Minutes of the Meeting of October 19,1994
A regular business meeting of the members of the Reading Housing Authority was held on
Wednesday, October 19, 1994 at 8:30 P.M. at the office of the Authority, 22 Frank D. Tanner
Drive in the Town of Reading, Massachusetts. The meeting was called to order with the
Chairman, Mr.McIsaac, presiding. Those members present and forming a quorum were:
Mr. Reynolds, and Mr. Allen. The Executive Director, Ms. Plansky, was also in attendance.
Minutes
Upon a motion duly made by Mr. Allen and seconded by Mr. Reynolds, it was unanimously
VOTED: To approve and accept for the record the minutes of the meeting of July 18, 1994,
presented.
The Chairman then declared said motion carried and said vote in effect.
Upon a motion duly made by Mr. Allen and seconded by Mr. Reynolds, it was unanimously
VOTED: To approve and accept for the record the minutes of the meeting of September 9, 1
as presented.
Upon a motion duly made by Mr. Allen and seconded by Mr. Reynolds, it was unanimously
VOTED: To approve and accept for the record the minutes of the meeting of September 26,
1994, as presented.
The Chairman then declared said motion carried and said vote in effect.
The Executive Director reported that the Administrative Assistant, Ann Tello, has resigned lh
position effective November 4, 1994. Ms. Tello will be going to work for a firm in Boston.
Director will advertise the position and hire temporary help to cover. Ms. Sutherland, the
Administrative Aide, has volunteered to work extra hours in the interim.
Finances
Upon a motion duly made by Mr. Allen and seconded by Mr. Reynolds, it was unanimously
VOTED: To approve and sign the checkroll/billroll for the period from check #1768 -1816
payroll checks #449 -471, as presented.

The Board reviewed the proposals received for the performance of the Single Audit for the
Authority. Upon a motion duly made by Mr. Allen and seconded by Mr. Reynolds, it was
unanimously
VOTED: To award the Contract for Single Audit for Fiscal Year 1994 to Sandra Wrona, CP,
Longmeadow, Massachusetts in the amount of $2400.00 for all programs of the Authority. T
award was made based on the most points scored as outlined in the Request for Proposals. T7
Executive Director was authorized to sign the contract and notify the firm.

667 DEVELOPMENT: The Authority has completed the rent reviews for the Frank D.
Drive (667) development. There will be a decrease of $41 per month based on the latest
recalculation.

SCHOOLHOUSE: Mr. Allen reported on the meeting for Trustees and Unit Owners, which was
held on September 15, 1994. To date most of the work on the roof, skylights, foundation, an
drainage has been completed although it is a bit behind schedule. All work should be completed
by November 1, 1994. There was a slight overrun in the work: budgeted at $204,000; work
completed at $211,000. The overrun will be covered by the contingency /management fees.
There was also considerable discussion on the trash problem. The management company will be
petitioning the Reading Zoning Board of Appeals from relief of their decision and ask that a
dumpster be allowed to be placed outside. Mr. Allen requested that the management company
consider and perform the options requested from them by CPDC before making the appeal. Mr.
Allen felt that fireproofing the room and putting the large plastic wheeled barrels similar to th se
at the RHA would cost between $3000 -4000 and should be considered.
The attorney for the 93A appeal, Robert Sherman from Hutchins, Wheeler in Boston has as
for an expedited hearing of the complaint. There is a jury trial scheduled for January 25, IS
with a pre -trial hearing scheduled for January 18, 1995. There is evidence that the Limited
Partnership knew of the roof problems from Fafard roofer in January 1993. Units sold in
February-March 1993. The claims are being made against Limited Partnership, RAS
Management Company and Trustees individually. The insurance company for the Trustees
accepted the claim. Under a 93A claim, the judge decides the case; the jury assesses the lia
Legal fees will be paid under a 93A claim.
BEAR HILL: The Board discussed the status of the Bear Hill development agreement 1
the Authority and the Bear Hill Limited Partnership. Upon a motion duly made by Mr.
and seconded by Mr. Reynolds, it was unanimously
VOTED: To require that all "affordable units" be refurbished to like kind and condition of those
units offered at full retail, including any rehab work.

GREENHOUSE LINKAGE: The Board reviewed the facsimile transmittal from Mr. McN
dated October 19, 1994.
Upon a motion duly made by Mr. Allen and seconded by Mr. Reynolds, it was unanimously
VOTED: To authorize the releae of nine (9) Certificates of Occupancy upon transfer of the
property to the Reading Housing Authority and upon completion of the main structural work
other work to bring the property up to all prevailing codes. It is further agreed that the entire
work list will be completed within 60 days or no later than December 20, 1994. The current
Owner (Locus) will provide a Certificate of Insurance to the Authority to cover all liability fc
any claim that could be made by his workmen, who will be completing work on the property
after transfer has been made. The remaining eighteen (18) Certificates of Occupancy will be
released upon completion of all work satisfactory to the Reading Housing Authority.
The Chairman then declared said motion carried and said vote in effect.
Upon the following roll call vote, the Board unanimously voted to go into Executive Se
the purpose of discussion of real estate matters, and to reconvene in regular session after
discussion of these matters:

The Board reconvened in regular session at 10:30 P.M.
Upon a motion duly made by Mr. Reynolds and seconded by Mr. Allen, it was unanimously
VOTED: To approve the following Fair Market Rents for the Section 8 Existing Program
effective October 1, 1994, as per HUD's schedule:

Upon a motion duly made by Mr. Reynolds and seconded by Mr. Allen, it was unanimously
VOTED: To appoint Mr. Allen and the Executive Director, Ms. Plansky, as the sub - commil
to formulate the proposal and perform all necessary work to acquire a multi - family building
under the Federal Home Loan Bank's Community Building Program, which has been awards
the Reading Housing Authority through the sponsorship of the Stoneham Cooperative Bank .

Computer Purchase
Upon a motion duly made by Mr. Reynolds and seconded by Mr. Allen, it was unanimously
VOTED: To approve the purchase of a new computer to replace the 386 that was damaged,
purchase not to exceed $3500 with all peripherals.
The Chairman then declared said motion carried and said vote in effect.
The Executive Director reviewed the changes to the Section 8 Program with the Board. With
changes, which take effect October 18,1994, the waiting list is no longer by bedroom size, but
date and time of application/priority and preference. This can affect the program as the contrz
authorized by HUD with the Authority cannot be exceeded. This will administratively and
financially impact the Authority as the applicants who have been on the waiting list the longer
are usually the larger bedroom units. The larger units require greater subsidy and the Authoril
will have to be sure that they have the budget authority to cover the cost of the lease -up perioc

all the certificates under contract because of the lack of money. The Authority earns a fee for

VOTED: To send a letter to Ann Tello expressing the gratitude of the Board for her
service and wishing her success in her future endeavors.

There being no further business before the Board, it was unanimously voted to adjourn until
next regular business meeting of the Board scheduled for November 7, 1994.

Here is the notice for the meeting at Schoolhouse. We
also had a leak from a toilet overflow which damaged a
ceiling/walls of downstairs neighbor. We are seeking to get
insurance coverage from condo insurance for this ..may be
denied because of tenant negligence.
Also, here is the letter that I sent to our architect for the
667 modernizationproject. He just called and informed
me that the construction company is bankrupt. The owner
had a stroke and is incoherent; bad development deals
were made and there is no money left in the com any. We
will try the shingle manufacturer to see if there is any
defect in the shingle; also we will try the performance bond
as well.
Thought you would like a copy of our Section 8 affirmative
action compliance letter. There is a lengthy report which
goes along with this and will be available at the Board
meeting. It is full of hypotheses tessting, census data,
statistical calculations, projection estimates, etc...;
something to curl up with on a cold winter night!
