HomeMy WebLinkAbout1999-10-04 Reading Housing Authority MinutesREADING HOUSING A UTHORITY MINUTES OF THE REGULAR BOARD MEETING OF OCTOBER 4 1999 A regular business meeting of the Reading Housing Authority was held on Monday, October 4, 1999 at 7:00 P.M. at the office of the Authority, 22 Frank D. Tanner Drive in the town of Reading, Massachusetts. The meeting was called to order at 7:05 P.M. with the Chairman, Mr. Sweet, presiding. Those members also present and forming a quorum were: Ms. Connors, Ms. Galvin, Mr. Allen and Mr. Kelley. The Executive Director, Ms. Plansky, was also in attendance. Minutes Upon a motion duly made by Mr. Allen and seconded by Mr. Kelley, it was unanimously VOTED: To accept for the record the Minutes of Regular Business Meeting of September 13, 1999, as presented. The Chairman then declared said motion carried and said vote in effect. Upon a motion duly made by Mr. Allen and seconded by Mr. Kelley, it was unanimously VOTED: To accept for the record the Minutes of Executive Board Meeting of September 13, 1999, as presented. The Chairman then declared said motion carried and said vote in effect Upon a motion duly made by Mr. Allen and seconded by Mr. Kelley, it was unanimously VOTED: To accept for the record the Minutes of Continued Regular Business Meeting held on September 21, 1999, as presented. The Chairman then declared said motion carried and said vote in effect Upon a motion duly made by Mr. Allen and seconded by Ms. Connors, it was, unanimously VOTED: To accept for the record the Minutes of the Executive Session of the Continued Board Meeting held on September 21, 1999, as presented. The Chairman then declared said motion carried and said vote in effect Page 2 10/4/99 Minutes Finances Upon a motion duly made by Mr. Allen and seconded by Ms. Connors, it was unanimously VOTED: To approve and sign the checkroll/billroll for the period for Accounts Payable Check #4925 -4966; Payroll Check #2301 -2333; Section 8 Certificate Progra 11 #5222 -5267 Section 8 Voucher Program #2301 -2325; MRVP - #575 ; as presented. The Chairman then declared said motion carried and said vote in effect Liability Insurance Officials' Professional Insurance Policy Upon a motion duly made by Mr. Allen and seconded by Mr. Kelley, it was unanimously VOTED: To increase the coverage for Officers and Professional Liability Insurance from the current limit - $500,000 to $1Million with an annual premium of $2125 /year. The Chairman then declared said motion carried and said vote in effect Pleasant and Wilson Streets - Modular Home Art Feits of Westchester Homes has received the Conservation- approved foundation plans for the Pleasant Street site. To date, an appeal has not been filed by the neighbors before the end of the appeal period. We will be able to move forward with construction on the approved foundation plan. Any change to the plan, per ConCom would require both an appeal to DEP and to the local ConCom per the prevailing Town ZBL. Mr. Feits made his presentation stating that the overhang as previously presented would not be acceptable as that rendering assumed a foundation that was squared off. With the limitation of the decrease in foundation, the new scheme would only allow for a 2 BR unit and a 3 BR unit; rather than two 3 BR units as previously depicted. If the order was placed today, the earliest delivery would be mid- February 2000. The Board concurred that we should move ahead with the design. Mr. Feits will get a sketch together for next Board meeting. Upon a motion duly made by Mr. Allen and seconded by Ms. Connors, it was unanimously VOTED: To approve the construction of the foundation as soon as possible based upon the approved plans and decision from the Reading Conservation Commission and the Massachusetts Department of Environmental Protection Page 3 10/4/99 Minutes MR VP — Revised Income Limits The new eligibilty income limits for MRVP program must be approved by the Board VOTED: To approve the eligibility income limits for the Mass Rental Voucher Program as follows: # of persons Income Limit (200% of Fed established poverty level standard for MA) 1 $16,480 2 22,120 3 27,760 4 33,400 5 39,040 6 44.680 7 50,320 8 55,960 Over 8 Add $5460 for each additional household member lVIndow Replacement The request for bids has been advertised. A walk - through for contractors interested in the job will be held on Wednesday morning, October 6, 1999. Currently there are 3 bidders who have picked up bid packets. Executive Session Upon a motion duly made by Mr. Allen and seconded by Mr. Kelley, it was VOTED: To adjourn to Executive Session for the purpose of discussing real estate matters and pending legal issues and to return to Regular session at the close of Executive Session by the following roll call vote: Mr. Allen — aye Ms. Connors —aye Ms. Galvin — aye Mr. Kelley - aye Mr. Sweet — aye The Chairman then declared said motion carried and said vote in effect. The Board reconvened in regular session at 9:40 P.M. Report of Programs The statements for August 31, 1999 were distributed to the Board for review. There is a new vacancy at the 667 development. As of October 15I' the vacancy at Schoolhouse will be filled with a current RHA Section 8 client.
