HomeMy WebLinkAbout1999-08-23 Reading Housing Authority MinutesREADING HOUSING AUTHORITY MINUTES OF THE REGULAR BOARD MEETING OF AUGUST 23, 1999 A regular business meeting of the Reading Housing Authority was held on Monday, August 23, 1999 at 7:00 P.M. at the office of the Authority, 22 Frank D. Tanner Drive in the town of Reading, Massachusetts. The meeting was called to order at 7:00 P.M. with the Chairman, Mr. Sweet, presiding. Those members also present and forming a quorum were: Ms. Conno s and Ms. Galvin. Mr. Allen, Mr. Kelley and Ms. Flammia were not present. The Executive Director, Ms. Plansky, was also in attendance. Minutes Upon a motion duly made by Ms. Connors and seconded by Ms. Galvin, it was unanimously VOTED: To accept for the record the Minutes of the Regular Business Meeting of July 1 1999, as presented. The Chairman then declared said motion carried and said vote in effect. Finances Upon a motion duly made by Ms. Galvin and seconded by Ms. Connors, it was unanimously VOTED: To approve and sign the checkroll/billroll for the period for Accounts Payable Chec #4822 -4883; Payroll Check #2227 -2259; Section 8 Certificate Program #5122 -5169 Section Voucher Program #2253 -2275; MRVP - #573 ; as presented. The Chairman then declared said motion carried and said vote in effect. Single Audit Proposals The Board received two proposals for the single audit of all programs of the RHA. The singl, audit for this fiscal year has been awarded to the Commonwealth of Mass -State Auditor' Department. Work will be scheduled within the next few weeks. Wmdow Replacement Report from ED prototype vinyl window was installed; Pella wood/aluminum clad win( has also been installed. DHCD has decided to bid the Pella -style window spec. Currently, estimated cost to replace these windows with Pella windows is about $190,000.00 Personnel The Executive Director reported that one of the part-time maintenance men was out on a workmen's compensation claim. The WC doctor reviewed the case and states in his assessment that the injury is a degenerative process with work contributing, 10% to exacerbate the injury. The Group Trust has denied continuation of benefits under the claim. In speaking with the Group Trust, Dan Moriarty, he felt that the problem with the degenerative disease would only get worse. The person should not return to work as_there •is no light duty only jobs at a small authority. Unless his doctor declares him fit to return to full work as outlined in his job description, then he will not be allowed to return to work. Page 2 Minutes 8/23/99 Pleasant and Wilson Streets - Modular Home Art Feits of Westchester Modular Home met with the Board to discuss the possibility of erecting a modular home on the Pleasant Street site. The Director reported that DEP has informed her that they will render their decision within the next week and that we should receive a copy of it as proponents of the project. Real Estate Invitation for Bids for the Acquisition of New Properties The Authority has received 2 bids for properties. After discussion with our attorney, the Authority has been advised to sign a purchase and sales agreement noting certain exceptions: • securing favorable financing of the project • the properties pass a home inspection • the properties are free and clear of tenants (except those currently receiving Section 8 assistance) • all conditions of the Invitation for Bid are complied with by the Seller • the price is adjusted as necessary for repair or replacement of systems/components after the report from the home inspection is received. Report of Programs The statements for June 30, 1999 were distributed to the Board for review. There were two vacancies at the 667 development; one has been filled; the other as an administrative transfer; the third apartment is ready for occupancy. There is one vacancy at Gazebo Circle — to be occupied by September 1, 1999. There will be one vacancy at Schoolhouse on August 31 ". Management Review by State Management Team The Executive Director reported that there were 4 different people who came to the Authority to review the administrative functions of the State programs. At the exit conference there were no major problems noted. There were a couple of minor problems that were noted but they said were not significant. The financial functions will be reviewed by another DHCD representative on September 8" and 9m Meeting Schedule Next Board meeting is scheduled for September 13, 1999 at 5:30 PM. The Board has scheduled this meeting earlier due to the volume of work with budgets, proposed modular home, linkage and other real estate matters. The Chairman will postpone his scheduled meeting with the Selectmen for September 7, 1999 until we have more definitive information regarding the various real estate proposals. Executive Session Upon a motion duly made by Ms. Connors and seconded by Ms. Galvin, upon the following roll call vote: Page 3 Minutes 8/23/99 VOTED: To adjourn to Executive Session for the purpose of discussing negotiations relative to real estate and to return to regular session before adjournment. Ms. Connors — aye Ms. Galvin — aye Mr. Sweet — aye The Chairman then declared said motion carried and said vote in effect. The Board returned to regular session at 9:45 P.M.
