HomeMy WebLinkAbout1993-12-13 Reading Housing Authority Minutes - Executive SessionREADING HOUSING AUTHORITY Minutes of the Meeting of Executive Session of December 13, 993 At 8:15 P.M., the Board members of the Reading Housing Author ty along with the Executive Director, Ms. Plansky, and the Autho ity's attorney, Mr. Greco, convened Executive Session in order to discuss the linkage provisions for the Pearl Street School reuse as an Assisted Living Facility. Mr. William Casper of Longwood Associates met with the Board to review the proposal presented to the To n. Mr. Casper gave .a brief overview of his experience working with subsidy programs along with his partner Mr. Ed Leavitt, who has operated nursing homes in Massachusetts for over 14 years. Their attorney, Mr. Howard Cohen, is working with the Town on the finalization of the P &S agreement. Mr. Casper reported that their development has made applicatic to MHFA for Official Action Status (OAS) on November 11, 1993. Construction is expected to commence in Fall 1994 and will be completed in about l year. As a private venture, the Longwooc Senior Assisted Living Facility would pay full taxes to the Tc There would be 65± units: 80% at market rate; 20% for low-inc( The facility would have 24 hour supervision ; call system for residents; monitoring of medications (not administering). Mr. Casper presented a profile of the average resident: - average age is 85 - usually frail but not needing nursing home care - average stay is 2� years - 20% of units would be for Medicaid qualified Group Adult Fo! Care applicants with qualifying incomes of $6600 or less - 80% of units would be market rate with prices of combinatioi packages of housing /services between $2000 -2700 - would require security deposit plus 1 months rent The Board inquired about the following: - demographics study to show feasibility /need for this type f in Reading - Layout of units - What elements of project are in place? still needed? - Who would be served? Alzheimers patients? AIDS patients? Pr for Reading residents? - What would happen if facility ran into financial difficulty - Expected lease -up schedule for full tenancy of facility - When market rate tenants run out of money, what happens to their tenancy? - Would they service disabled as well as elderly? - What monitoring would be done of facility? by whom? Mr. Casper answered some of the questions, but was not able t answer specifics as to tenant selection, etc. Mr. Casper did state that MHFA does an annual inspection; annual audit and a n n.. e. ter cility f erence Page 2 Exec. If foreclosure happened, MHFA woul contract with third party manager. -The MHFA agreement is for 15± years and Mr. Casper did not have any plans for after pay- off of the mortgage with MHFA. Tenants who could not afford to pay would have to have assistance from family or find alter ative placement. The Board was concerned that the two populations proposed to be served did not include the income range of $6600- $15,000, which is the majority of low- income elderly households which are being served by RHA's housing stock. Only 2 people under $6600 at Tannerville would qualify for this facility. Mr. Casper thanked the Board for their time and promised to report back to the Authority at a later date. The Chairman and Executive Director will meet with the Board of Selectmen on Tuesday, December 14, 1993 to discuss the proposal before the signing of the P &S with Longwood. There being no further business in Executive Session, the Boar unanimously voted to return to regular session at 10:15 P.M. Respectfully submitted, O Marg et K. The Executive Director reported on the meeting with the Reading Housing Partnership and a cooperative venture in working with public - private partnerships for both entities. Executive Session - Pearl Street School At 8:15 P.M. and upon a roll call vote, the Board voted to go into Executive Session for the purpose of real estate negotiations and to return to regular session after conclusion of these negotiations, by the following vote: Mr. Sweet - aye Mr. Reynolds aye Mr. Allen - aye Ms. Galvin - aye Mr. McIsaac - absent At 10:15 P.M. the Board resumed their regular business meeting. Personnel Policy The Board voted to defer any discussion or action on this matter until a subsequent meeting. FSS Annual Report of Proqram Coordinator Upon a motion duly made by Mr. Reynolds and seconded by Mr. Allen, it was unanimously VOTED: To accept for the record the Annual Report of the Program Coordinator for the North Shore Family Self- Sufficiency Consortium, as presented. The Chairman then declared said motion carried and said vote in effect. Change in Section 8 Administrative Plan for opening/Closing opening/Closing of Lists Upon a motion duly made by Mr. Reynolds and seconded by Ms. Galvin, it was unanimously VOTED: To approve the changes to the Section 8 Administrative Plan by adding the following language to Section 2 "Completion of Applications, Determination of Eligibility, and Family Selection ". After the second paragraph that ends with "in person at the RHA office." to add the following paragraphs: Page 4 Minutes 12/13/93 "The RHA will suspend the taking of applications if the waiting list is such that additional applicants would not be able to receive a Certificate of Family Participation or Voucher within 12 months. The RHA may reopen the waiting list only after it has publicly', announced when it is going to resume taking applications. Upon reopening a closed waiting list, and upon the determination of the Executive Director that a large volume of applicants might apply, the RHA may take new applications for a specified period of time and then establish a new waiting list by ordering the applications through a random selection lottery rather than by date and time of application. The lottery to assign a permanent control number will be conducted in public. All applicants will be notified of the lottery at the time the application is completed." The Chairman then declared said motion carried and said vote in effect.
