HomeMy WebLinkAbout1991-07-08 Reading Housing Authority MinutesREADING HOUSING AUTHORITY Minutes of the Meeting of July 8, 1991 A regular business meeting of the members of the Reading Housing Authority was held on July 8, 1991 at the office of the Authority, 22 Frank D. Tanner Drive in the Town of Reading, Massachusetts. The meeting was called to order by the Chairman, Mr. McIsaac, at 7:30 P.M. Those members present and forming a quorum were: Ms. Galvin, Mr. Reynolds and Mr. Sweet. The Executive Director, Ms. Plansky, was also in attendance. Minutes Upon a motion duly made by Mr. Reynolds and seconded by Ms. Galvin, it was unanimously VOTED: To accept for the record the minutes of the Meeting of June 10, 1991 as presented. The Chairman then declared said motion carried and said vote in effect. Finances Upon a motion duly made by Mr. Sweet and seconded by Isis. Galvin, it was unanimously VOTED: To approve and sign the checkroll /billroll for the period, from Check #3469 -3523 inclusive. The Chairman then declared said motion carried and said vote in effect. New Rent Regulations - State Programs The Board was informed that the new rent regulation which would increase the tenant share of rent from 25% to 270 on July 1, 1991 and to 36% on July 1, 1992; and from 17% to 22% on July 1, 1991 and to 25% on July 1, 1992 for those tenants that pay utilities has now become effective law and must be implemented by the Authority. After some discussion on the impact that this has on the administrative workload as well as the necessary verifications needed, the Board' considered asking for a waiver to have rents for the 667 -C development changed from September 1st to October lst effective in 1992. Upon a motion duly made by Mr. Sweet and seconded by Mr. Reynolds, it was unanimously VOTED: To request a waiver from EOCD to change recertification date for the 667 development from September 1st to October lst effectilve with the 1991 recertification. This will allow enough time between closing dates for verifications (6/30) and the necessary 30 day notice period required. The Chairman then declared said motion carried and said vote in effect. Page 2 Minutes - 7/8/91 504 (Handicap Access) Assessment The necessary evaluation, transition plan and implementation program for both buildings and administration has to be done. A collaborative with Wakefield, Stoneham, Saugus, Melrose and Reading has met with several consultants. The Board discussed this and approved the requireme for proposals to have this work performed for the collaborative. Section 8 Funding Availabilit The Executive Director reported on the agreements signed by the Reading Clergy Association, Community Service Network and the Reading Elder Services to identify and provide assistance for any "at- risk" or "Homeless" families /elderly. Along with this a program to provide supportive services and job training for priority family applicants has been, presented to the Authority by Community service and "self- sufficiency" program will be incorporated into an application for new certificates and vouchers. As part of the housing innovations portion, the Authority will also include the "set- asides" with Schoolhouse Properties for four elderly units. Upon a motion duly made by Ms. Galvin and seconded by Mr. Reynolds, it was unanimously VOTED: To make application to H.U.D. for additional Section 8 certificates and vouchers including all outreach, self- sufficiency programs and housing innovations initiatives. The Chairmen then declared said motion carried and said vote in effect, Upon a motion duly made by Mr. Reynolds and seconded by Ms. Galvin, �. it was unanimously VOTED: To deignate the Reading Housing Authority as the local public housing agency to administer all Federal Section 8 certificate and voucher resources within the Town of Reading and to request a vote from the Board of Selectmen for a similar endorsement. The Chairman then declared said motion carried and said vote in effect. The Board discussed the administration of any Section 8 certificates within the community. The problems with non - profits administering certificates in Reading has surfaced on several occasions. The public perception that all such programs are handled by the local housing authority presents a credibility gap with landlords and others when serious problems arise. The Board requested that the Director arrange a meeting with the Town Manager and the Selectmen before a scheduled Selectmen's Board meeting to discuss this issue as well as the issue related with trash removal for at our family developments.
