Minutes of the Meeting of August 12, 1993
A regular business meeting of the members of the Reading Housing
Authority was held on Thursday, August 12, 1993 at 7 :30 P.M.
at the office of the Authority, 22 Frank D. Tanner Drive in
the Town of Reading, Massachusetts. The meeting was called
to order at 7:30 P.M. with the Chairman, Mr. McIsaac, presidin
Those members present and forming a quorum were: Mr. Reynolds
and Mr. Sweet. The Executive Director, Ms. Plansky, was also
in attendance.

Upon a motion duly made by Mr. Reynolds and seconded by Mr.
Sweet, it was unanimously
VOTED: To approve and accept for the record the minutes of
the Meeting of July 12, 1993, as presented.
The Chairman then declared said motion carried and said vote
in effect.

The Board reviewed the checkroll /billroll and landlord payroll
for the period as presented.
Upon a motion duly made by Mr. Sweet and seconded by Mr. McIsa c,
it was unanimously
VOTED: To approve and sign the checkroll /billroll for the
period from check #992 -1052 as presented.
The Chairman then declared said motion carried and said vote
in effect.
FSS Case Management
The Executive Director reported to the Board that the Returned
Peace Corps worker most probably will not be on board before
the end of FY 194. Ms. Plansky requested that the Board consider
hiring a Case Manager to help with the FSS program until such
time as the Peace Corps worker could be assigned to Reading.
Upon a motion duly made by Mr. Sweet and seconded by Mr. Reyno ds,
it was unanimously
VOTED: To approve the expenditure from Section 8 funds for
a Case Manager to work with the FSS applicants /tenants for
FY '94.
The Chairman then declared said motion carried and said vote
in effect.

Pearl Street School - Building Reuse
Mr. Reynolds reported on the favorable report given by the
Reuse Committee for the Pearl Street School. The developer
is now in negotiations with the Board of Selectmen to work
out the final details.
Bear Hill - Linkage
The Board reviewed the progress to date on the Bear Hill negotiations
with the Board of Selectmen and Dolben. The 10% affordable
requirement approved by the Reading Housing Authority is part
of the PRD requirement. Dolben is currently proposing "first
time homebuyers" program for the affordable housing requirement.
The Board discussed their mandate to provide additional low -
income housing within the Town and the linkage requirement
associated witht he Bear Hill development.
Greenhouse Acres - Linkage
The Executive Director reported that the scheduled closing
for the linkage associated with Greenhouse Acres on September 1
1993, is midway during her vacation. The Board agreed to
allow the passing to be postponed to no later than November 8,
1993. The Purchase and Sales agreement should be signed by
the end of September to insure that all the details are correct
worked out before the Director's vacation.

All Board members were asked to set aside these dates in their
planning calendars and to let the Executive Director know
of any conflicts prior to the scheduled meeting.
There being no further business before the Board, it was unanimously
voted to adjourn at 9:30 P.M.
