.M. at 22 Frank D. Tanner Drive in the Town of Reading, Massachusetts. Notice of this meeting had bee properly posted in accordance with the By -laws and the Open Meeting Law. The meeting was called to order by the Chairman, Mr. Dempster. Those members present and forming a quorum were: Ms. Carlson, Mr. Mc Isaac, and Mr. Revnolds. The Executive Director, Ms. Plansky, was als present for the meeting. The Board observed a moment of silence in memory of Philip R. White, Jr., a founding member of the Authority and devoted and longstanding member and adviser. Board members recollected the many and varied contributions that Mr.' White rendered not only to the Authority but to the citizenry of Reading by his dedicated public service. Mr. White's contributions were significant and he will be missed. Minutes The Board reviewed the minutes for September 19, 1988. The pre-, scheduled Board meetings for October and November were not held to illness and lack of quorum. Upon a motion duly made by Mr. l and seconded by Mr. Mclsaac, it was unanimously VOTED: To accept for the record the minutes of the meeting of September 19, 1988 as distributed. The Chairman then declared said motion carried and said vote in effect. Finanr- Ps The Board reviewed the Payroll through check #1694 and upon a seconded by Mr. Mclsaac, it was iously due evnolds and Bills Payable for the previo s months motion duly made by Ms. Carlson nd unanimously VOTED: To approve and sign the billroll /payroll for the period as presented. The Chairman then declared said motion carried and said vote in effect. The Board reviewed the contract for painting the fence at the 6f house at 74 Bancroft Avenue. The painting contractor proceeded with the work on'the fence without prover authorization. The Board felt that if the work was done in a satisfactory manner, then the work should be approved and paid. Upon a motion duly made by Mr. Reynolds and seconded by Ms. Carlson, it was unanimc Ri sly 11.121/88 Page 2 VOTED: To approve the payment of $700 for painting the fence at 74 Bancroft Avenue when the Director is assured that the work has been completed satisfactorily. The Chairman then declared said motion carried and*said vote in effect. Section 8 - The Board reviewed the Annual Contriuutions Contract amendment for the Section 8 housing certificate program, which would increase the ACC in the amount of $102,000 per year. This increase was necessary because of the difference in rents from t appropriated year of 1975 until the fair market rents of 1988. Upon a motion duly made by Ms. Carlson and seconded by Mr. Mcls it was unanimously VOTED: To authorize the Chairman to sign and to approve the sub itted amendment to our current Annual Contributions Contract with H.U. . from $102,000 to $204,000 for our Project Number MA06 =EO75 -001. The Chairman then declared said motion carried and said vote in effect. PERSONNEL ue to the ever increasing workload with the additional units of Section 8 and 707 housing along with the Modernization work being done at the elderly complex, the need for additional staffing is acute. The Director and the Fee Accountant reviewed the avail- ability of funds for an additional person. The programs can accommodate an additional 20 hour person. Upon a motion duly made by Mr. McIsaac and seconded by Ms. Carlson, it was unanimo sly VOTED: To authorize the Executive Director to hire an additi staff person in accordance with the availability of current f The Chairman then declared said motion carried and said vote in effect. Report on Programs Modernization The first building; took a bit longer than anti- cipated but the tenants are back and happy with the renovations. The scheduled renovations should be completed in accordance wits the time schedule in the specifications.. Silver Jubilee of Authority The Chairman of the Board of Selectmen will read a proclamation at Town Meeting in honor of the 25 years of service that the Housing Authority'has given to the Town on Monday, November 28, 1988. Mr. Arnold'Berger will spearhead a drive to refurbish the community room at Tanner Drive. The Reading Chronicle will run an article about the Authority's years of service and the need for renovations to the community room. After completion of the modernization work at the complex, the Authority will conduct an open house for clients and townspeople. 1/21/88 Page 3 Board Vacancies The Authority will be short two members as Ms. Carlson offered the Board her resignation effective immediately due to a move out of Reading. The Board wished Ms. Carlson the best of luck with her new move and her anticipated new arrival in April. Th Director will notify the Town Clerk that the 2 vacancies exist. Section 8 Certificates Upon a motion duly made by Mr. Mclsaac and seconded by Mr. Rey olds, it was unanimously VOTED: To authorize the Director to apply for additional Section 8 certificates for the Authority due to the long waiting list an the long waiting period for applicants to receive a certificate!. The Chairman then declared said motion carried and said vote irk effect. Ms. Carlson thanked the Board for their wishes and camraderie during her service on the Board. She asked that the Authority l,, remember to promote affordable housing opportunity within the community while trying to retain the small town character of the neighborhoods. Her service on the Board was rewarding to'' her and she appreciated the knowledge she gained and the contr - butions*she was able to make. All best wishes were extended t her by the Board. There being no further business before the Board, it was unani ously voted to adjourn at 8:30 P.M.
