HomeMy WebLinkAbout1993-12-27 Reading Housing Authority MinutesREADING HOUSING AUTHORITY Minutes of the Meeting of December 27, 1993 A regular business meeting of the members of the Reading Housing Authority was held on Monday, December 27, 1993 at 7:30 P.M. at the office of the Authority, 22 Frank D. Tanner Drive in th Townof Reading, Massachusetts. The meeting was called to orde by the Chairman, Mr. McIsaac. Those members present and formi g a quorum were: Mr. Sweet, Mr. Allen and Mr. Reynolds. The Ex cutive Director, Ms. Plansky, and the Authority's attorney, Mr. Greco, were also in attendance. Finances Upon a motion duly made by Mr. Allen and seconded by Mr. Reynolds, it was unanimously VOTED: To approve and sign the checkroll /billroll for the period from Check #1288 -1301 inclusive. The Chairman then declared said motion carried and said vote in effect. Insurance - 173 -177 Main Street Upon a motion duly made by Mr. Sweet and seconded by Mr. Reynolds, it was unanimously VOTED: To approve the acquisition for BOP policy for the newl: acquired property at 173 - 175 -177 Main Street, with a deductible of $500 and limits of $1M each occurence; $1M aggregate; $5000 medical any 1 person at a cost of $1118.00 per year. The Chairman then declared said motion carried and said vote in effect. Pearl Street School Reuse Upon a motion duly made by Mr. Sweet and seconded by Mr. Allen, it was unanimously VOTED: To send a letter to the Board of Selectmen stating the position of the Authority that according to the Town's Zoning By -laws, 10% of units at Pearl Street must be set -aside for low- income households in a manner satisfactory to the RHA; to include a financial analysis comparing 20% for GAFC low- income vs. 10% (7 units) for GAFC and 10% (6 units) for tenant -based Section 8; stating that the RHA proposal would insure access to Readin residents who would not otherwise qualify. The letter should gi also contain some suggestions for additional help from the Town, e.g. - continuation of Meals on Wheels for qualified residents; entertainment from local groups; assistance from the Hospital Trust Fund for ambulances, etc. This letter should also request a meeting with the Board of Selectmen at the next available me tin in order to discuss this matter further. Page 2 Minutes 12/27/93 As a -fall -back position, the Board will inform the public of the proposal so that the public can provide input and informati n to the Town as to the community needs. The Chairman then declared said motion carried and said vote in effect. Main Street - Greenhouse Linkaae Upon a motion duly made by Mr. Allen and seconded by Mr. Sweet, it was unanimously VOTED: To authorize the Executive Director, Margaret K. Plansk , to sign for the Reading Housing Authority, the mortgage in the amount of $125,000, to be held by the Reading Cooperative Bank for the property located at 173- 175 -177 Main Street, Reading, Massachusetts, and all closing documents associated, necessary and incidental thereto. The Chairman then declared said motion carried and said vote in effect. The Board will meet on Saturday, January 8, 1994 at 9:30 A.M. to walk - through the units. The Executive Director was request to invite the local newspapers, Town officials and Mr. McNeil. There being no further business before the Board, it was unanimously voted to adjourn at 9:15 P.M.
