HomeMy WebLinkAbout1993-04-12 Reading Housing Authority MinutesREADING HOUSING AUTHORITY Minutes of the Meeting of April 12, 1993 A regular business meeting of the members of the Reading Housing Authority was held on Monday, April 12, 1993 at 7:30 P.M. at the office of the Authority, 22 Frank D. Tanner Drive in the Town of Reading, Massachusetts. The meeting was called to order at 7:30 P.M. with the Vice- Chairman, Rev. Sweet, presiding'. Those members present and forming a quorum were: Mr. Reynolds and Mr. Allen. The Executive Director, Ms. Plansky, was also in attendance. Minutes Upon a motion duly made by Mr. Allen and seconded by Mr. Reynolds it was unanimously VOTED: To approve and accept for the record the minutes of the meeting of March 22, 1993 as presented. The Chairman then declared said motion carried and said vote -in effect. v; n n n n e c The Board reviewed the checkroll /billroll for the period as presented. Upon a motion duly made by Mr. Allen and seconded by Mr. Reynolds,,, it was unanimously VOTED: To approve and sign the checkroll /billroll for the period from check #757 -786, inclusively. The Chairman then declared said motion carried and said vote in effect. State Audit - FY 192 The Auditors have not yet completed their work and will be coming back to the office for a couple of days to conclude their audit. At that time an exit conference will be held. To date, there were no findings but a complete report will be issued by next meeting. Computer Software /Support The Fee Accountant has stated that the current software is not satisfactory: there are not sufficient safeguards; it lacks proper accounting procedures and back -up; errors are corrected individually and not system -wide. After reviewing the bid documents from the consortium software proposal last year, a meeting with Aquid eck Computers for their Computerized Housing Authority System (CHAS) was held. A proposal for the software /support and additonal terminal and link was received. The Board deferred further discu sion and action on this matter to a subsequent meeting., Page 2 Minutes 4/12/93 Schoolhouse Condominiums - Open House The open house scheduled for April 12, 1993 had to be postponed due to several problems with incomplete work items and a water leak into one of the units. The Board requested that the open house be held during their May meeting. Linkage Units - Greenhouse The Board was informed at 5:20 P.M. that Michael Collins was no longer interested in the development after talking with the Town Planner and Building Inspector. It is the interpretation of these Town officials that nothing other than the development approved for Fafard's proposal can be built at this site accordin to the Special Permit. Mr. Collins stated that the high -end condominium buyer is not what the market can support now and that he was not interested in opening up the Special Permit or building as required. The Board asked the Executive Director to explore what movement is possible within the Special Permit with the Town Manager and Town Counsel. Also, Mr. Curley should be notified of the current status of the project. Bear Hill Proposal - Linkage Mr. Allen reported on his study of the viability of the current proposal for the Town. Mr. Allen's recommendation was made as part of the sub - committee report to the Board of Selectmen, which stated that the cost to develop 100+ units at this site at the proposed bid would cost the Town due to the number of school - aged children that would impact the school system. The Board also discussed the current proposal to offer 10% (16 units) of housing to first -time homebuyers. The Board requested that the Executive Director write a letter to our liaison, Sally Hoyt, and ask her to confer to the entire Board of Selectmen their concerns regarding the linkage units as proposed. The Executive Director had met with Andrew Dolben prior to the submission of their proposal for this development and discussed what would be acceptable to the Authority for linkage. The lack of low - income units in the proposal shows a total disregard for what was discussed. Personnel - Management Plan Change Upon a motion duly made by Mr. Reynolds and seconded by Mr. Allen it was unanimously VOTED: To approve the following changes in Plan ": 1) - Compensatory Time (page 5) - to delete so that all employees would be eligible for for work performed in excess of their norma desired. the Authority's "Management "full -time administra ive" compensatory time 1 working hours, if Page 3 Minutes 4/12/93 2) - Overtime (page 5) At the end of the second paragraph, after the words "regular working hours." add the following sentence. Maintenance personnel that carry beepers over the weekend will be entitled to a Ten ($10.00) Dollar stipend per weekend. 3) - Compensation (page 4) - Call -ins that require 2 or more hours of service would be compensated at time and half (1h) for all maintenance personnel. 4) - Benefits (page 2) - To change the second paragraph to read as follows: "All personnel working twenty (20) hours or more per week are eligible for health benefits through the Authority. All personnel working less than thirty -seven and one -half (37k) hours per week are not eligible for retirement through the Town of Reading Contributory Retirement System, but will be eligible for FICA. All part -time employees are entitled to vacation, holiday and sick leave on a pro -rated basis, accrued monthly as further described in "Probationary Period" above. The Chairman then declared said motion carried and said vote in effect. Pets in Family Housing A new ruling from EOCD allowing a waiver for pets in family hous ng has been received. After review by the Board, and upon a motion duly made by Mr. Allen and seconded by Mr. Reynolds, it was unanimously VOTED: To postpone any action on allowing pets in family housin until further study and experience is forthcoming. The Chairman then declared said motion carried and said vote in effect. Next Meeting of the Authority The Board reviewed the calendar for May and asked the Executive Director to reschedule the "Open House" for Schoolhouse Condominiums for May 17, 1993 at 7:00 P.M. and the Board meeting to follow immediately at the same location. There being no further business before the Board, it was unanimously voted to adjourn at 10:30 P.M. Respectfully submitted, Margar K.
