HomeMy WebLinkAbout1992-07-14 Reading Housing Authority MinutesREADING HOUSING AUTHORITY Minutes of the Meetinq of July 14, 1992 A regular business meeting of the members of the Reading Housing Authority was held on Tuesday, July 14, 1992 at 7:00 P.M. at the office of the Authority, 22 Frank D. Tanner Drive in the Town of Reading, Massachusetts. The meeting was called to order at 7:00 P.M. with the Chairman, Mr. McIsaac, presiding. Those embers present and forming a quorum were: Ms. Galvin, Mr. Reynolds, and Mr. Allen. The Executive Director, Ms. Plansky, was also in attendance. Minutes Upon a motion duly made by Ms. Galvin and seconded by Mr. Allen, it was unanimously VOTED: To approve and accept for the record the minutes of the meeting of June 29, 1992 as presented. The Chairman then declared said motion carried and said vote in effect. Finances The Board reviewed the checkroll /billroll for the period as presented. Upon a motion duly made by Ms. Galvin and seconded by Mr. Reynolds, it was unanimously VOTED: To approve and sign the checkroll /billroll for the period from check #4195 -4214 (old system) and from #100 -160 (new co puter system), inclusively. The Chairman then declared said motion carried and said vote effect. Year -end Statement - State Programs The Board reviewed the year -end statements as prepared by the Fee Accountant and approved their submission as follows: Program Income Deficit 667 -C 9432.84 705 -1 1923.34 705 -2 6446.17 689 -1 126.41 707 183.24 Budget Exemptions - State Programs in The May 15, 1992 worksheet submission for our budget exemptions to our 667, 705 -1 and 705 -2 programs has been approved for $3511, which is to be built into the non - utility expense base of our current combined budgets and becomes a permanent part of the base. The Authority had requested a total of $4606; this is a difference of $1095. A letter requesting an explanation will be forwarded to Paul Johnson in this regard by the Executive Director. Page 2 Minutes - 7/14/92 Fire Alarm Proposals The Board reviewed the proposals and directed the Executive Director to proceed with obtaining additional quotes and awarding the contr ct, which is under the $1000 limit established by the Board for approval. Summer Youth Employment ERI of Cambridge has provided the Authority with one maintenance helper for up to 40 hours per week paid by a Federal grant. Our worker is currently scheduled for 30 hours per week (T -F @ 6 hr /da ). FY '93 Budgets Due to the fact that the budget exemption approval had not been received until today, the Fee Accountant did not have a base to establish the FY '93 budget, although projections for this budget are complete. The Board will have the budgets for their August 3rc meeting. Linkage Program - Greenhouse Acres / Fafard The Board is in receipt of a letter from James E. McLoughlin, Director of Engineering for Fafard Companies, which requests that the Board consider taking a cash contribution for the remainder of the units associated with the linkage for this development. Mr. McLoughlin briefly outlined the types of programs that such monies could be used for, but gave no specifics as to amounts, number of clients that could be served, for what period, etc. The Board requested that the Executive Director forward a letter to Fafard stating that the Board is not in favor of a cash contribi at this time. As previously requested, Fafard should approach the Zoning Board of Appeals to be sure that they would allow such a petition. The Board also requested that any future proposals be forwarded to them in time for them to review before they are scheduled on an agenda. Fafard should work closely with the Execut Director on what proposals would be acceptable to the Board. There being no further business before the Board, it was unanimous] voted to adjourn at 8:30 P.M. The next meeting of the Board will be held on Monday, August 3, 1992.
