MINUTES OF THE REGULAR BOARD MEETING, December 3, 2007
A regular business meeting of the Reading Housing Authority was held on Monday, December 3, 20:07
at 7:00 P.M at the office of the Reading Housing Authority the town of Reading, Mass. The meeting was
called to order at 7:07 P.M. with the Chair, Timothy J. Kelley, presiding. Those members present and
forming a quorum were John Coote, Diane Cohen and Mary Connors, as well as, the Secretary/Exect�tive
Director, Lyn Whyte.

08 -035 VOTED: To certify receipt of monthly operating statements for all RHA programs
month end October, 2007 of the current fiscal year.
Personnel Matters:

Report of Programs:
- Vacancy Report- Report provided by State Program Coordinator, Mitch Hudzik. At this time, el,
and family developments are fully leased.
- Sec 8 Report- No official reports provided, however, RHA is pulling potential applicants from
list to determine eligibility for issuance of vouchers.
- Resident Service Coordinator- Current Tannerville Newsletter provided.
New Business:
- Executive Director presented an updated Emergency Case Plan for review and approval. A moi
made available by DHCD for agencies to adopt. RHA does have a waiver in place regarding em(
placement for its 705 state family program. The Board suggested that Executive Director che(
legal counsel, Lori McBride, to verify whether our waiver would be affected in any way by adol
updated ECP policy. The Board postponed its approval until the January 2008 regular meeting.
- Executive Director requested permission from Board to authorize Saturday overtime i
maintenance staff to install new kitchens in elderly units as they became available and if wit
RHA budget. The materials will be ordered through Home Depot (a state authorized supplier) o
needed basis. The overtime labor to install is expected to be around $600 for a weekend instz
Proposals from outside contractors ranged from $900 -$1200 per unit. RHA anticipates ten to
replacement kitchens per year.

Real Estate Matter:
- Update 75 Pleasant Street: Comprehensive decision for Pleasant Street project was voted on
November 8, 2007. ZBA Board members signed the decision on November 19, 2007. There is a
forty -five day appeal period. A copy of the decision was forwarded to DHCD. Upon speaking
with DHCD project manger, Linda Lamont, she informed me that most likely the Request for
Proposals would not be ready to go until April 2008. The response and review would take an
additional sixty days. A Notice to Proceed would probably be issued if RHA accepted proposals
sometime in August, 2008
The insurance on 75 Pleasant Street expires on January 13, 2008. RHA has contacted our
insurance agent to renew the policy from January 13 through July 12, 2008 at a cost of $1747.20.
This coverage includes $300,000 Building coverage with $5000 deduction and $500,000
Liability coverage.
Rusty Harris submitted appraisal for review and invoice approval. Overall, the value of the
existing structure is minimal with an appraised value on larger lot being $290,000 and $275,000
for smaller lot. Based on this information, the Board has decided to put the proposed smaller lot
up for sale in January 2008. The Executive Director will confer with DHCD on real estate broker
selection, legal counsel, Brad Latham on issues relative to the razing of building and get some
proposals on the cost to remove existing building. Efforts will be made to have all in place for
January meeting.
- Details on potential resale of affordable unit have not yet been confirmed. The seller has not
Contacted RHA regarding the potential buyer that was sent over to view the property. The
potential buyer did call me back and told me that the unit was in poor condition and she would
not be interested. The RHA has not had a conversation with the owner since.
