HomeMy WebLinkAbout1994-01-10 Reading Housing Authority MinutesREADING HOUSING AUTHORITY Minutes of the Meeting of January 10, 1994 A regular business meeting of the members of the Reading Housing Authority was held on Monday, January 10, 1994 at 7:30 P.M. at the office of the Authority, 22 Frank D. Tanner Drive, in the Town of Reading, Massachusetts. The meeting was called to order at 7:30 P.M. with Mr. Sweet, acting Chairman, presiding. Those members present and forming a quorum were: Ms. Galvin a d Mr. Allen. Ms. Plansky, the Executive Director, was also in attendance. Minutes Upon a motion duly made by Mr. Allen and seconded by Ms. Galv n, it was unanimously VOTED: To accept for the record the minutes of the following meetings, as presented: Regular session of December 13, 1993; Executive session of December 13, 1993, not to be released until real estate negotiations had been concluded; Regular session of December 27, 1993. The Chairman then declared said motion carried and said vote in effect. Finances Upon a motion duly made by Mr. Allen and seconded by Ms. Galvin, it was unanimously VOTED: To approve and sign the checkroll /billroll for the period from check #1302 -1336 inclusive; and payroll checks #160 -183 inclusive. The Chairman then declared said motion carried and said vote in effect. Section 8 Voucher Limits After reviewing the implemented voucher limits, the Executive Director recommended that the limits be lowered to assure that there the Section 8 Voucher Contract would be sufficient to cover the costs over the 5 year period. Upon a motion duly made by Ms. Galvin and seconded by Mr. Allen, it was unanimously VOTED: To approve the following voucher limits for the Section 8 Program: 1 bedroom - $625 2 bedroom - $750 3 bedroom - $950 The Chairman then declared said motion carried and said vote in effect. Page.2 Minutes 1/10/94 Meeti FSS Program Coordinator - Contract Upon a motion duly made by Mr. Allen and seconded by Ms. Galvin, it was unanimously VOTED: To renew the contract with Barbara Zenn Rediker as Program Coordinator for the FSS Program as part of the North Shore Family Self- Sufficiency Consortium for a period of six (6) months with a renewable 6 month follow -on; for a contract price of $3000 for the 6 months and an allowable 10% overrun, if required: The Chairman then declared said motion carried and said vote in effect. Sale of Main Street'- Linkage /Greenhouse The passing of papers for the Main Street property took place on December 30, 1993. Title insurance in the amount of $387.50 was purchased. Lease -up and occupancy for the top two units will be January 15th and the bottom floor will be February 1 1994. ,Due to inclement weather, the walk through scheduled for Jan ary 8, 1994 had to be cancelled. Pearl Street School Reuse The Board requested that the Executive Director send a follow- up letter to the Board of Selectmen requesting a joint meeting to discuss the relative issues for the inclusionary zoning for the Pearl Street school. Should the Selectmen fail to respond, the Board will then determine future action based on prior vote. Bear Hill - Linkage Town Counsel has forwarded a letter to the Town Manager regarding the interpretation of the inclusionary zoning provisions for both the Municipal Building Reuse (Pearl Street) and PRD -M (B Hill Site) in which he expresses the opinion that the provisi ar of on -site units would not necessarily require the approval of the Reading Housing Authority. 'The n Authority has received very differing opinions of the inclusionary provisions. Based on precedence, Town Meeting intent and actual wording, the Board will pursue these issues accordingly. The Board deferred any action on Personnel and Personnel Plan' until a later date. Ms. Plansky was asked to solicit Mr. McI as part of a sub - committee to formulate aac recommendations for t revised Personnel Plan. These recommendations will be brough to e the next Board meeting in February. There being no further business before the Board, it was unanimously, voted to adjourn at 10:15 P.M.
