HomeMy WebLinkAbout2004-11-01 Reading Housing Authority MinutesREADING HOUSING AUTHORITY MINUTES OF THE REGULAR BOARD MEETING, November 1, 2004 A regular business meeting of the Reading Housing Authority was held on Monday, November 1, 2004 at 7:00 P.M at the office of the Reading Housing Authority the town of Reading, Mass. The meeting was called to order at 7:05 P.M. with the Chair, John Coote, presiding. Those members present and foaming a quorum were Karen Flammia, Diane Cohen, Tim Kelley, and Mary Connors as well as the Secretary/Executive Director, Lyn Whyte. Minutes Move Tim Second Karen Vote 5 -0 02 -188 VOTED: To accept for the record the Minutes of the Regular Business Meeting of October 4, 2004, as presented. Finances Move Tim Second Mary Vote 5 -0 02 -189 VOTED: To approve and sign the checkroll/billroll for the period for Accounts Payable #8821 -8861, Payroll Check Summary as presented for October 2004 ; Section 8 Voucher Pc 10131- 10219, as presented. Real Estate Matter: - 75 Pleasant St: DHCD Designer Selection Committee met on October 20, 2004 to review bids for architectural services for this project. Brown Lindquist Fenuccio & Raber Architects, Inc from Yarmouthport, MA have been selected for this project. A meeting with the Town Manager has been scheduled to discuss the formal LIP process and transfer of land. It is our hope to coordinate each aspect of project to move it along as quickly as possible. Executive Director also met with Reading Cooperative Bank on October 26h regarding the funding for this project. They were provided with a copy of RFS and the architectural firm selected for this overall project. Although apprais4s of property are not being made at this time, it will be in RHA best interest to deed each new! unit separately in order to better leverage funding needs as the project progresses. Estimated appraised value is expected to be $1.5 Mil versus $850,000 to $900,000 project cost which gives us 40% e4uity. Personnel Matters: - None Report of Programs: - Vacancy Report- All units in all programs fully leased as stated in reports presented. - Sec 8 Report- No report provided - FSS Report — No report provided. - Resident Service Coordinator- Current Tannerville Newsletter provided with up to date New Business: - State audit for FYE 06/04 is underway at this time. The audit began on 10/26/04 and is expected to be completed by year end. - Roof bid for 667 development has been advertised at an expected cost of $60,000. These fund s are to come out of operating reserve funds. A site walk - through for potential contractors is scheduled for November 90'@ 10:00am. Bid opening is scheduled for 2:00pm on November 17, 2004. - Middlesex Sheriff's Dept. is on site with fall clean -up crews beginning November 1 through November 12`h. As a courtesy, Town Manager, Chief Silva and Superintendent Schettini have been notified - Discussion was held on staff request to close to public on a specific day in order to meet administrative deadlines. With increased reporting requirements, it has become difficult in our small office to meet those demands. Board members suggested daily closing hours versus one full day of closure to public.
