Minutes of the Meeting of October 4, 1993
A regular business meeting of the Reading Housing Authority was held
on Monday, October 4, 1993 at the office of the Authority, 22 Frank
D. Tanner Drive in the Town of Reading, Massachusetts. The meeting
was called to order at 7:30 P.M. with the Chairman, Mr. McIsa c,
presiding. Those members present and forming a quorum were:
Mr. Reynolds, Mr. Allen and Ms. Galvin. The Executive Directo ,
Ms. Plansky, was also in attendance.
Minutes
Upon a motion duly made by Ms. Galvin and seconded by mr. Allen,
it was unanimously
VOTED: To approve for the record the minutes of the Meeting of
September 13, 1993, as presented.
The Chairman then declared said motion carried and said vote in effect.
Finances
The Board reviewed the checkroll /billroll for the period. Upon a
motion duly made by Mr. Allen and seconded by Mr. Reynolds, it was
unanimously
VOTED: To approve and sign the checkroll /billrolll for the period
from check #1159 -1213 inclusive as well as the landlord payro 1
for the period, as presented.
The Chairman then declared said motion carried and said vote in effect.
Case Manager - FSS - The Executive Director recommended the appointment
of a Case Manager, Ann Robinson, at $10 per hour for a maximum of
$7000 for the year of FY 194.
Upoon a motion duly made by Ms. Galvin and seconded by Mr. Reynolds,
it was unanimously
VOTED: To approve the appointment of Ann Robinson, Case Manager
for FSS clients, at a rate of $10 per hour, not to exceed $700C for
FY '94, to be paid from Section 8 funds.
The Chairman then declared said motion carried and said vote ir effect.
Accounting Contract - The Board reviewed the accounting contract
for the State and Federal programs for FY 194 from Fenton, Ewa d
and Associates.
Upon a motion duly made by Mr. Reynolds and seconded by Mr. Allen,
it was unanimously
VOTED: To approve and sign the Accounting Contract with Fenton,
Ewald and Associates in the amount of $3480 per year for the 6�7,
705 -1 and 705 -2 Programs, Program #40001; $1200 per year for the
689 Program; and $360 per year for the MRVP Program; for the State
Budgets, as presented for the period from July 1, 1993 through'June 30,
1994.

Upon a motion duly made by Mr. Reynolds and seconded by Mr. Alen,
it was unanimously
VOTED: To approve and sign the Accounting Contract with Fento ,
Ewald and Associates in the amount of $3600 per year for the
Section 8 and FSS Voucher programs; and $300 per year for the
Section 8 Tenant -based programs for the period from July 1, 1993
through June 30, 1994.
The Chairman then declared said motion carried and said vote in effect.
Single Audit Proposals
The Board reviewed the Single Audit proposals received. Upon motion
duly made by Mr. Reynolds and seconded by Mr. Allen, it was un nimiously
VOTED: To award the Single Audit for the books of the Reading Housing
Authority to Sandra Wrona, CPA for the fiscal year 1993. The total
cost of the audit is $2100 for all programs: $800 for Federal portion
and $1300 for State portion, contingent upon approval from EOC .
The Chairman then declared said motion carried and said vote in effect.
Linkage - Greenhouse Development
The Board reviewed the revisions to the agreement for the link ge
units. Upon a motion duly made by Mr. Reynolds and seconded b

VOTED: To authorize the Executive Director to extend the time for
passing of papers on the Summer Avenue property until December 29,
1993, with all work to be completed no later than December 22, 1993;
To impose a fine of $100 each day that the work is not completed;
To impose a fine of $100 each day that the passing is delayed; To
retain all rights to seek monetary damages in these instances; To
obtain all plans and warranties for the builing and contents.
To authorize the Chairman or Executive Director to sign and sell
the Purchase and Seals Agreement and Addendum for the property located
at 173- 175 -177 Main Street in the Town of Reading.
The Chairman then declared said motion carried and said vote inl effect.
