Minutes of the Meetinq of January 11, 1993
A regular business meeting of the members of the Reading Housi g
Authority was held on Monday, January 11, 1993 at 7:30 P.M.
at the office of the Authority, 22 Frank D. Tanner Drive in th
Town of Reading, Massachusetts. The meeting was called to ord r
at 7:30 P.M. with the Chairman, Mr. McIsaac, presiding. Those
members present and forming a quorum were: Ms. Galvin, Mr. Re nolds,
Mr. Sweet and Mr. Allen. The Executive Director, Ms. Plansk ,
was also in attendance. Mr. Martin Curley was present to disc ss
two proposals for development in cooperation with the Authorit .
Minutes
Upon a motion duly made by Mr. Sweet and seconded by Mr. Allen
it was unanimously
VOTED: To approve and accept for the record the minutes of th
meeting of December 14, 1992 as presented.
The Chairman then declared said motion carried and said vote
in effect.
The Board reviewed the checkroll /billroll for the period as pr sented.
Upon a motion duly made by Mr. Allen and seconded by Ms. Galvi
it was unanimously
VOTED: To approve and sign the checkroll /billroll for the per od
from #540 -595, inclusively.
The Chairman then declared said motion carried and said vote
in effect.
Single Audit Report - FY 192
Upon a motion duly made by Mr. Sweet and seconded by Mr. Allen
it was unanimously
VOTED: To accept the audit report prepared by Sandra Wrona,
CPA, of Springfield, MA in accordance with the Single Audit requirements
for the fiscal year 19921 ended June 30, 1992 for the Reading
Housing Authority. There were no findings nor deficiencies noted
in the report.
The Chairman then declared said motion carried and said vote
in effect.

bedroom size, resulting in a decrease /increase ( ) in allowabl

VOTED: To approve the Income Limits by Household Size for Det
Admission to State -aided Public Housing Programs for the Bosto
PMSA proposed by the Executive Office of Communities and Devel
and effective April 1, 1992. The income limits per household
size are:

Upon a motion duly made by Mr. Allen and seconded by Mr. Sweet,
it was unanimously
VOTED: To approve the Fair Market rents for the Boston PMSA
area proposed by the Executive Office of Communities and Devel
and effective April 1, 1992. The rents per bedroom size are:

The Chairman then declared said motion carried and said vote
in effect.
Grievance Hearinq Officer
Per the directive and regulations from the Executive Office of
Communities and Development, a housing authority may appoint
or reappoint a hearing officer for a term not to exceed three
(3) years. Reverend Alan Bond has consented to another term
as the Reading Housing Authority Hearing Officer.
Upon a motion duly made by mr. Sweet and seconded by Mr. Allen,
it was unanimously

VOTED: To appoint the Reverend Alan Bond as the Grievance Hearing
Officer for the Reading Housing Authority per State guidelines
for the appointment of a hearing officer (760 CMR 3.02 (2) (c)
for a term of three (3) years, beginning January 1, 1993 and

The Chairman then declared said motion carried and said vote
in effect.
Public /Private Partnerships
Mr. Martin Curley is currently the owner of property on Chute
Street behind Greg's Cleaners and is considering the developm(
of a mixedused building according to the Town of Reading Mast(
Plan. Mr. Curley explored the possiblity of setting aside 255,
of the units for low - income families, perhaps with a handicapI
access unit.
Another development in the exploration stages by Mr. Curley i
the expansion of the Greenhouse development, which has been t
over from Fafard by the Eastern Bank. Mr. Curley was interes
in determining what money was available for the purchase of t
6 additional linkage units associated with the Townhouse deve
Mr. Curley explored the possiblity of rental /purchase for the
Chute Street development; set -aside for a Section 8 program;
or the possiblity of the Chute Street development being the r
linkage units for Greenhouse Acres. Mr. Curley will be furth
exploring the purchase of the Greenhouse development with Eas
Bank. He will make future presentations as needed before the
Board.
Next Meeting
The February 1993 meeting will be changed from Monday, Febru
8, 1993 to the first Monday, February 1, 1993 at 7:30 P.M.
The Chairman then declared said motion carried and said vote
in effect.
The Executive Director distributed the financial reports for
all the programs and reported on the state of the development
There being no further business before the Board, it was unan:
voted to adjourn at 10:00 P.M. The next meeting of the Board
will be held on Monday, February 1, 1993.

REGULAR BUSINESS MEETING
OF THE READING HOUSING AUTHORITY
HELD ON JANUARY 11, 1993
The members of the Reading Housing Authority met in regular session
at 22 Frank D. Tanner Drive in the Town of Reading, Massachuse #ts
at 7:30 P.M. on January 11, 1993. The meeting was called to
order by Mr. William E. McIsaac, the Chairman, and upon roll
call, those present and absent were as follows:

Rev. Robert K. Sweet, Jr.
Donald Allen
Jean H. Galvin
Absent: Arthur J. Reynolds, Jr.
"Upon a motion duly made by Mr. Allen and seconded by Mr. Swee ,
it was unanimously
VOTED: To approve the Income Limits by Household Size for Determining
Admission to State -Aided Public Housing Programs for the Boston
PMSA proposed by the Executive Office of Communities and Devel pment

Secretary of the Reading Housing Authority, do hereby certify:
THAT the attached extract from the Minutes of the Regular meeting
of the members of said Authority held on January 11, 1993, is
a true and correct extract of the original minutes of said meeting
on file and or record insofar as said original minutes related
to the matters set forth in said attached extract; and
THAT on the date of this meeting each member present and voti
was a resident of the Town of Reading; and
THAT notice of such meeting was duly filed more than twenty -four
hours prior thereto with the Town Clerk of the Town of
Reading in accordance with the requirements of Chapter 303 of
the Acts of 1975 inserted in the Massachusetts General Laws by
Chapter 39 Section 23B as amended.
IN WITNESS WHEREOF, I have hereunto set my hand and the seal
