MINUTES OF THE REGULAR BOARD MEETING, March 1 2005
A regular business meeting of the Reading Housing Authority was held on Tuesday, March 1, 2005 at
7:00 P.M at the office of the Reading Housing Authority the town of Reading, Mass. The meeting was
called to order at 7:10 P.M. with the Chair, John Coote, presiding. Those members present and forming
a quorum were Karen Flammia, Diane Cohen, and Mary Connors as well as the Secretary/Executive
Director, Lyn Whyte.

Minutes Move Diane Second Mary Vote 4 -0
02 -210 VOTED: To accept for the record the Minutes of the Regular Business Meeting of February 14,
2005, as presented.
Finances Move Mary Second Diane Vote 4 -0
02 -211 VOTED: To approve and sign the checkroll/billroll for the period for Accounts Payable Check
#9072 -9106, Payroll Check Summary as presented for February, 2005 ; Section 8 Voucher Program,
10502- 10591, as presented.
Finances Move Karen Second Diane Vote 4 -0
02 -212 VOTED: To certify receipt of monthly operating statements for all RHA programs for the
month end January, 2005 of the current fiscal year.
Renewal Accounting Contract Move Diane Second Mary Vote 4 -0
02 -213 VOTED: To approve and authorize Executive Director to sign one year contracts, July 1,
2004 through June 30, 2005 with the accounting firm of Fenton, Ewald & Associates per agreements.
Real Estate Matter:
- 75 Pleasant Street project is still in the hands of Brown, Lindquist, Fenuccio & Raber Archi ects.
ED spoke with Rick Fenuccio last week of February to confirm his receipt of Town of Readin LIP
procedures, additional engineering reports, and contact information for surveyor, Otte & Dwyer who
had done prior work on project. Efforts are being made to organize a Design Review Team meeting
with Town of Reading departments, architects, DHCD representatives assigned to this agency, as well
as RHA staff. Expected mid March meeting schedule.
Personnel Matters:
John Coote shared some of his thoughts and materials from a Board Member Training held on Jauary
22"d at Georgetown HA. RHA policies and procedures manual is available for review by any Board
Member upon request. Suggestions were made to improve on RHA policies and procedures. Executive
Director will review any options available to re- evaluate our manual.

- Vacancy Report- All units in all programs fully leased as stated in reports presented.

- Resident Service Coordinator- Current Tannerville Newsletter provided.
New Business:
ED confirmed upcoming assistance from Town DPW in removing many dead trees near Summer/Main
property. Trees have already been marked in orange by tree department for removal. Pending weather,
schedule for removal has been set for completion by second week of March.
