HomeMy WebLinkAbout2007-03-05 Reading Housing Authority MinutesREADING HOUSING A UTHORITY MINUTES OF THE REGULAR BOARD MEETING March 5 2007 A regular business meeting of the Reading Housing Authority was held on Monday, March 5, 2007 7:00 P.M at the office of the Reading Housing Authority the town of Reading, Mass. The meeting called to order at 7:09 P.M. with the Chair, Diane Cohen, presiding. Those members present and forming a quorum were John Coote, Tim Kelley, Mary Connors and Karen L. Flammia as well as th Secretary/Executive Director, Lyn Whyte. Minutes Move Tim Second Mary Vote 4 -0 -1 02 -353 VOTED: To accept for the record the Minutes of the Regular Business Meeting of February 12, 2 007, as presented. Finances Move Tim Second Mary Vote 5 -0 02 -354 VOTED: To approve and sign the checkroll/billroll for the period for Accounts Payable Check # 88- 829 Payroll Summary as presented for February, 2007. Section 8 Voucher Program, #1217 -1314 as presented. Finances Move Mary Second Karen Vote 5 -0 02 -355 VOTED: To certify receipt of monthly operating statements for all RHA programs for the January 2007 of the current fiscal year. To Purchase Garage E /Gazebo Circle Move Tim Second Mary Vote 5 -0 02 -356 VOTED: To authorize Executive Director to enter into a Purchase and Sale Agreement relative to Garage E located at Summit Village Condominium complex for a price not to exceed $15,000.00. Personnel Matters: - None. Report of Programs: - Vacancy Report- Report provided by Program Coordinator, Michelle Hudzik. Elderly units leased, however, we have one 2 -BR family unit unoccupied. Efforts continue to determine elig from a pool of recent applicants. - Sec 8 Report- No official reports provided until Qtr. End March 2007, however, RHA is fully 1 at this time. - FSS Report — No official report provided until Qtr. End Mar 07. - Resident Service Coordinator- Current Tannerville Newsletter provided. end illy New Business: - Executive Director updated Board on a fire that took place at 44 Waverly Road, a family unit on February 20, 2007 at 7:30PM. There were no injuries, however, damages exceeded $10,000. Family was displaced for 5 days while repairs were underway. All necessary insurance paperwork is in process of final submission and final repairs of unit expected to be completed by March 15`h. Some delays occurred because materials had to be ordered. - The 2006 Annual Report has been submitted to the Town of Reading as of 2/16/2007. Real Estate Matter: - Update 75 Pleasant Street: Updated timeline of activities since last board meeting was prese ed by the Executive Director. Revised plans were received from Fenuccio and provided to legal representative, Brad Latham as well. A conference call between architect, Mr. Latham and ED took place on March I". We reviewed all the plans; Brad Latham made minor recommendations for clarification. ED and Mr. Latham will meet with Town Manager on March 12'' for final review before scheduling ZBA meeting. Rick Fenuccio will make sure that Town Engineer has been brought up to date on progress. Additional plans will be downsized and provided by Rick Fenuccio for presentation to ZBA. Some additional paperwork related to Town of Reading initial LIP approval was forwarded to Brad Latham to be certain that all conditions set forth have been addressed. Update on sale of affordable unit at Gazebo Circle: RHA believes that an eligible buyer has been found to purchase Unit 310 at Gazebo Circle. A P &S agreement has been entered into; however, it may be contingent on the sale of a market garage that is also available. The applicant is unable to qualify to purchase the garage at the present time due to constraints within the Homeownership Program that she is working with, however, would very much like to have a garage. The potential purchaser does have a disable daughter and their situation would most likely be improved having access to an attached garage. The Executive Director upon explaining the situation suggested that in order to assist in the process that RHA purchase the market garage at a price not to exceed $15,000 with the understanding that it our intention to present this applicant an opportunity to buy the garage from us at a future time. An agreement could be entered into at a later date with the new owner regarding use and occupancy of the said garage. A motion was presented and approved to purchase said garage. Updates will be provided at our April meeting. Relative to the affordable unit and per previous Board discussions, the RHA will appear before the Town of Reading Board of Selectmen on March 6"' to request a $50,000 disbursement ft'om the Affordable Housing Trust Fund to assist the RHA in purchasing the affordable unit only in the event that the present applicant has to withdraw and the RHA must initiate its Right of filrst Refusal" as noted in the Deed Restriction associated with this affordable development. The Town appeared to support our desire to retain affordable units within the Town of Reading if possible. The Executive Director will be in attendance at that meeting on March 6fl' to discuss that option. Board Schedule April, 2007 BOARD MEETING: , 04/02/2007 @ 7 PM 02 -357 TO ADJOURN: 8:25 PM.
