HomeMy WebLinkAbout2003-04-07 Reading Housing Authority MinutesREADING HOUSING AUTHORITY MINUTES OF THE REGULAR BOARD MEETING, April 7, 2003 A regular business meeting of the Reading Housing Authority was held on Monday, April 7, 2003 at :00 P.M at the office of the Reading Housing Authority the town of Reading, Mass. The meeting was called to order at 7:00 P.M. with the Chair, Karen Flammia, presiding. Those members present and forming a quorum were Mary Connors, Tim Kelley, Don Allen, and John Coote as well as the Secretary/Execut ve Director, Lyn Whyte. Minutes Move Mary Second Don Vote 5 -0 02 -086 VOTED: To accept for the record the Minutes of the Regular Business Meeting of March 10, 2003, as presented. Finances Move Tim Second Don Vote 5-0 02 -087 VOTED: To approve and sign the checkroll/billroll for the period for Accounts Payable Check #7536 -7596, Payroll Check Summary as presented for March 2003 ; Section 8 Voucher Program, 295- 8391, as presented. Sec 8 Admin. Plan Update Move Tim Second Don Vote 5 -0 02 -088 VOTED: To approve the Section 8 Administration Plan for the Reading Housing as presented. HUD Annual Agency Plan Update Move Tim Second Don Vote 5-0 02 -089 VOTED: To approve the RHA Agency Plan Update as presented for submission to DLI Rate Change Move Don Second Tim Vote 5-0 02 -090 VOTED: To accept and approve the minimum wage rates as presented by Comm. Of MA, DLI effective 04 /01/03 for General Maintenance @ $17.94 base rate and Maintenance Man I @ $16.72 base rate. To open 705 Wait List Move Don Second Mary Vote 5-0 02 -091 VOTED: To approve the opening of the Chapter 705 family state wait lists for 2 -BR, -BR & 4 -BR units on April 28, 2003 and the re- closing of these lists on April 29,2003, subject to DHCD approval. Purchase: Pierce Street Move Don Second Tim Vote 5-0 02 -092 VOTED: To authorize Executive Director to enter into agreement to purchase Pierce Street condominium at a price not to exceed $170,000, obtain financing and engage legal counsel to record proper deed restrictions in regard to this affordable unit. Operating Reserve Expenditure Move Don Second Mary Vote 5-0 02 -093 VOTED: To authorize Executive Director to expend $25,000 from RHA -Owned Ope ating Reserve for the sole purpose of purchasing an affordable unit at Pierce Street development. Masshank Grant Expenditure Move Don Second Tim Vote 5-0 02 -094 VOTED: To authorize Executive Director to expend $10,000 Massbank G rant for th sole purpose of purchasing an affordable unit at Pierce Street development.
