Minutes of the Meeting of November 8,1993
A regular business meeting of the members of the Reading Housing
Authority was held on Monday, November 8, 1993 at 7:30 P.M.
at the office of the Authority, 22 Frank D. Tanner Drive in the
Town of Reading, Massachusetts. The meeting was called to order
at 7:30 P.M. with the Acting Chairman, Mr. Reynolds, presiding.
Those members present and forming a quorum were: Ms. Galvin and
Mr. Allen. The Executive Director, Ms. Plansky, was also in
attendance. Mr. McIsaac and Mr. Sweet were present subsequent
to the opening of the meeting.
Minutes
Upon a motion duly made by Mr. Allen and seconded by Ms. Galvin,
it was unanimously
VOTED: To approve and accept for the record the minutes of the
meeting of October 4, 1993, as presented.
The Chairman then declared said motion carried and said vote
in effect.
Finances
The Board reviewed the checkroll /billroll and landlord payroll
for the period as presented.
Upon a motion duly made by Mr. Allen and seconded by Ms. Galvin,
it was unanimously
VOTED: To approve and sign the checkroll /billroll for the perio,
from check #1214 -1247; and payroll check #100 -124, inclusively.
The Chairman then declared said motion carried and said vote
in effect.
Report of Programs
The Executive Director reviewed the financial reports as prepare
by Fenton, Ewald and Associates for the period ending October
31, 1993 with the Board members. The Director reported that
FY 194 has 53 week pay periods; one of these weeks will be readjusted
to accurately reflect the salaries for this fiscal year.
Loan Agreement - Reading Cooperative Bank: Locus Property
The Board reviewed the loan agreement from the bank for the pro
erty
at 173- 175 -177 Main Street.
Upon a motion duly made by Mr. Allen and seconded by Ms. Galvin,
it was unanimously
VOTED: To approve and authorize the Chairman or Executive Dire

the property at 173 - 175 -177 Main Street, Reading in the amount
of $125,000.00; with passing to be no later than January 31,
1994.
The Chairman then declared said motion carried and said vote
in effect.
Section 8 Cost Amendment
Upon a motion duly made by Ms. Galvin and seconded by Mr. Allen,
it was unanimously
VOTED: To approve and authorize the Chairman to sign the Cost
Amendment (MA 06 -E075 -907) in the amount of $84,000.00 for the
Section. 8 Existing Program.
The Chairman then declared said motion carried and said vote
in effect.
Linkage - Bear Hill Proposal
The Board directed the Executive Director to draft a letter to
Town Meeting regarding the provisions of the P &S Agreement betw
the Town and Dolben Properties for the Bear Hill development.
Matters discussed included:
- support for passage of the articles at Town Meeting;
- caution as to what the developers are proposing for linkage
units
ask for a meeting with the Board of Selectmen to discuss the
concerns of the Authority
- question of conflict between linkage provisons in P &S vs.
Zoning By -law
- tone of Dolben letter to the Authority
Linkage Units - Main Street /Greenhouse Development

The Executive Director reported on the progress and proposed
construction schedule for the Main Street property. Before initial
lease -up of the units there will be assumed costs: refrigerators
shades; maintenance costs, etc. Work by Locus should be complet d
by December 22, 1993 and the inspection will take place before
passing of papers on December 29, 1993.
Personnel Policy
The Director distributed copies of the new Personnel Policy from
the consultant Andrew Daniels for their review and recommendatio s
at the next Board meeting.

Section 8 - HUD Rulings
The new HUD ruling challenge local preference where it may have
a discriminatory effect on non - resident minorities. The Board
should be aware that Mass. General Laws, Chapter 121B, provides
for local preference in selection. More will be forthcoming
from Mass. NAHRO, HUD, and other agencies in this regard.
Mixed Populations in 667 Developments
The problems with mixed populations in elderly /handicapped developments
are becoming more serious and more noticeable. Senator Tisei
and Sen. Buell support a 10% cap on non - elderly in 667 developments;
the Governor vetoed that section of the budget that provided
this cap. A vote is expected in early Spring 1994 on this matter.
Representative Krekorian never commited and probably will resign
before the vote.
Portabilitv of Section 8 Certificates
The former mobility program allowed only 20% of an Authority's
program will be allowed to be mobile; HUD had ruled on requiring
• one year residency in the Town from which a person received
• certificate; changes in the FSS program do not require residency
if an acceptable FSS program can be found in another community.
All these rulings have a dramatic impact on the financial stability
of an authority as the administrative fees earned from the certificates
and vouchers are divided with the hosting community. Finances
can be dramatically impacted with the numbers of people moving
from a community. Reading has had its list closed since October
1990 and does not have many Reading residents on its list. Those
being issued certificates or vouchers now seem to move into other
communities. Authorities are beginning to reassess the administrative
fee split, currently 20:80% betweening issuing:hosting authorities
to see if a different ratio would help Authorities to manage
their programs financially.
Reopen Section 8 Waiting List
The Director reviewed the need to reopen the Section 8 waiting
list. A number of surrounding communities will be opening at
the same time and this should help to alleviate the problem of
being the only waiting list open and every housing advocacy gro
and shelter waiting on your doorstep for the scheduled opening.
A lottery for placement on the waiting list is proposed for the
new opening and all ads will contain the specifics.
There being no further business before the Board, it was unanim *sly
voted to adjourn at 10:00 P.M. until the next Board meeting sch duled
for December 13, 1993 at 7:30 P.M.
