HomeMy WebLinkAbout2007-11-06 Reading Housing Authority MinutesREADING HOUSING AUTHORITY MINUTES OF THE REGULAR BOARD MEETING, November 6, 2007 A regular business meeting of the Reading Housing Authority was held on Monday, August 6, 2007 at 7:00 P.M at the office of the Reading Housing Authority the town of Reading, Mass. The meeting was called to order at 7:04 P.M. with the Chair, Timothy J. Kelley, presiding. Those members present and forming a quorum were John Coote, Diane Cohen, Mary Connors and Karen L. Flammia as well as the Secretary/Executive Director, Lyn Whyte. Minutes Move Karen Second Mary Vote 4 -0 -1 08 -028 VOTED: To accept for the record the Minutes of the Regular Business Meeting of October 1, 2007, as presented. Finances Move Karen Second Mary Vote 5 -0 08 -029 VOTED: To approve and sign the checkroll/billroll for the period for Accounts Payable Check # 1228 -1252 Payroll Summary as presented for October, 2007. Section 8 Voucher Program, # 177- 2063 as presented. Finances Move Karen Second Diane Vote 5 -0 08 -030 VOTED: To certify receipt of monthly operating statements for all RHA programs for the month end September, 2007 of the current fiscal year. Section 8 Payment Standards Move Mary Second Diane Vote 5 -0 08 -031 VOTED: To approve updated Payment Standards per K. Rolli's memo. Effective 12-01-07 the RHA 100% of FMR would be: 0 BDR 1 BDR 2BDR 3BDR 4BDR $1086 $1153 $1353 $1618 $1778 Personnel Matters: - None Report of Programs: - Vacancy Report- Report was provided by State Program Coordinator, Michelle Hudzik. a large turnover in our elderly development; however, all units are presently leased. - Sec 8 Report- Payment standard memo was provided to Board for their review. - Newsletter- Current Tannerville Newsletter provided. We have had New Business: - All documentation from HUD was presented to the Board for review and approval of current Section 8 payment standards. Kathy Rolli requesting a motion to adopt the published fair market rents for FY2008 as they pertain to the Reading Housing Authority presented a memo. Real Estate Matter: - Affordable unit at Gazebo is up for sale. RHA has been notified by the owner of his intent to sell his - Unit. The process will be followed to find an eligible buyer. The local bank and Town of Reading was informed of the potential sale and local notices were posted. RHA has received calls from several town employees who may qualify to purchase the unit. Verification process is ongoing. Of course, the RHA has final rights to purchase the unit if need be. - Update 75 Pleasant Street: 1) The demolition delay bylaw does not allow us to transfer a demolition permit if issued in our name. This information may be a key issue as it pertains to the resale of the existing property. We will need to confirm if the possibility exists that a demolition delay could once again be invoked on a new buyer. 2) 30 B regulations pertaining to the resale of the existing property was provided to the Board at the last minute. a) Questions arose this evening as to the process involved in contracting with a realtor to sell the property. The Executive Director will speak with Candy Temptesta from DHCD to verify the procedures necessary. Bidding laws do apply, however, based on contracts for services, any amount under $25,000 may not require a sealed bid. The information will be verified and presented at the next board meeting. b) An appraisal of said property is required in order to proceed with selling the property. As discussed at the October meeting, a local appraiser has been contacted and is willing to work with us. The Board has now asked the Director to proceed with an appraisal of the property taking into consideration four scenarios; large lot with and without a house vs. small lot, with and without a house. Rusty Harris will be contacted immediately. c) The RHA board would like to know, for purposes of resale of property, if the new smaller lot would conform to zoning and would remain part of an A -40 zone or now be considered an S -20 zone. The result could impact how we approach the re -sale of, the remaining property. The Director will contact our attorney, Brad Latham to present the question to him for clarification. 3) ZBA update: A meeting was held on November 1, 2007 to address our application for a comprehensive permit. All additional information that had been requested of RHA was provided to the ZBA board members and discussed at length. An attorney representing an abutter to the municipal lot presented his objection to the drainage plans as presented. A letter was made available to the HA just prior to our November 5, 2007 board meeting that will become part of the permit decision. The RHA board members have concerns that the expected decision to be rendered by ZBA will be appealed unless drainage calculations are done and accepted by the abutters. With drainage a continued issue, the Board requested that the Director contact the Town Manager and Engineer to request that drainage calculations are done. RHA would make our engineer available to coordinate the fmdings. Every effort will be made to coordinate this request prior to the ZBA hearing on November 8, 2007.
