HomeMy WebLinkAbout2003-08-11 Reading Housing Authority MinutesREADING HOUSING AUTHORITY MINUTES OF THE REGULAR BOARD MEETING August 11, 2003 A regular business meeting of the Reading Housing Authority was held on Monday, August 11, 2003 at 7:00 P.M at the office of the Reading Housing Authority the town of Reading, Mass. The meeting was called to order at 7:00 P.M. with the Chair, Mary Connors, presiding. Those members present and forming a quorum were Karen Flammia, Don Allen, and John Coote as well as the Secretary/Executive, Director, Lyn Whyte. Minutes Move Don Second Karen Vote 4 -0 02 -118 VOTED: To accept for the record the Minutes of the Regular Business Meeting of July 7, 20031, as presented. Finances Move Don Second Karen Vote 4 -0 02 -119 VOTED: To approve and sign the checkrollibillroll for the period for Accounts Payable Check #7796 -7874, Payroll Check Summary as presented for July 2003 ; Section 8 Voucher Program, 8674- 8766, as presented. FSS Escrow Disbursement Move Don Second John Vote 4 -0 02 -120 VOTED: To approve the disbursement of $995.81 as FSS escrow for an RHA participant who successfully completed her FSS program. Real Estate Matter: - Main/Summer: Mr. Clark spoke with Executive Director to confirm that it was not necessary to replace the cigar tree which had been trimmed last fall. It is growing very well. - Pierce Street property, Unit 13: Executive Director signed an extension on P &S agreement to reflect a September 1, 2003 passing date. The conveyance of property has been delayed as a result he of continued contractor and Town negotiations. Upon speaking with contractor, Gerald Weld, he confirms that all issues should be resolved before end of August. - Executive Director, Lyn Whyte, updated the board members on the results of the refinancing of all mortgages presently held by Reading Cooperative Bank. The four existing mortgages were all refinanced through a modification program offered by the bank. The process took less than forty eight hours and new mortgage rates were put into effect by mid to late August on all a ting mortgages. A discussion also took place in regard to the mortgage presently held by Massbank on the 75 Pleasant Street property. It was decided that RHA will seek new financing for this property through the Reading Cooperative Bank in order st receive ew°th the mRHAsonits proposed Cooperative Bank has also expressed a keen inter g development of that particular property in the near future. Continued discussion took place on the 75 Pleasant Street projected development. The RHA will be appearing before the Reading Board of Selectmen on Tuesday, August 19`h. Executive Director reviewed her opening statement to the Board with minor changes suggested. Don Allen then presented a financial view of the proposed development with minor changes being made to projected bedroom sizes. John Coote then presented his proposed design of development for R14A board members to review. All were in agreement that this design suits the property well and we look forward to the presentation to board. Personnel Matters: - None Report of Programs: FSS Report — No report provided. Resident Service Coordinator- Written report submitted by Lynne Michaud. New Business: - New utility allowance schedule for federal programs has been completed and is to become effective September 1, 2003 for use in determining rent for Section 8 participants. A discussion ensued on how this schedule comes about. An outside firm who works along with HUD is contracted out by RHA to analyze data submitted to them by the RHA office as well as the local utility companies on a yearly basis. The results provide this agency with an average cost of utilities for program participants residing in the town of Reading and are used to offset a families anticipated rent portion. - Elderly recertification completed by RHA for effective date of 10/01/03. New mandatory regulatory changes also took place at this time which resulted in an average increase of $10 per month in rent.' - Family interim recertification done for effective date of 10/01/03 as a result of mandatory regulatory changes. Rental increases was seen by all families housed in our state developments as a result o these legislative changes. Rent is calculated using 27% of adjusted gross income; an increase of 2 %.
