HomeMy WebLinkAbout2003-03-10 Reading Housing Authority MinutesREADING HOUSING AUTHORITY MINUTES OF THE REGULAR BOARD MEETING March 10 2003 A regular business meeting of the Reading Housing Authority was held on Monday, March 10, 2003 at 7:00 P.M at the office of the Reading Housing Authority the town of Reading, Mass. The meeting was called to order at 7:00 P.M. with the Chair, Karen Flammia, presiding. Those members present and forming a quorum were Mary Connors, Tim Kelley, Don Allen, and John Coote as well as the Secretary/Executive Director, Lyn Whyte. Finances Move Tim Second Don Vote 5 -0 02 -080 VOTED: To approve and sign the checkroll/billroll for the period for Accounts Payable Cl #7483 -7535, Payroll Check Summary as presented for February 2003 ; Section 8 Voucher Program, 8. 8294, as presented. 10, 94- Lock -out Fee Move Mary Second Don Vote 5 -0 02 -081 VOTED: To implement changes in RHA policy regarding "Fees and Charges" to residents for additional services: Effective April 1, 2003, a charge of $25 for after -hour lockouts will be assessed to tenant. Effective April 1, 2003, charge of $30 /per hour for all personnel involved with resolution of problem. Real Estate Matter: - Discussion continued on development of 75 Pleasant Stmt. We were advised by John Coote to eliminate the application process for a variance. He felt strongly that it would be denied. Our alternative comprehensive permit. Upon discussion, Executive Director will in the upcoming weeks, 1. pick up a Stop comprehensive permit application. 2. Contact Otte & Dwyer to do a survey of property with utilities, 3 by Reading Engineers office to compile available information for that location, 4. Speak with pros ctive architects, and 5. Contact John Greco regarding his availability on this project. Personnel Matters: - None Report of Programs: - Vacancy Report- All units in all programs fully leased as stated in reports presented. - Sec 8 Report- No report provided - FSS Report — No report provided. in present FY pricing and avoid a possible 8 -10% increase. It was agreed that since the Board had approved of the initial purchase of a truck in FY04 budget presentation, that issuance of a purchase order would be acceptable. - Proposed landscaping design to alleviate sharp incline in sidewalk area was presented. The cost remains under $5000 and can be started before this fiscal year end. Additional landscaping will be done that location over the next fiscal year. All were supportive of this approach to expenditures of our reserves for this purpose. - Expansion of rear of administration building is underway. The Town DPW has been working with us to reduce cost burden. RHA will use this additional space for parking of staff and outside se ices personnel. The Town has offered to bring area to grade and provide some gravel. RHA will incur the expense of resurfacing that area. Tom Stapleton is working on getting proposed costs for asphalt. - Middlesex Sheriffs Dept. is on location 4/7 -4/18 for spring clean -up. RHA as a courtesy notified local police department, town managers office and school office. - Paperwork will be submitted by RHA for possible FEMA/MEMA reimbursement for snowstorm of 2/17/03. - New HUD filing requirements effective 4/09/03. Initially, these reports have been filed on our beh It by our accountants, Fenton, Ewald & Associates on 4/04/03. Future filing will be done within the office. - RTTA has been notified of annual meeting for Gazebo Way property -owners on April 30, 2003.
