Minutes of the Meeting of September 14, 1992
A regular business meeting of the members of the Reading Housing
Authority was held on Monday, September 14, 1992, at the office
of the Authority, 22 Frank D. Tanner Drive in the Town of Reading,
Massachusetts. The meeting was called to order at 7:30 P.M. with
the Chairman, Mr. McIsaac presiding. Those members present and
forming a quorum were: Mr. Sweet and Mr. Allen. The Executive
Director, Ms. Plansky, was also in attendance.
Minutes
Upon a motion duly made by Mr. Allen and seconded by Mr. Sweet,
it was unanimously
VOTED: To approve and accept for the record the minutes of the
meeting of August 3, 1992, as presented.
The Chairman then declared said motion carried and said vote in
effect.

Upon a motion duly made by Mr. Allen and seconded by Mr. Sweet,
it was unanimously
VOTED: To approve and sign the checkroll /billroll for the peri
from Check #210 -355 inclusive, as prese ed.
The Chairman then declared said motion carried and said vote in
effect.
The Board was informed of the Section 8 checks written on the
Revolving account in error. The money was transferred from Secti
8 to the Revolving account to cover the expense.
A report was given to the Board on the final accounting for FY
192 for the Section 8 Program. The Executive Director was requested
to settle the account with HUD when they have wired the money
owed for the 011, 013 and 016 ACCs.
Family Self- Sufficiency - Section 8 Vouchers ACC
Upon a motion duly made by Mr. Allen and seconded by Mr. Sweet,
it was unanimously
VOTED: To approve and authorize the Chairman to sign the Contrac
for the 25 FSS Vouchers, #MA 06 V075 -004 (FSS) and to forward
the ACCs for processing.
The Chairman then declared said motion carried and said vote in
effect.
Single Audit Proposals
The Board reviewed the proposals from the Office of the State
Auditor and the firm of Sandra Wrona, CPA.

Upon a motion duly made by Mr. Sweet and seconded by Mr. Allen;
it was unanimously
VOTED: To select the firm of Sandra Wrona, CPA, for the Single)
Audit of the Reading Housing Authority's books for the Fiscal
Year ended June 30, 1992, in the amount of $1880 (Federal porti�n
$862.80; State - $1017.20) awarded on the points established by
the Request for Proposals.
The Chairman then declared said motion carried and said vote in
effect.
Section 8 Administrative Plan and Equal Opportunity Housing Pl
The Board requested that the Section 8 Administrative Plan and
EOHP be sent to the attorney for his review before being submit ed
to HUD for final approval.
Mass. NAHRO Fall Conference
The Board was informed of the Fall conference to be held in Worcester
on November 16 and 17, 1992. There was no interest from any Board
member present. The Executive Director plans on attending.

January 11, 1993

April 12, 1993
May 10, 1993
June 14, 1993.
The Board deferred any action on the Annual Meeting /Election of
Officers until the full membership is present.
The Board discussed the status of the developments; the landscaping
changes for Waverly Oaks and Bancroft Avenue; the impact of the
30% of income on the RHA Tenants; the changes in the State 707
Rental Assistance Program to a Voucher program and its impact
on the RHA tenants; the on -going process for FSS on the Section
8 Program and the Request for Proposal for the FSS Consortium
to hire a Program Coordinator to be shared by all 5 Consortium
authorities on a pro -rated basis.
There being no further business before the Board, it was unanimo sly
voted to adjourn at 9:00 PM.
