HomeMy WebLinkAbout1994-01-19 Reading Housing Authority MinutesREADING HOUSING AUTHORITY Minutes of the Meeting of Executive Session of Jann ir-i 19, 199 A meeting of the Reading Housing Authority was held on Wednesday, January 19, 1994 at 5:30 P.M. at 16 Lowell Street in the Town of Reading, Massachusetts. The meeting was called to order at 5:30 P.M. by Acting Chairman, Mr. Sweet. Those members present and forming a quorum were: Mr. Allen, Ms. Galvin, and Mr. Reynolds. The Executive Director, Ms. Plansky, was also in attendance. Upon a motion duly made by Mr. Allen and seconded by Ms. Galvin, it was unanimously VOTED: To adjourn to Executive Session with the Board of Selectmen to discuss matters relative to the sale of real estate and not to reconvene in public session by the following vote: Mr. Reynolds - aye Mr. Allen - aye Ms. Galvin - aye Mr. Sweet - aye Mr. McIsaac - absent The Chairman then declared said motion carried and said vote in effect. The Authority and the Board of Selectmen discussed the issues of the proposed Assisted Living Facility from Longwood Associates for 70 units of housing. Mr. Casper from Longwood has an application for MHFA financing for this project. Under MHFA guidelines, 20% of the units have to be set -aside for low - income housing. Under that 20% provision, Mr. Casper proposes only to allow the lowest income (under $6600) in order to qualify for the Group Adult Foster Care money of $36 /day. The Authority % r P-rege�a� -as i-t excludes all persons over $6600 /year annual income and market rate units would cost $2000- 2800 /month and would require an income of $36,000 + /year to support this payment. The Authority had submitted a proposal to the Board of Selectmen in which Section 8 vouchers /certificates would be project - based and would permit a household of one person with an income of $17,900 or less to qualify. This would provide the accessibility to this much - needed facility for persons earning over $6600 and less than $17,900. The Authority also presented a statisti al analysis of the current Tanner Drive residents who would qualif for the Longwood vs. the Authority proposal. Page 2 Exec. Session- Minutes 1/19/94 The Chairman requested that the negotiations for the Purchase and Sales Agreement provide for the accessiblity of this facility for a larger income segment of the elderly population by accessing the project -based Section 8 proposal of the Authority. Mr. Reynolds emphasized that this Zoning By -law does not stand alone and that the Authority insists that the provisions of the Zoning By -law for both the Pearl Street facility (Municipa Building Reuse) and the Bear Hill (PRD) proposal must comply with the 10% set -aside to the satisfaction of the Reading Housing Authority. Mr. Allen expounded on the legal implications for both project the cost analyses for these projects and the fact that the only payment for the higher density use, other than the payment for the land to the Town, was the affordable housing provision of the Zoning By -laws. Chairman Hines of the Board of Selectmen suggested that a sub - committee of the Town Manager and a Selectmen along with the Executive Director and RHA Board member meet to finalize details. Mr. Hines promised to set a meeting up for this purpose quickly. There being no further business before the Board, it was unanim usly voted to adjourn at 6:30 P.M. Respectfully submitted, Marga t K.
