MINUTES OF THE REGULAR BOARD MEETING, June 2, 2003
A regular business meeting of the Reading Housing Authority was held on Monday, June 2, 2003 at
P.M at the office of the Reading Housing Authority the town of Reading, Mass. The meeting was r
to order at 7:10 P.M. with the Chair, Karen Flammia, presiding. Those members present and form
quorum were Mary Connors, Tim Kelley, Don Allen, and John Coote as well as the Secretary/Execi
Director, Lyn Whyte.
Minutes Move Tim Second Don Vote 5-0
02 -101 VOTED: To accept for the record the Minutes of the Regular Business Meeting of Ma 05,
2003 as presented.
Finances Move Tim Second Don Vote 5-0
02 -102 VOTED: To approve and sign the checkroll/billroll for the period for Accounts
Check #7650 -7698 Payroll Summary as presented for May 2003. Section 8 Voucher I
8486 -8578, as presented.
Roof replacement Move Don Second Mary Vote 5 -0
02 -103 VOTED: To approve the contract for the repair of Bldg. 29 roof, gutters and ancillary
at Frank D. Tanner Drive not to exceed $6000.
705 Site Improvements Move Tim Second Mary Vote 5-0
02 -104 VOTED: To approve the contract for site improvements at Oakland/Waverly
not to exceed $5000.
Pet Waiver- 667 Development Move Don Second John Vote 5-0
02 -105 VOTED: To approve and authorize the tenant at #4 -'7 to have a cat in accordance with the
rules for Pet Ownership promulgated by DHCD and the Reading Housing Authority Pet Policy after
assurance that all conditions for pet ownership are in place.
Real Estate Matter: aM
- Meeting with Town Planner and Town Mgr. was postponed until Thursday, June 5�' at 10:00
It has been suggested by Chris Reilly that a LIP would be the easiest process to follow regarding
the future development of 75 Pleasant St. Town Mgr. also mentioned to Ex. Director that there is
approximately $150K in the Trust Fund which night be able to be used for such a project.
- Roberto Landscaping ordered a catalpa tree but it arrived in poor condition. Our landscaper would
not accept it, therefore, another tree has been order by nursery. It is not yet in.
- Pierce Street property passing is expected to take place by the 15'h of June. An applicant has been
selected to tenant that location, however, final paperwork will not take place til we have
ownership
Wilson Street DEP conditions are still being worked on by Medford Engineering. Ex. Directa r did
provide Reading Conservation Office with update.
Personnel Matters:
- The resignation of Debra Connors was discussed. Last day of employ will be Friday, June 6, 2003.
- Hiring procedures for a State Occupancy Coordinator was discussed. A temporary replacement ill be
used to fill in until such time as a permanent appointment can be made.
Report of Programs:
- Vacancy Report- All units in the 667 elderly program is fully leased. A two bedroom unit located
Pleasant Street has been vacant since March 31 ". RHA initially exhausted the wait fist and h
reopen that list in April. It is expected to fill that unit by mid May.

New Business:
- An update on the results of the 705 state family wait list opening was provided to Board. There were
thirty five applicants who participated in lottery. Eight were Reading residents. Six are minority status.
Seventeen requested a 2 BR unit, 16 for a 3 BR unit, 1 for a 4BR unit and 1 will not qualify.
- MNAHRO 2003 scholarship award was presented to Reading program participant, Lori Smith.
- Budget revision for 400 -1 State program was presented by Executive Director for approval. Additional
work has been scheduled for roofs /senior development, paving at rear of administration offices, fencing,
site improvements at Oakland/Waverly location and other miscellaneous work which was previously
completed during current fiscal year.
