Minutes of the Meeting of March 13. 1995
A regular business meeting of the members of the Reading Housing Authority was held on
Monday, March 13, 1995 at the office of the Authority, 22 Frank D. Tanner Drive in the Tc
Reading, Massachusetts. The meeting was called to order by the Chairman, Mr. McIsaac,
presiding. Those members present and forming a quorum were: Mr. Sweet, Mr. Reynolds
Mr. Allen. The Executive Director, Ms. Plansky, was also in attendance.
Upon a motion duly made by Mr. Allen and seconded by Mr. Reynolds, it was unanimously
VOTED: To accept and approve for the record the minutes of the Meeting of February 22, 1
as presented.
The Chairman then declared said motion carried and said vote in effect.
Upon a motion duly made by Mr. Allen and seconded by Mr. Reynolds, it was unanimously
VOTED: To approve and sign the checkroll/billroll for the period from check #2051 -2091, as
presented.
The Chairman then declared said motion carried and said vote in effect.
Upon a motion duly made by Mr. Sweet and seconded by Mr. Reynolds, it was unanimously
VOTED: To authorize the Executive Director to enter into a contract with Gray's of Melrose
three new digital counter washers and dryers to be installed at Frank D. Tanner Drive and to
approve the Contract Addendum which retains the commission split at 40% for the Authority
60% for Gray's.
The Chairman then declared said motion carried and said vote in effect.
VOTED: To approve an increase in the full -time maintenance position from 37.5 hours to 40
hours per week.
The Chairman then declared said motion carried and said vote in effect.
Upon a motion duly made by Mr. Sweet and seconded by Mr. Allen, it was unanimously
VOTED: To approve the following payment schedule for maintenance personnel when
the beeper for emergency response calls:
Monday through Friday - $ 5 per night
Saturday and Sunday - $20 per day

The Board discussed the position that they would take regarding the inclusion of elders earnir.
over $6900 who would not qualify for the Assisted Living Facility "affordable" units. The Bo
discussed the statistics that were presented by the Town Manager stating that there were 183
elderly persons earning $6900 or less within the community. Mr. Allen promised to research 1
validity of these statistics. The Executive Director reported that these statistics are not accurat
and are self - reported earnings. The only verifiable income statistics are done by the 3 elderly
housing developments in Town. In speaking with Cedar Glen, they have 0 clients who would
qualify by income; Peter Sanborn stated that they could not disclose this information but wou'
not guess more than 2 persons who would qualify; and Tanner Drive has only 2 persons who
would qualify by income - for a total of 5 persons with incomes of $6900 or less. It would be
difficult to see where another 176 persons with incomes of $6900 would be within the
community.
The Board took a sense of their standing on the issue of whether to take legal action to decide
issue of providing 10% affordable housing in a manner acceptable to the Reading Housing
Authority. The sense of the Board was that they would move forward through the Courts.
-Ms. Plansky was requested to forward confirmation that the Authority would meet with the
Selectmen to discuss housing issues on March 14, 1995 at the regular Board of Selectmen's
meeting.
There being no further business before the Board, it was unanimously voted to adjourn at
10:10 P.M.
