HomeMy WebLinkAbout2007-02-12 Reading Housing Authority MinutesREADING HOUSING AUTHORITY MINUTES OF THE REGULAR BOARD MEETING February 12 2007 A regular business meeting of the Reading Housing Authority was held on Monday, February 12, 2007 at 7:00 P.M at the office of the Reading Housing Authority the town of Reading, Mass. The meeting was called to order at 7:05 P.M. with the Vice - Chair, Tim Kelley, presiding. Those members present and forming a quorum were John Coote, Mary Connors and Karen L. Flammia as well as the Secretary/Executive Director, Lyn Whyte. Minutes Move Karen Second Mary Vote 4 -0 02 -348 VOTED: To accept for the record the Minutes of the Regular Business Meeting of January 8, 2007, as presented. Finances Move Karen Second John Vote 4 -0 02 -349 VOTED: To approve and sign the checkroll/billroll for the period for Accounts Payable Check x, #737- 787 Payroll Summary as presented for January, 2007. Section 8 Voucher Program, #1118 -1216 as presented. Finances Move Karen Second John Vote 4 -0 02 -350 VOTED: To certify receipt of monthly operating statements for all RHA programs for the mon{h end December, 2006 of the current fiscal year. Purchase 301 Gazebo Circle Move Karen Second Mary Vote 4 -0 02 -351 VOTED: 'To authorize Executive Director to enter into a Purchase and Sale Agreement to buy i it 301 Gazebo Circle, Reading, MA for a price not to exceed two hundred five thousand dollars ($205,000.) with standard conditions including financing options. Personnel Matters: - None Report of Programs: - Vacancy Report- State elderly development fully leased. Two bedroom unit on Pleasant Street still vacant. Recent wait list opening has provided us with additional applicants who are in process of being deemed eligible. - Sec 8 Report- No official reports until Qtr. End March 2007. However, RHA Section 8 program should be fully leased by March I". - FSS Report — No official report until the Qtr. End March 2007. - - Resident Service Coordinator- Current Tannerville Newsletter provided. New Business: - FYE 06 audit is complete and all paperwork has been submitted to HUD, DHCD and federal Clearinghouse as required. Copy of audit was provided to board for their review. No findings indicated in the report. - MEMA funding for last spring 2006 flood damage has been paid to the RHA, (01/19/07) with back interest included from DHCD, the issuing agent. - Follow up to request to DHCD for wait list waiver regarding emergency placement: All approved paperwork received from DHCD and policy is now in place. - The RHA opened its state family waitlist for all bedroom sizes, effective January 31, 2007 with no effective date to close. - RHA in receipt of subsidized housing inventory listing from DHCD and RHA Pierce Street prop erty is not listed. RHA notified the Town Manager, in absence of a Town Planner, of this oversight and we are working with him to add this property to the Town inventory. Real Estate Matter: - Update 75 Pleasant Street: Brad Latham, Rick Fenuccio and Executive Director are working together to complete the necessary requirements to file application with the Town of Reading ZBA. We hope to have the application completed for submittal by Mr. Latham by our initial goal of February 16d. Mr. Latham will inform the RHA of the next available date for our initial hearing. Mr. Latham will be unavailable March 1 -7, 2007. - Gazebo Circle Affordable Unit: The Board discussed the options available to us regarding the potential purchase of Unit 301 that is an affordable unit presently for sale. Every effort has been made by the Executive Director to find a qualified buyer under this program's guidelines. The owner is pressing the RHA to adhere to the 120 -day process as defined in the current deed restriction regarding the resale of this unit. A potential expiration date of March 15, 2007 is close at hand. If a qualified buyer cannot be located, then the Board has authorized the Exec itive Director to enter into an agreement with the present owner to purchase the condominium. In doing so, the unit will continue to remain as an affordable unit within the Town of Reading. The Board also asked that the Executive Director explore with either the Town Manager or the Board of Selectmen the potential option of a fifty thousand dollar ($50,000) contribution from the Affordable Trust Fund to be used to help finance this affordable unit. The request is being made by the RHA because we have committed some of our current reserves towards self - financin our Pleasant Street project. An additional expenditure of this magnitude could pose a fm cial burden to the Housing Authority by deciding to move forward with the purchase at this time.
